REGULAR COUNCIL MEETING, September 4 , 1984
Canto A Regular Council Meeting was called to order at 7 : 30 P.M. with
Order Mayor Hartsfield presiding.
Prayer Prayer was offered by Councilman Hequembourg.
The following Council Members were present :
Foil Call Aye: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg,
Huffman, Kliegel, Nelson and Viessman.
Nay: None.

Resolutions Mayor Hartsfield stated that persons were present to accept
of Recognition recognition resolutions and he would like to present them at this
time. Resolution RS84-19, recognition of four young men for their
achievement at the Hershey's National Track Meet; Councilman
Nelson moved the Resolution be approved, motion was seconded by
Councilman Viessman, and approved. Resolution RS84-21,
recognition of three teenage swimming pool employees who saved a
human life at a City pool. Councilman Nelson moved the Resolution
be approved, motion was seconded by Councilman Haake, and
approved.
Rezoning Mr. Les Robinett was present to state his views in opposition to
the proposed rezoning of the Sun Meadow area. Mr. Sid Fox, Jr.
was present to state his views in support of the rezoning
request .
Consent The next item of business was the consent agenda, which included
Agenda i, Council Minutes of 8-20-84 , and awarding of the following bids :

530 -- Painting ti Repair Municipal Parking Garage, DOT

Councilman llaquemboury moved that the Consent Agenda be approved
as presented, the motion was seconded by Councilman Nelson, and
approved.
Minutes The following minutes have been received and are on file with the
Received City Clerk ' s Office: Liquor Control Board, 8-20-84 ; Thomas
Jefferson Library Board, 8-21-84 ; Police Personnel Board, 8-27-
84; Board of Adjustment 7-24-84 ; and Park Board, 7-24-84 .
Reappointment Mayor Hartsfield stated that due to residency requirements of
boards and commissions, the appointment of Mr. Mike Dallmeyer to
the Police Personnel Board was null and void, and he recommended
the appointment of Mr. J. Delbert Wells ( Republican) . Councilman
Borgmeyer moved that the appointment be approved, motion was
seconded by Councilman Kliegel, and approved.
1985 Mayor Hartsfield stated that the 1985 budget would be taken up at
Budget the September 17 Council Meeting. Councilman Hequembourg stated
that budget work sessions would be scheduled for each Monday
night following the September 17 meeting until the budget work is
concluded. Councilman Halsey asked for clarification of the
budget as it will be presented to the Council. He would like the
Council to be able to see the requested budgets of each
Department Director in order to determine what those department '
priorities would be. Councilman Hequembourg stated that work
sheets would be made available to the Council so they can review
that information.

Councilman Halsey felt that the City was committing itself to pay
for the artwork whether or not the donated funds were collected.
Lyn Porterfield explained that the language of the bill provides }
that the artwork is not to proceed until the funds have been
collected. Councilman Hequembourg moved that the agreement be

amended to include language stating that the artist is not °`
authorized by the City to expend any funds for this project, nor
will the City be responsible for or pay any funds, until the
Mayor has executed an official letter giving the artist notice to
proceed upon collection of the total contributions necessary for
this contract. The motion was seconded by Councilman Nelson and
approved.

this bill would entail. Mr. Porterfield explained what would
constitute the need for a special permit and cited instances
where such an ordinance would apply.

Lyndel Porterfield explained that this ordinance is patterned
after the state statute passed in the last session, and also
explained what organizations it would apply to. Councilman Nelson
moved that Bill 84-94 be amended to make it in effect upon
approval by the voters of the proposed fee for the license,
motion was seconded by Councilman Gordon and approved.

The next item of business was a report: from illack and Veatch on I

Councilman Davis brought. to the attention of the Council. two 1 Personnel
recently appointed police positions . He f e.lt that the Council 1 Policies `;
should have more involvement in these appointments , and that the 'v
Police Personnel Board be invited to attend future Executive .( 1e-r,
Sessions when police personnel discussions occur. Lyn Porterfield i
was directed to e1r_skerrni.nc, if the Police Personnel Ilocarcl could
attend Executive Sessions of the Council. Councilman Henke., felt !I ''
that any police position from Lieutenant upward, or equivalent
pay grade in non-police positions , be considered and approved by
Council. Mayor llar:tsfield reminded the Council that if this is I
done, a policy needs to be adopted so that Council involvement is I
consistent. Gary Hamburg was directed to prepare a draft
ordinance outlining such a policy for consideration by the 1
Council. i
Councilman Halsey stated that he had spoken with a former Fbrm;r
Councilman, and suggested that the Mayor and Council consider Councilmen
inviting all former Mayors and Council members to a "summit" I' & Mayors
meeting to discuss City issues .
Councilman Hequembourg asked that traffic survey be made on 1 Traffic
Jaycee Drive and Industrial Drive due to a recent accident which ! Study on
injured two children. He asked that a traffic signal be ( Jaycee &
considered if it would improve that situation. Mike Bates will I Industrial
present that traffic study at the next Regular Council meeting.
Councilman Nelson stated that a shuttle bus extension ordinance } Shuttle
should have been on this meeting's agenda, but was erroneously Bus

pass an extension ordinance so the service can continue until i"

agreed to meet in special session on Friday morning, September 7 '

Request for Lyn Porterfield stated that he has been given a copy of a motion

Executive in the cable tv lawsuit which he did not have in time to place on
Session the agenda, and therefore requests that the Council consent to
Sesewgsion discuss it in Executive Session at this time.
Adjournment Council being no further business, Councilman Davis moved that the
Council .be adjourned to Executive Session to discuss personnel
and litigation, the motion was seconded by Councilman Haake, and
approved by the following vote: •

The following Council Members were present : Roll Call

ABSENT: Gordon and Viessman.
A quorum was declared present.
The first item of business was the introduction of bills . Introduction
of Bills
Bill 84-109, sponsored by Councilman Nelson, entitled: 84-109
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION Shuttle
29-29 OF THE CITY CODE BY AMENDING THE SUBSECTION PERTAINING TO Bus
SHUTTLE ROUTES FOR BUSES.
Councilman Nelson requested that the rules be suspended and Bill
84-109 placed on final passage.
Mr. Fred Lafser of the Downtown Business Association was present
to ask the Council for its support of the extension of the
shuttle bus service. He stated that the Association had agreed to
reimburse the City for any loss incurred in the shuttle service.
Councilman Haake presented the Council with a petition signed by
several persons who work in the Truman Building. After further
discussion, Bill 84-109 was read second and third time by title,
placed on final passage, and passed by the following vote as
Ordinance No. 10281:
