HomeMy Public PortalAbout19810817 154 REGULAR COUNCIL MEETING - AUGUST 17, 1981 The Regular Council Meeting was called to order at 7 :30 p.m. with Mayor Hartsfield presiding. Councilmen present: Blume, Borgmeyer, Gordon, Halsey, Hequembourg, poll Prenger, Scheulen and Wade. Call Councilmen absent : Brant and Kliegel. A quorum was present. The first item of business was the Consent Agenda. This in- cluded approval of the Council Minutes of August 3, 1981, Admini- strator's Report, rezoning request from Stephen Bradford to rezone Consent approximately five acres from RS-2 to M3, and awarding the fol- Agenda• lowing bids which were previously opened: 113 - Asphalt Overlay - Public Works - JEFFERSON ASPHALT 114 - Street Milling - Public Works - J. M. FAHEY 115 - Sodium Chloride - Public Works - DIAMOND CRYSTAL SALE CO 116 - Waste Oil - Public Works - JERRY RUSSELL BLISS , INC. 117 - Oil and Grease - Public Works - LOETHEN OIL CO. 118 - Street Signing - Public Works - NATIONAL SIGN CO. 119 - Wallpaper & Curtains - Transportation - MARGE BACLESSE INTERIORS 120 - Roof Repairs - Fire Dept. - WEATHERCRAFT, INC. 121 - Rental of Clothing, Rugs and Dust Mops - All Departments - HELD OVER When questioned regarding Bid 119 , Marty Broec stated that, after reviewing the specifications, Marge Baclesse Interiors had withdrawn their bid. Councilman llequcmbourg questioned the legality of withdrawing a bid once it is submitted and he re- quested City Counselor Tom Utterback look into the matter. After further discussion, Councilman Blume moved that the Consent Agenda be approved, with the exception of Bid 119 which will be held over. Motion seconded by Councilman Halsey and passe Director of Transportation, Marty Brone, then spoke to the Council regarding the recent meter robberies. There have been two robberies within the last month and approximately $000 .00 has Meter been stolen in those robberies. Robberies There are currently 230 meters and it is recommended that the locks be replaced with a new type of lock which will provide better security. , The cost for the new lock would be $15. 00 per meter. They would like to purchase 240 new locks for a total cost ! of $3,600. 00 . He stated there is currently money in the Parking and Traffic fund to cover the total cost of replacement at the present time. He stated it was the recommendation of the Parking and Traffic Authority that the locks be replaced within a three ye period, however, this recommendation was made prior to the 2nd robbery. After discussion, Councilman Wade moved that the Parking and Traffic Authority be instructed to purchase the locks and replace the meters with the new locks over an eighteen month period. Afte further discussion, Councilman Wade amended his motion to read that all locks be replaced now rather than over an eighteen month period. Motion seconded by Councilman Scheulen and passed. 55 ;_ : c I TI G ST_ 7 19 81 _.___ A letter and report was received from Lincoln University re- Summer garding the Summer Youth Program. Councilman Scheulen requested Youth that Lincoln University be contacted and provide the Council with Program. a breakdown of the percentage of disadvantaged children repre- sented in the program. Mayor Hartsfield spoke to the Council regarding the re-locatioN of the bus station. He suggested that Councilman Halsey contact Relocati• Fred Lafser, of the Department of Natural Resources. The depart- I of Bus ment operates the Lohman' s Landing area and has had several dis- Station. cussions with Am Track and Missouri Pacific. They are interested in moving the passenger service ticket office to the Union Hotel building. Mr. Lafser thinks perhaps the bus people could be given the same invitation whereby Am Tract, Missouri Pacific and the bus companies could share a ticket agent in the same place and in a central location. Councilman Halsey replied that two representatives of the bus companies have viewed that location previously. They indicated at '' that time a positive no to moving to that location, however, he will contact Mr. Lafser regarding the matter. Motion seconded by Councilman Prenger and passed. • Mayor Hartsfield suggested that the new Municipal Building be named in honor of the late John Christy. John Christy served the Name for Jefferson City as Mayor for twelve years and it was his dream to new Muni_ obtain a new City Hall building although it was never accomplished cipai Bldg. during his lifetime. It was noted that there is a street named Christy however, this street will remain as Christy Street. Councilman Gordon moved that the new Municipal Building be named "The John G. Christy Municipal Building" . Motion seconded by Councilman Halsey and passed with one opposing vote. The next item for discussion was the zoning ordinance and amend- �Zonir ments to the zoning ordinance which prohibit condominiums from brdinanae. being built in single family zoned areas. Mayor Hartsfield stated he felt that condominiums should go through the normal zoning process. Tom Benton presented proposed changes to the zoning ordinance, to the Council. j Mr. Stutte, of 414 Lark Street, appeared before the Council " to speak against Planned Unit Development. Ite stated that the residents in his neighborhood are against PUD. He requested more publicity before something is done. Mr. Benton explained that one of the recommended changes to the zoning ordinance would delete the portion that allows condo- miniums in RS 1, 2 , 3, and 4 , which are the four single family classification districts. Councilman Gordon stated he wanted to bo careful on what the Council does regarding this ordinance as Condominiums are a relatively new concept, especially in this area, and he feels some people do not understand exactly what a condominium is. He wants to be sure that we do not end up with something which would place condominiums in areas which are unfitting simply become people oppose them. After further discussion, Councilman Wade moved that Mr. Benton revise the zoning ordinance, as recommended in his memo to f the Council, deleting Section 3.A(7) in its entirety on page three of Ordinance 9598 and deleting Section 4.A(3) (e) in its entirety on page six of Ordinance 9598. Motion seconded by Councilman Blume and passed. The next item of discussion was the Walsh Street problem. Mr. Hamburg stated that in a memo dated August 14, 1981, from Mike 1 Walsh Bates, he is saying that it is likely that this fall we could go Street. ahead and take care of the improvements on Walsh Street. The Housing Authority has $77,000-$78,000 in their budget out of Block Grant Funds that could be used to make the necessary improvements. Mr. Bates stated that with the special tax bill assessments and the $77,000-$78,000 that should be sufficient to correct the problem on Walsh Street and should also correct a problem on Dunklin Street. Mr. Utterback has also been working on the legal aspects of 1 the liability and that information should be provided to you befori the next Council meeting. ti 1'5,9. iJ REGULAR COUNCIL MEETING - AUGUST 17, 1981 Mr. Utterback asked the Council for approval to begin a Court u3 -2% action in the Circuit Court where it would be determined if selling :;.r Court A! the current City Hall building and using the proceeds towards the qty n new City Hall building would be in the best interest of the public. Councilman Blume moved that we proceed with the necessary Hall. documentation to be in a position to sell the current City Hall Building and use the proceeds towards the new building. Motion seconded by Councilman Halsey and passed with one opposing vote. • Councilman Borgmeyer stated he has received many calls regarding Dog dog problems. He stated two different people have been attacked Problems. by two different dogs in the past couple of weeks and he feels something should be done to correct the problem. Mr. Hamburg stated that in the ordinance the Police Judge does have the authority to order a dog destroyed. However, it was suggested that the ordinance be amended to give City Personnel authority to have vicious animals destroyed. ; Councilman Blume commended the Housing Authority on their Thank You efficiency in cleaning up the area where the state parking lot is to Housing to be built in the Second Ward. This property is owned by the Authority. State and the Housing Authority approached the State and requested that they clean up the area. They refused to do so, therefore , the Housing Authority, through their efforts and their money, cleaned the area up. Council then adjourned into Executive Session. Upon reconvening to regular session, Bill No. 81--32 was then taken up.
