Motion seconded by Councilman Whitecotton and passed. The Minutes of the Council Meeting of August 4, 1980, and the City Approval pAdminietrator's Report, were received, of J Councilman Whitecotton made the motion that such Minutes and Minutes I the Report be approved. Motion seconded by Councilman Prenger and ( passed, The Minutes of the meetings of the Committee of the Whole, Planning and Zoning Commission, and Parking and Traffic Commission, were j received and filed, The petition from David L. and Sharon J. Kissinger, for ''Planning and rezoning of Lot 8, Scheperle and Hutton Subdivision, from RS 2 to Zoning RA, together with check in the amount of $50.00,was received. The Commissio matter was turned over to the Planning and Zoning Commission. ' hMayor Pro tem Hequembourg then called for presentations from the gallery and referred to the four Bills pending on the Informal Calendar. Councilman Wade, sponsor of the Bills , agreed that after the presentation he would bring the Bills from the Informal Calendar; and action could be taken at that time so that the interested Presentations �I parties in the gallery would know the action of the Council . There , Parking (,was no objection. Clark Ave. I' Sharon Smith, 1129 East McCarty Street , spoke for the residents and in the vicinity and referred to the petitions which had been filed, East iIwhich included some sixteen hundred names . McCarty St. James Strong, StateRepresentative from the 119th District, { spoke against the removal of the parking. He thought the Council should try for a compromise, have a full and open hearing. 'f Mayor Pro tem Hequembourg responded to Representative Strong with the statement that there had been ample opportunities for these residents to appear and be heard, and it is not being done without proper hearings having been held. Jennifer Durham, President of the East Side Betterment i Association, spoke against removal of the parking and answered questions . Wendall Manchester, who lives on the corner of Clark Avenue and East McCarty Street , spoke against the removal and stated that ' neither he nor his tenant had a parking place in front or on the side of his home. Tom Pardoe from Elmer's Shoe Repair, also appeared in opposition to the removal of the parking. An unidentified resident of 422 Clark Avenue appeared and !i stated he had had his sidewalk replaced at the cost of four hundred dollars , on account of his loan from the Housing Authority, and then the City replaced the three foot sidewalk with a four foot sidewalk. Councilman Crader stated there had been much consideration shown these residents, there have been many meetings held and III opportunity given for the residents to appear and be heard, there were concessions made, and we should try this project . Councilman Cradde-made the motion that this Bill be amended to exclude truck traffic, commercial vehicles , only, for a distance of l ii ,1thirty (30) feet from East Miller Street. The Amendment would ;j change the Section Number of the Code from 23-79(a) to 23-85(a) in I ithe Title and in the body of the Ordinance. There is some .question about the Ordinance to be introduced regarding rates for 1 l; cable television, and at this time we would like to clarify the i,matter before the Ordinance is introduced. Attorney John Hendren, representing the TCI Cablevision, Inc. , ' stated they would like to have the increase in rates in two steps , one in the amount of sixty (.60) cents , to go into effect as soon as the Ordinance is passed, the second increase of forty-five ( .45) 4cents, would go into effect with the construction of the earth station. The Company has to spend much money in constructing the earth station and they do not want to do this unless they are sure Cable the rate increase will be given. After some discussion, it was Television. suggested that two Ordinances be written and introduced - one would Mallow the increase of sixty ( .60) cents at this time, the other `would be submitted with regard to the earth station, in the amount of forty-five ( .45) cents . j; Councilman Kliegel agreed to sponsor the one Ordinance, requesting the sixty cent increase only. Councilman Brant agreed to sponsor the Ordinance requesting the forty-five cent increase, with regard to the earth station. Mayor Pro tem Hequembourg stated the first Ordinance could be fiintroduced at the first meeting in September and a Public Hearing �(held on it at that time. Then, if further questions arose, they could be answered at the second meeting in September, before a l{ final vote is taken. Councilman Gordon requested that before the Public Hearing [ they pursue the possibility of having twenty channels , which was ! previously discussed, and give a report at that time. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY' • :OF JEFFERSON, MISSOURI, AS FOLLOWS: Resolution 1. That the City Council states its intention to issue the Revenue Single Family Mortgage Revenue Bonds of the City in the maximum Bonds , principal amount of 20,000,000, ' 2. The Resolution, as amended ?treads as follows: 1WHEREAS,r the United Telephone Company, which includes Capital ;City Telephone Company, has filed for an increase in the rates for ',telephone service; and 1E WHEREAS, the Missouri Power & Light Company has filed for an increase in the rates for gas and electrical services ; and ill „ ', WHEREAS, these proposed rate increases affect the residents of Jefferson City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Jefferson, Missouri, state its opposition to any unreasonable rate increases for any of these services ; and • BE IT FURTHER RESOLVED that a copy of this Resolution be filed with the Missouri Public Service Commission and the Office of the • 1 Public Counsel. The Bond Issue was passed in 1963 and the intent of lthe .Bond -Issue was treatment facilities, extension of main trunk I4 lines and rehabilitation of the present sewer system. There have been salaries paid out of the :fund, and 'in the early 1970's the iCity began subsidizing Sewer Districts out of the Sewer Fund, and iit is still being :done at the present time. Also, the incumbent expense on Sewer Districts must be eliminated from ithe Sewer Fund, this should be strictly a revenue income expense item. If these recommendations are followed, we should have a Sewer !
