Councilmen present: Borgmeyer, Brant, Crader, Kliegel , Wade and Whitecotton. Councilmen absent: Gordon, Hequembourg, Prenger and Rackers . A quorum was. declared present. The Mayor presented a key to the City to Mr. B. W. Robinson, who Presentation was recently elected to the National Board of Directors of Lions International. Public A Public Hearing was held on property tax rates for the next year. Hearing No one appeared. Tax rates . The following bids were received on air drying equipment on the compressed air line to the primary pumps at the Water Pollution Control Plant: Pic Supply Company, Jefferson City, Mo. $ 1, 854.35 Opening C & H Distributors , Milwaukee, Wisconsin 1, 773. 00 of Sullair of St. Louis , Inc. , 2,177.44 Bids . NO BID The bids were turned over to the Director of Public Works for consideration. Later in the meeting Mr. Bates reported he would recommend the acceptance of the bid of St. Louis Compressor Service Company, in the amount of $1,910.00. There were lower bids but they were not acceptable. Councilman Brant made the motion that we accept such recommendation and award the bid to Sc . Louis Compressor Service Company, in the amount of $1 ,910.00. Motion seconded by ' Councilman Whitecotton and passed. The following bids were received for the Rescue Tool , for use of the Fire Department : Fire Rescue Company, St . Louis , Mo. $ 6, 123.00 Opening Paratech, Inc. , Frankfort, Illinois 6,457. 50 of Geratenalager Company, Wooster, Ohio NO BID Bids . Paratech, Inc. , Frankfort, Illinois 5,995.00 • Fargo, International , New Oxford, Pa. NO BID The bids were turned over Co Chief Rennick for consideration. Later in the meeting Chief Rennick recommended the acceptance of the bid of Paratech, Inc. , in the amount of $5,0)05.00. Councilman Crader made the motion that we accept such recommendation and award the bid to Paratech, Inc. , in the amount I of $5,995.00. Motion seconded by Councilman Wade and passed. The following bids were received for used School Buses for the • Transit Authority: Sitton Transportation Company - ten buses @ $4,000 each. rfl ing Deduct $500.00 from total price of five buses. 1Bids . Thomas Landwehr - one bus $1,500,00 The bids were turned over to Mike Bates for consideration. Later in the meeting Mr. Bates recommended the acceptance of the proposal from Sitton Transportation, for five buses - not to !exceed $20,000.00. Councilman Whitecotton made the motion that we accept such recommendation. Motion seconded by Councilman Borgmeyer and passed. He has sold his business: interest and gone to work for the State of Missouri, under the Merit: System, and resigned from the Council effective July 28, 1980. ' 1 Since there is more than six months remaining in his term, it will be necessary to call a Special Election and this was referred to the City Attorney. . . Mr. Benton had given copy of report to the Mayor and Council. H This packet was submitted to the District Office in Columbia, and Ms. Wendy Noren, District Manager, met with the Mayor's Census and Redistricting Committee this afternoon for several hours . She ' stated the only figures which would not change in the report were 1 the comparitive figures for the 1970 Census . All figures relating IReport to the 1980 Census - she would not go on record as stating they on would not change. She announced at the meeting that the Group CareCensus figures, which include Lincoln University Students , the Penitenti- ary population, the St . Joseph's Home, all these are considered "Group Care" and were not included, but now will be added to the original figure, and they amount to 3,541. Their figures site 2.39 factor per household and we feel it should be closer to 2.93, or conservatively 2. 72, which would increase the figures consider- ably. Mr. Benton stated that personally he felt they would reach the 40,000 figure but some members of the Committee felt they would reach 45,000. He further stated that by October 1st , they should supply us with a new set of figures . The final figures will be presented to the Mayor in April of 1981. Mayor Hartsfield distributed report from Public Works regarding the Committee proposal of sewer rates design which will be presented next Monday of the Whole night, at the meeting of the Committee of the Whole. Meeting 8/11/80. At that meeting the Cable Television Company will also make their Ipresentation for the rate increase they have requested. Mayor Hartsfield then called on Mike Bates to discuss the matter of bus fares. Mr. Bates stated that at the present time they were transporting approximately 11 ,500 passengers per week - the student; count is approximately 5,500 of that amount . The anticipated revenue will be in the approximate amount of sixteen to seventeen Bus thousand dollars. To my knowledge, we actually are the only City , Fares which gives this type of service to the students . Councilman Crader made the motion that the students be allowedii to purchase a twenty-ride pass for $4.00 (instead of the $4,25 as suggested) . Councilman Wade seconded the motion and it passed. Mayor asked Mr. Bates to have Mr. Bross keep student ridershipr and costs separate, see what it is per rider, over a period of three months or so. Mayor then asked for approval of Mr, Bates ' recommendation, ' with the exception of the student pass price being changed to $4.00. Councilman Borgmeyer made the motion that such recommenda- tion be approved. Motion seconded by Councilman Whitecotton and 1: passed. Mr. Hamburg then discussed the Verslues Contract; he had previouslyVerslues sent statement to the Councilmen regarding the issue. Mr. Hamburg 11Contract felt that the amount Mr. Verslues was requesting was reasonable andPrermination. would recommend payment in the amount of $7,848.25 as termination '! costs, which is in addition to $5,500.00 previously paid; also that, he be allowed to make bids on any projects in the future. Councilman Borgmeyer inquired of the City Attorney about interns vening on the utility rate hikes . City Attorney Graham responded that some of the periods of intervention had passed - the Public Counsel's Office has the staffi to review the evidence but if we want to go on record as opposing Utility it, they will accept that. Rate Councilman Borgmeyer asked for a Resolution at the next Counc Increases meeting to send to the Public Counsel, to have on their file that we are opposing such rate hikes .
