HomeMy Public PortalAbout19840806 170 •t� f; REGULAR COUNCIL MEETING, August 6, 1984 A Regular Council Meeting was called to order at 7: 30 P.M. with Call to d;r; Mayor Hartefiold presiding. Order Prayer was offered by Mayor Hartefiold. Prayer The following Councilmen were present: Roll Call Present: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg, Huffman, Kliegel, Nelson and Viessman. Absent: Nona A quorum was declared present . Mayor Hertsfield presented a key to the City to Mr. Charles Key to City Jackson for his years of service on the Planning 6 Zoning Commission. Mr. Jackson was present at the meeting to accept the presentation. �4s - - - - — - The next item of business was a public hearing on the annual Public Hearing property tax levy. No one present wished to speak regarding the Tax Levy tax levy, The next public hearing was in regards to the gross receipts tax. ' Gross = Councilman Borgmeyer stated from the gallery that he felt the tax Receipts Tax should be reduced to 4% by November, 1985. Mr. Frank Pureley was present and also stated his wishes for further reduction in the tax. The next public hearing concerned rezoning of property bounded by Rezoning State Route C, Southridgo Drive and a line parallel to and 141 . 3 feet west of the west right-of-way line of Sun Meadow Lane, from R8-2 (single family) to PUD (planned unit development ) . Mr. David Brydon was present to speak on behalf of the property owners who are requesting the rezoning for the purpose of building condominiums. Mr. Les Robinott spoke on behalf of citizens who had signed a petition in opposition to the rezoning. Mayor Hartsfi©ld stated that ho wished to take up Resolution Resolution RS84.17 at this time. The resolution is in honor of Mark Patten RS84-17 and Scott Link, two teenagers who assisted the Highway Patrol. in Comnandati.on apprehending a convicted fugitive. Councilman Haake moved that the Resolution be adopted, the motion was seconded by Councilman Viessman, and approved. Mr. Patten and Mr. Link were present to accept a copy of the Resolution and the Council 's appreciation. Mayor Hartsfield stated that since several persons in the gallery Ware Street were interested in the Council Bill 84-43, he wished to move that Rezoning item up on the agenda so those persons would not have to wait. There were no objections. Bill 84-43, sponsored by Councilman Borgmeyer, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 23. 90 ACRES OF LAND AT THE NORTH END OF WARE AVENUE, FROM RS-3 ( SINGLE FAMILY) AND RD ( DUPLEX) , TO PUD ( PLANNED UNIT DEVELOPMENT) AND RC (CONSERVATION) . Councilman Borgmeyer requested that Bill 84-43 be removed from the Informal Calendar. Councilman Gordon stated that a majority of the property owners were in opposition to the rezoning for various reasons, and he planned to vote against the bill. FIQCArt The next item of business was a report from the Environmental Carmittee Quality Commission and its Art Committee on artwork for the City y. Report Hall. Judge James Finch introduced the persons on the Committee and stated their qualificiations . Ms . B. J. DeLong introduced Professor Larsen who will be drawing a mural in the atrium of the , City Hall. Professor Larsen showed historical sketches -which-will be placed in the large conference room, and a miniature version F; of the mural with slides which outlined the details and «' historical background of the mural. Ms . DeLong then showed photographs of a textured wall hanging for the City Hall Council Chambers . Ms . DeLong introduced Mr. Nick .Monaco who will be the chairman of the fundraising events for the cost of the artwork. Councilman Hequembourg moved that the report be approved as presented, and that the Committee be allowed to proceed with • fundraising, the motion was seconded by Councilman Viessman, and approved. • Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of 7-2-84 , the Administrator's Report:, the Finance Report , and awarding of the following bids `.3 517 - Hoofing Housing Authority Pl.dg. , Planning t Code 518 -- Wears Creek Interceptor Extension, Public Works 519 -- Capital City industrial Park, Phase II , Planning & Code 520 -- AFF'F/ATC Foam, Piro Department 522 -- Wash Windows & Clean Carpet. , Christy and Whltocotton 1131.dgs . , Planning & Code 523 -- Storm Drainage Phase T 1 , Public Works 524 -- Storm Drainage Phase III , Public Works 525 - Sign Materials , Public Works Councilman Gordon moved that the Consent Agenda be approved as presented, the motion was seconded by Councilman Viessman, and approved. Announcements Mayor Hartsfield recognized the accomplishments of the local Babe Ruth ball team which will be traveling to the Babe Ruth World Series to compete for Jefferson City. Councilman Nelson moved that the appointments be approved as presented, the motion was seconded by Councilman Kliegel, and approved. Mayor Hartsfield stated that the next meeting will be on Tuesday, Next sched- • September 4 since September 3 is a holiday. Councilman Halsey uled r.eeting moved that the Council meetings be held on the regular schedule of the first and third Mondays beginning in August, the motion was seconded by Councilman Borgmeyer, and approved. The Mayor announced that the next meeting will then be held on August 20. is. The next item of discussion was City election issues . Lyn City election Porterfield explained why, according to state statutes , it would issues !.; •'a, not be possible to include the charter commission issue on the . April ballot . Instead, the Council will have to place that issue on the February or November ballot . The consensus of the Council was to place all the upcoming issues possible ( i.e. , annexation, fees ) on one ballot , preferably in February, to insure a good . voter turnout . Resolutions RS84-16, street light on Orchard Lane; Councilman Gordon moved RS84--16 ° that RS84-16 be approved, motion was seconded by Councilman Haake Street and approved. The next item on the agenda was Unfinished Business . Unfinished Business Mayor Hartsfield stated that Council Bill 84-59, which was passed at the July 2 meeting, will be returned to Councilman Viessman so Bill 84-59 that the proper certification by the City Treasurer can be placed returned to on it. The Mayor has not signed the bill, and stated that all Sponsor future supplemental appropriation bills will require such certification according to state statute. The next: item on the agenda was Now Business . New Business III '' Gary Hamburg reported on the status of discussions between the City, the Housing Authority, and the bus company regarding the Buss Station future bus station facilities . He staled that the bus company has not paid its rent to the City for the past several months . Councilman Gordon moved that they be notified that unless they ,' pay all their back rent within five ( 5) days, they be given a thirty--day notice to vacate the facilities , the motion was seconded by Councilman Viessman, and approved. Councilman Gordon referred two letters he received to the City Parking & Clerk for proper distribution to the Parking & Traffic Traffic Commission. Councilman Halsey requested that action be taken by our Public Blinking Works Department to eliminate the blinking caution lights traffic Caution signals in the evening and on weekends . Several Council Members, Lights as well as the Mayor, agreed that these signals are hazardous and should be changed if possible. Mike Bates was directed to take proper action on the request . Councilman Borgmeyer recommended that "Walk" lights be placed at Walk Light the corner of High & Broadway Streets at the location of the by Trusnan Truman Building to prevent pedestrian accidents in the future. Bldg. Mr. Bates was directed to take proper action on the request . Councilman Huffman asked Lyn Porterfield to explain the Councilmen procedures necessary for a Council Member to see police and fire review test ' department test scores. Mr. Porterfield explained that this would scores have to be handled through the Police Personnel Board. Don Shinkle, chairman of that board, was present and stated that if Mr. Huffman could tell the Board what specific information he would like to obtain, the Board could then see if it were possible to obtain that information for him. REGULAR COUNCIL MEETING, August '6', 1984 Councilman Halsey stated he felt that members of the Gpuncil should be able to look at the complete personnel file of any city` employee when needed. , Executive There being no further business , Councilman Gordon moved that the Session meeting be adjourned to Executive Session to discuss real estate, litigation and personnel matters, the motion was seconded by Councilman Nelson, and approved by the following vote: Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Huffman, Kliegel, Nelson and Viessman.
