`• of Guests Meeting. Mr. John Erangey from Cork, Ireland and Mr. Lawson

Consent Councilman Nelson moved approval of the Consent Agenda which
Agenda 1 included the Council Minutes from 7/21/86, and the awarding of

Police Reservist'
Mary Twohous Mayor Hartsfield stated his intent to appoint Mary K. 'rwehous and
Robert Villa Robert Villa as Police Reservists , based upon the recommendation
of the Police Personnel Board. Councilman Veile moved approval
of the appointment , motion was seconded by Councilman Haake and
• passed.
Minors Purchasing Mayor Hartsfield stated that he had received several calls from
_- .` Liquor parents who were concerned about the ease with which minors were
able to purchase liquor. The Mayor will be sending a memo to The •
. Chief of Police, Municipal Judge, and City Prosecutor.
Laidlaw flat Mayor Hartsfield stated he had been approached by Laidlaw Waste '.
fee proposal Systems wanting to submit a proposal to the Council for a flat
rate system. Laidlaw wanted to provide a free trial of their
cart system to each council member for a thirty-day period. The
1 Council members were not comfortable with this free trial, but
i! are interested in the proposal.

Councilman Haake moved and Councilman Borgmeyer seconded that -`>

this bill be further amended to provide for a reduction in the
gross receipts utility tax from 5 . 56% to 5% , for the same period
of time that the sales tax is in effect , and only if the sales
tax passes. After much discussion, Councilman Haake withdrew his
amendment.

After some discussion, Councilman Halsey requested a five minute

New Business New Business :
Development Councilman Gordon moved to request that the Housing Authority and
of riverfront Parks and Recreation Commission report to the Council by the
first meeting in September, the possibility of developing the
forty to fifty acres at the end of Jefferson Street into a
riverfront park/marina area. Councilman Halsey seconded the
motion and it was approved.
Cable Televiei ouncilman Voile informed the Council that the Cable Television
Audit Committee would be meeting on Monday, August 11, 1986 to review
the material they have compiled and determine how to proceed.
Councilman Halsey asked if the City ever received the audit it
had requested several months ago from TCI Cablevision. The
audit has not been received to date and Councilman Halsey moved
that TCI provide the City with a certified audit by mid September
of just the Jefferson City franchise . Councilman Nelson seconded
I the motion and it was approved.
There being no further business, the meeting was adjourned to
Adjournment Executive Session at 8: 30 p.m.

The open session reconvened at 8:40 p.m. Open
Councilman Davis moved to approve the appointment of Ed Rackers
Session
to fill the Waste Water Utilities Superintendent position at Step Appointment
17 of Range 61. Councilman Borgmeyer seconded the motion and it of Ed Rackers
was approved.
There being no further business, the meeting was adjourned at
8:55 p.m.
