HomeMy Public PortalAbout19860902 • REGULAR COUNCIL MEETINU, SEPTEMBER 2, 1986 A Regular Council Meeting was called to order at 7 : 30 P.M. with Mayor George Hartsfield presiding. Roll Call Prayer was offered by Reverend Jerry Boehmer, First United Methodist Church. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, and Veile. Absent: Woodman.* A quorum was declared present. • } The first item of business was the installation of Police Chief Installation ! Gary Kempker. Along with the title of Police Chief goes the rank of Police Chief of Colonel. Mrs . Kim Kempker pinned the insignia on Chief Gary Gary Kempker Kempker. Presentations from the Gallery: Darrell Dunafon was not on the Darrell Dunafon Agenda but had contacted Mayor Hartsfield and requested Representing permission to address the Council. Mr. Dunafon was representing Downtown Busin. the Downtown Business Association and stated they had some Assoc. re: bill; concerns about two bills being introduced for possible passage. being consider°. The two bills were 86-105 regarding sidewalks and 86-113 regarding additional space in the parking garage being designated as reserved parking. Mr. Dunafon requested the Council to carefully consider the problems these bills could cause before final passage . *Councilman Woodman arrived at the Council meeting at • approximately 7 :40 p.m. Councilman Barnicle nominated Mr. Vern Scheulen to fill the Nomination vacancy on the Council created by the resignation of Mr. of Vern Scheule Viessman. Councilman Halsey seconded the nomination and Mr. Scheulen was unanimously elected by the Council. Associate Circuit Judge Ralph Duggins administered the oath of office to Councilman Scheulen. Councilman Gordon moved approval of the Consent Agenda, motion Consent Agenda was seconded by Councilman Halsey and passed. Councilman Halsey moved approval of the appointment of Robert Appointment Villa as Police Officer, motion was seconded by Councilman Haake of Robert and approved. Councilman Barnicle requested that Bill 86-95 be removed from the Informal Calendar and read for final passage at this time. Councilman Barnicle used visual aids to highlight four specific points he felt needed to be made regarding the request from Mr. Groner concerning the rezoning of this land. Councilman Barnicle requested Mike Bates to respond to why he had cast the only dissenting vote in the Board of Adjustment meeting regarding this rezoning. Mr. Bates stated he felt it was premature to reject Mr. Groner' s request without giving it further study and consideration. Councilman Woodman stated that there had been a request at the Board of Adjustment meeting to wait to make a decision until they had obtained more information, but this was defeated 4 to 3 . Councilman Veile stated ho had some objection to some of the comments that had been made and that after having considered the information he was still opposed to this rezoning. Bill 86-95 was read third time by title, placed on final passage, and defeated by the following vote ( 8 votes needed for passage ) : Aye: Barnicle, Borgmeyer, Davis, Haake, Scheulen, and Woodman. Nay: Gordon, Halsey, Nelson and Voile Resolutions: Resolutions RS86-19 regarding the installation of high pressure sodium light on southeast corner of 1918 Southridge Drive. Councilman Halsey 86-19 moved acceptance, Councilman Haake seconded and it was approved. Installation of high RS86-20 regarding the paving of Brooks Street from W. McCarty to pressure light Industrial Drive. Councilman Haake moved acceptance, Councilman on South- Nelson seconded and it was approved. Ridge Dr. RS86-21 regarding the Loss Prevention Program. Councilman Halsey moved acceptance, Councilman Nelson seconded and it was approved. Unfinished Business: Mayor Hartsf ield informed the Council that he had requested the Unfinished Bus. 1staff to report to him every Friday concerning progress being { REGULAR COUNCIL MEETING, SEPTEMBER 2, 1986 3 Solutions made in solutions to the Central/East End problems. These < ::Towatd reports will be forwarded to the Council. Central/East En, iProblems Councilman Barnicle thanked Mayor Hartsfield for the interest he has taken in these problems and for his swift attention to the matter. The Council had received copies of the Laidlaw proposal in their Laidlaw propose . packets. This has been referred to Mr. Tom Benton for further study. The Environmental Quality Commission will also be asked to review this proposal and a Public Hearing will be scheduled before any definite decision is made. Riverfront Mr. William Lockwood, Director of Parks and Recreation Commission Development reviewed the information sent to the Council concerning a Riverfront development. Mr. Lockwood also presented a slide presentation to the Council. Councilman Gordon moved the Mayor appoint a committee to study this issue and that any member of the Council interested in serving on this committee, or any citizen interested in serving, give their names to the Mayor. Councilman Barnicle seconded the motion and it was approved. Chief Rennick reviewed the Isis Chemical report distributed to the Council. After some discussion, Chief Rennick was requested Isis Chemical to keep the Council informed as to the outcome of the studies that are still being performed regarding the chemicals and their storage at Isis. Now Business New Business: Budgot Doering There will be a Public Hearing on September 25, 1986, regarding the 1987-88 Budget. Work dates for the budget are as follows: Wednesday, September 17 , at 7 :00 p.m. Thursday, September 25, at 7: 00 p.m. Monday, September 29, at 7 : 00 p.m. The Cable TV Committee will hold its final public hearing on Cable TV Comm. Thursday, September 18, 1986. The Council has requested the audit from TCI to be to them by September 15, 1986. Adjournment There being no further business, the meeting was adjourned. III
