Prayer was offered by Reverend Spencer Roberts, Pastor; Second Baptist Church. The following Council Members were present: Present: Feldman, Gordon, Haake, Halsey, Owens, Scheulen, Voile, and Woodman. Absent: Davis, Mason. t; A quorum was declared present. PUBLIC HEARING: The first public hearing was to discuss the proposed tax rate for the City of Jefferson for the year 1989. There was no one present , to speak either for or against this issue. The second public hearing was to discuss rezoning of land located in progress project in the Urban Renewal area. There was no one present to speak either for or against this issue. The public hearings concluded at approximately 7: 33 p.m. PREBENTATXONB FROM GALLERY: Ms. Annette Driver, a former resident of Jefferson City and now residing in Phoenix, Arizona, had requested special permission to address the Council. Ms. Driver is greatly concerned with the problem of drugs in the black community. Ms. Driver informed the Council that she had grown up hero in Jefferson City and had received a very strong foundation. Ms. Driver said that many of her family members still reside here, but that the youth today are not receiving as solid foundation due to the prevalence of crack in the community. Ms. Driver asked the Council to consider: 1) a drug task force; 2) Assistance to Councilman Halsey as the representative; 3) Meet with church and school officials who have opportunity to have positive influence on youth; 4) Promote youth awareness act; and 5) Law enforcement have stricter attitude towards those who make drugs available. is Councilman Halsey asked Ms. Driver if she would be willing to meet confidentially with the Police Chief and substantiate her claims. Dr. Popp is the Chairman of the Animal Rescue Advisory Commission a is a practicing veterinarian in Jefferson City. Dr. Popp stated th t I this amendment was unnecessary legislation and that the Commission * I should have had input in this bill. Dr. Popp urged the Council to follow the guidelines set forth by the American Veterinay Association and that the Commission be allowed to have input into !i future legislation. ■I 1jCouncilman Feldman informed the Council that he had been present at the Animal Rescue Advisory Commission where this item had bed discussed and that one of the issues had been the lack of regular , monthly meetings of the Commission. Councilman Feldman asked D . Popp if the Commission had scheduled regular monthly meetings to alleviate this problem. Dr. Popp stated the Commission would me 't , monthly if they could got a Council representative to atten 1. Councilman Feldman reminded Dr. Popp that he had stated he wouli attend the meetings, if necessary. Councilman Woodman seconded the motion and it was approved. Councilman Voile requested a five minute recess at this time. T a Council meeting recessed at approximately 8:00 p.m. The Counc `'i meeting reconvened at approximately 8:10 p.m. UNFINISHED BUSINESS: Mayor Gardner requested City Counselor Allen Garner review his repast for the Council regarding Councilman Davis. Mr. Garner stated th: t his report had been included in the Council packets and he h. d outlined the options open to the Council. Mayor Gardner asked f there were any questions concerning this report. As there were o questions from the Council, this concluded the Unfinished Business . Councilman Gordon requested Mayor Gardner to write to `; our Senators and Representatives to urge them to take a careful look at this issue and support the return of rate increases back to legislative bodies, not the cable companies. k Councilman Halsey questioned Mike Bates, Director of Public Works, i:; whether or not the Missouri Highway Department hod been notified to move the Jefferson City city limits sign on Highway 54. Mr. Bates stated they had been requested to change the signs appropriately, but that he would submit another request for this change. Councilman Halsey informed the Council he felt it was time for the Council to begin to give consideration as to what they were going to do to improve the area on Highway 54 around the bridge. Councilman Halsey requested Dave Johnston and Mike Hates meet to compile a list of concerns and recommendations to be presented to the Council the first meeting in September. Councilman Halsey stated he felt it was time for the City to begin - a meeting with state government regarding their plans for new buildings in this community. councilman Halsey stated he felt the City should be included in these plans and should have more input than they are presently receiving. Councilman Schoulen stated ho agreed with some of the comments made , by Councilman Halsey, however, ho was not In favor of all of the state buildings being in the downtown area. He did feel it was necessary, however, to meet to discuss road plans, etc. Mayor Gardner announced her intent to appoint a Long Range Planning Committee to be chaired by City Administrator Dave Johnston and composed of two staff members, two Council members and some citizens. Mayor Gardner stated it had been nine years since the last committee report and that so far the City has adopted most of their plans or are working on adopting them. Mayor encouraged the members of the Council who were interested in serving on this committee to contact her and also any citizens interested in serving on this committee to contact her. Mayor Gardner announced the committee would be asked to develop a ten year plan and a twenty year plan. Mayor Gardner stated her intent to appoint this committee with the approval of Council, at the first meeting in September. Councilman Halsey questioned how this committee would effect the Council ' s long range planning sub-committee. City Counselor Allen Garner reviewed his legal opinion regarding boards, commissions and committees, stating that a sub-committee with a broader scope than the committee was not a valid sub-committee.
