' Call A Regular Council Meeting was called to order at 7 : 30 P.M. with yti "`Y Mayor George Hartsfield presiding. iy. Prayer was offered by Reverend Jack Sullivan, Pastor Second Christian Church The following Council Members were present: • • Present: Barnicle, Borgmeyer, Davis, Haake, Halsey, Nelson, Viessman and Woodman • Absent: Gordon, Veile A quorum was declared present. ':. Donnelly Snelle. Mr. Donnelly Snellen spoke to the Council on behalf of the • Central/East Central/East End Neighborhood Association. He sited several End Nrhoo' areas which he felt were definite problems and needed attention. Association He and the Association had met with Councilman Viessman who recommended they go before the Council and ask assistance in rectifying these problems . He asked for a meeting with the Mayor, City Council and/or Department Heads to discuss the situation. Mayor Hartsfield stated his desire to keep this item under "Unfinished Business" . The City Administrator and City Clerk were asked to schedule a meeting next week with Mayor Hartsfield, Director of Public Works, Director of Planning & Code Enforcement, Police Chief, and two Councilmen. ` Presentation to Councilman ayor Hartsfield announced that the presentation to Councilman r Viessman ieusman would come at the close of the meeting. Richard Groner !e reviewed the documents he had filed with the City Clerk and he packet of .information distributed to the Council prior to the voting. Mr. Groner did not have time to complete his resentation and stated his objection to the time limit. . He !raked that. the Council, reconsider the rezoning issue. Objection by r. Thomas Graham spoke representing several citizens living in Thomas Graham km Schellridge area. They were opposed to this rezoning. Others representing Mho spoke in opposition to this rezoning were Mr. Raymond Schollridge .rummet, Col. Alvin I.ubker, and Dwight Chruma. citizens the public hearing closed at 8:05 p.m. Consent Agenda rho Consent Agenda consisted of the Council Minutes of 8/4/86; he Financial Statement, the approval of a variance for Best TV .ales and, Service; and the awarding of the following bids: 800 - 911 Emergency System, Police Department • 816 - Hydrogen Peroxide, Public Works 817 - Stickers, Police Department 818 - Firefighters Foam, Fire Department 822 - 1986 Sanitary Sewer Projects-Phase I, Public Works ouncilman Halsey moved approval of the Consent Agenda, ouncilman Nelson seconded and it was approved. • 30 .. REGULAR COUNCIL MEETING, AUGUST 18, 1986 Mayor Hartsfield stated that the following minutes and reports Minutes were on file in the City Clerk's office: City Administrator and Filed Departmental Monthly Reports. The Council decided that the next Council Meeting would be on Next Meeting Tuesday, September 2, 1986, as opposed to Monday, September 1, due to Holiday 1986, which is Labor Day. Councilman Haake moved the appointment of Amy Johnston as Deputy Appointment City Clerk, Councilman Halsey seconded and it was approved. of Amy Johnston as Deputy City Clerk Mayor Hartsfield stated that the staff have given him a draft of Inspection of proposed procedures for coordinating inspections of hazaradous hazaradous sites within the city. sites At this point in the meeting, Councilman Viessman requested and was granted a two minute recess . Councilman Viesamran High Lumen moved approval, Councilman Nelson seconded and it was approved. Sodium Lights Councilman karnicle asked for information regarding the Info on filling procedures to be followed when recommending someone to fill the vacancy vacancy left by Councilman Vieasman' s resignation . Mayor Hartsfield stated that this would be done in the next Council Meeting. After some discussion, Councilman Barnicle moved that the vacancy be filled by means of a roll call vote. Councilman seconded the motion and it was approved. Mayor End Neighborhood 4 Association REGULAR COUNCIL MEETING, AUGUST 18, 1986 Hartsfield asked the Clerk and City Administrator to notify the Council of this meeting. Approval of Councilman Viessman moved approval of the Executive Session Exec. session minutes, Councilman Woodman seconded and they were approved. Minutes Councilman Viessman was presented a plaque from the Council for Presentation of his efforts and contributions to the City during his tenure. plaque to Councilman Viessman made some farewell remarks to the Council.
