A Regular Council Meeting was called to order at 7 : 30 P.M. with Call :=.}_r

The following Council Members wore present: Roll Call
Present: Borgmeyer, Davis , Gordon, Haake, Halsey, Huffman,
Nelson, Voile and Woodman
Absent: Viessman.
A quorum was declared present .
The first item of business was the Consent Agenda, which included Consent
Council Minutes of July 15 , 1985, and awarding of the following Agenda
bids :
679 - 1985 Guard Rail Project, Public Works
680 - Pring Paper and Polyester Film, Public Works
681 - Sign Materials , Public Works
^ x. Councilman Haake moved that the Consent Agenda be approved as
presented, motion was seconded by Councilman Nelson, and
approved.
Mayor Hartsfield stated that the following minutes have been Minutos

Bill 85-80, sponsored by Councilmen Davis and Haake, entitled: 85-80

MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH PARA, Search
INCORPORATED FOR EXECUTIVE SEARCH SERVICES. Services
Councilman Veile spoke in opposition to this bill and urged the
Council Members to consider defeating it at the next meeting as
he felt it was a "waste of taxpayers ' money. " Councilman Halsey
agreed with Mr. Voile. Councilman Huffman stated he felt that the
money would be well-spent, and reminded the Council that the firm
used would not actually hire the deputy chief of police, but
would only search out possible candidates , and that the Council
to make the final hiring decision from those candidates .

Councilman Halsey requested that Bill 85-54 be held over on the
Informal Calendar.
The next item of business was Resolutions . Resolutions
RS85-15, Street Light; Councilman Haake moved that it be RS85-15
approved, motion was seconded by Councilman Halsey, and approved. Street Lights
RS85-16, Request for Location of Prison in Tipton, Missouri; RS85-16
Councilman Halsey moved that it be approved, motion was seconded prison
by Councilman Davis , and approved.
RS85-17, Cooperative Procurement Agreement; Councilman Halsey RS85-17

Unfinis 4. The next item on the agenda was Unfinished Business .
- Business
Councilman Borgmeyer moved that the Council's original proposal
Christnes regarding the purchase of Christmas decorations for the business
Decorations associations ( $5, 000 one-time donation per association with no
City involvement in placement or removal of decorations ) be
approved, motion was seconded by Councilman Haake, and approved.
New Business The next item on the agenda was New Business .
Garage Sales (a) Tom Benton discussed the "garage sale ordinance" which is
presently in the City Code. He stated that in order to be
enforceable some changes need to be made to the ordinance.
Several complaints have been received regarding continuous garage
sales . Mr. Benton was asked to draft proposed amendments to the
present ordinance and bring to the Council.
Annexation (b) Tom Benton reported to the City Council on the status of
present and future annexation efforts . A map was displayed
outlining the proposed annexation areas in order of priority.
Warning (c) A warning siren policy was distributed to the Council which
Sirens Mr. Hamburg asked the Council to approve. Councilman Voile stated
his desire for communication regarding the policy between the
news media and the City. Councilman Borgmeyer moved that the
policy be approved, motion was seconded by Councilman Nelson, and
approved.
Railroad (d) Mike Bates reported on the condition of the railroad crossing
X-ing on E. on E. McCarty. He showed a map of the railroad's relocation of
, McCarty that portion of the track and stated that the State Hwy. Dept.
would consider funding assistance if such a relocation is made,
though Mr. Bates could not state exactly how much assistance
would be available. Councilman Baake stated that some immediate
repairs need to he made to avoid injuries , and Mr. Bates stated
that he would discuss this with the railroad company.
Conditional (e ) Allen Garner explained the form ho has developed for the
Use of City purpose of granting conditional win of City property or right-
Prcperty of-way. He presented two applications for the Council 'u approval
which had come from the Public Works and Planning Committee
mooting. Those 1401-01 application by Jon Gus trap for construction
of a portion of a parking lot, and; application by Larry Siebert
for construction of a portion of a parking lot. Councilman Henke
moved that the applications be approved, motion was seconded by
Councilman Davis, and approved.
Adjourammt There being no further business , Councilman Davis moved that the
Council go into Executive Session for the purpose of discussing
personnel and litigation, motion was seconded by Councilman
Gordon, and approved by the following vote:
Executive Aye: Borgmeyer, Davis , Gordon, Haake, Halsey, Huffman,
Session Nelson, Voile, and Woodman
Nay: None.
