HomeMy Public PortalAbout19870817 182 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Randy Halsey. The following Council Members were present: Present: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Absent: Davis. A quorum was declared present. PRESENTATIONS FROM GALLERY: No one had requested to be placed on the agenda to address the Council, however, Councilman Barnicle requested Mayor Gardner to allow Judy Owens of the East Side Betterment Association to speak. Mayor Gardner consented and Ms. Owens addressed the I : Council concerning Isis. Ms. Owens stated she had not had an opportunity to study the recommendation of the Isis Task Force or the proposal from Isis and requested the Council not aot on this proposal until there has been opportunity for citizen input into this proposal. The Public Works Department did not have this information at this time. Councilman Mason moved this bill be placed on the Informal Calendar until this information could be obtained. Councilman Borgmeyer stated he was not opposed to the Committee, but felt the appointment of the Chairman should be made by the Mayor and approved by the Council. Councilman Scheulen stated he was opposed to the Mayor appointing the Chairman. He stated he believed the Finance Committee should work independently of the Mayor's office and while this Committee had been an Informal Committee in the past, but now was a permanent committee. J V • I. l \ G Councilman Gordon moved Bill 87-80 be amended by removing the words from Section 2.474 (5) "Make sample investigations, " and by deleting Section 2.474 ( 6) "Make recommendations to the Chief of Police and to assist the Jefferson City Police Department in developing policies and procedures relative to juvenile and family affairs" . Councilman Halsey seconded the motion. Councilman Veile asked if there would be any reporting by this Committee to anyone in City government. City Counselor Allen Garner stated there would be an annual report to the Council. There being no further questions, The amendment was unanimously approved and Bill 87-80 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 10892. INFORMAL CALENDAR: Bill 87-56, sponsored by Councilman Barnicle, regarding the rezoning of property in the Stadium West Subdivision remained on the Informal Calendar at Councilman Barnicle's request. Bill 87-70, sponsored by Councilman Halsey, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH STOKES ELECTRIC COMPANY, INC. , FOR ELECTRICAL SERVICES, R :PAIRS AND MAINTENANCE ON CITY ELECTRICAL SYSTEMS was removed from the Informal Calendar and considered for final passage at this time. There being no further questions, Bill 87-70 was read third time by title, placed on final peonage, and panned by the following vote as Ordinance No. 10891. UNFINISHED BUSINESS: Councilman Gordon requested the Cable Committee ask TCI about the possibility of obtaining a 24 hour business channel in their new franchise proposal. Councilman Scheulen requested he obtain a copy of the TCI proposal. Councilman Scheulen moved the Council postpone voting on the ISIS proposal for at least two weeks. He stated the information had not been made public until Friday and wanted the public to have time to study this information. Councilman Barnicle seconded the motion. After some discussion, the motion was approved. Councilman Barniole moved that a public hearing be held and in an appropriate manner those concerned residents and others concerned with Isis be invited to attend and address the recommendation of the Task Force at the next Council meeting; and only after that do we consider whether or not to vote for this issue. Councilman Halsey seconded the motion. Councilman Woodman recommended not having this public hearing at the next Council , meeting, but having it before the next Council meeting and giving those concerned opportunity to discuss this with the task force rather than trying to discuss it with the Council. MF e • • did not wish to amend his motion to include this recommendation, but felt some discussion was in order to determine the appropriate manner for holding this public hearing. Councilman Borgmeyer stated he didn't understand what Councilman Barnicle wanted. The Mayor had appointed this task force, there had been public hearings on this issue and now the task force had negotiated with ISIS and was recommending this proposal, and he didn't understand why there needed to be further public hearings. • • Councilman Barnicle stated he felt that all the citizens involved and concerned with ISIS should have opportunity to study the • proposal from ISIS and the City' s response to the same. Councilman Barnicle stated he personally wanted an acquaintance of his at the Department of Natural Resources to take a look at it and give his opinion. After further discussion, Councilman Barnicle withdrew his motion and Councilman Halsey withdrew his second. Councilman Barnicle then moved the City Administrator be instructed to convey the information received regarding the proposal from ISIS and the response from the ISIS Task Force to Judy Owens as representative of the East Side Betterment Association, the East Side Betterment Task Force, and after having given them sufficient time to read and digest this information, schedule a meeting with these • individuals and at that meeting discuss any problems they might see, and present this report to the City Council at the next meeting before the Council votes on this issue. Councilman • Halsey seconded the motion. The motion was unanimously approved. Councilman Scheulen stated he had a problem with this proposal in that not everyone in this area was a member of the East Side Betterment Association and these individuals needed an avenue for expressing their concerns also. Councilman Voile stated ho felt what was really needed was two meetings. One whore the facts wore given and could be explained and then another one, whore they could coma and address the Council and express their problems and concerns with the • proposal . Councilman Davis asked to see a written report from the reprasontativo from the Department of Natural Resources that • Councilman Barnicle wan going to have review thin proposal. Councilman Barnicle moved to hold a public mooting between the City Council and the representatives of the East Side Betterment Association and any other interested parties to speak to this proposal and that thin be held apart from the City Council • Meeting. Councilman Scheulen seconded the motion. Councilman Henke requested that as there were questions about the staff's proposal, that if there were experts from the Department of Natural Resources, that we get them to attend the public meeting to answers questions the people have. There being no further discussion, the motion was approved. NEW BUSINESS: Councilman Haake requested the staff check into some type of lapel microphone so those present in the Council chambers can hear what is being said. Councilman Scheulen informed the Council that as the ordinance establishing a Finance Committee had passed and since there were several budgetary items coming up at this time, he would like to . f• L 190 S .I' f .__ r. •.. nominate Councilman Halsey as Chairman of the Finance Committee. City Counselor Allen Garner informed Councilman Scheulen that at the present time the ordinance had not been signed or approved by the Mayor and therefore was still not in effect. Councilman Scheulen withdrew the nomination. Councilman Halsey stated he would like to see a long-range planning committee established. City Administrator Dave Johnston stated there was a committee that met monthly and included representatives from the Chamber, School Board, Superintendent of Schools, Lincoln University, the Downtown Business Association, the City, County, and State. Councilman Halsey said he felt this was more a social group than a planning group and asked if the Mayor would appoint a long range planning committee. Councilman Halsey asked if this could be discussed at the Work Session of the Council on August 24. Councilman Halsey moved the pay of the Council would remain as it has in the past months and years. Councilman Barnicle seconded and it was approved by the following vote: Aye: Barnicle, Davis, Gordon, Haake, Halsey, and Mason. Nay: Borgmeyer, Scheulen, Voile and Woodman.
