HomeMy Public PortalAbout19820802 312 . REGULAR COUNCIL MEETZNG, ust 2, 1982 The regular Council meeting was called to order at 7 : 30 p.m. with Mayor Hartsfield presiding. Prayer was offered by Rev. Walter Price, Director of the Missouri Council of Churches . Councilmen present : Blume, Borgmeyer, Gordon, Halsey, Hequembourg Roll Kliegel, Lock, Roark and Scheulen. Call. Councilmen absent: Davis . A quorum was present. The first item of business was a public hearing on the Capitol West Project Amendment. Ted Herron, Executive Director of the Public Housing Authority, spoke to the Council regarding the new plan Hearing for the Capitol West area, and to request Council approval of the amended plan. The new plan has been the subject to two hearings, and this public hearing would be the third and final hearing. Since the first two hearings a minor change has been made in the plan in that they have more definitely recognized the existence of his- toric structtres in the Capitol West area and have made provisions for, where possible, their preservation or removal and preserva- tion. The plan developed would accomodate the flood plain, provide land for the expansion of the state , provide for a hotel, reodnven- tinntoentextesrd a bus station. The plan has to produce sufficient land proceeds to settle the project with HUD and complete the im- provements which are necessary. The plan has to allow for beauti- fication and an economical treatment of the creek, an well as a land use program to accomodate the plan. The Housing Authority plans to purchase four parcels of land from the railroad which are included in the land acquisition plan and are not in addition to the plan. However, funding may or may not be available to make those purchased . The right of way adjustment: map shown that a corridor will be provided for Wear' s Creek to go straight into the Missouri River at some future date should a method or funding be available . This corridor will be provided either by easement or by having the land in public ownership. Also appearing before the Council was Patrick Steele , Director of the Missouri Heritage Trust. He stated that a number of citize s had attended the public hearings in April and they are interested in the time frame for developing the preliminary case report and mitigation plan that would allow the options the Housing Authority has talked about for the historic buildings in the redevelopment . Mr. Herron stated that the timing is in the control of those who will be preparing the Memorandum of Agreement. At this point Resolution No. R82-13 was moved up on the Agenda for disposition. Upon motion by Councilman Halsey, seconded by Councilman Blume, the Resolution was adopted. A public hearing was then held regarding proposed uses of Federal Revenue Sharing Funds . Public Patrick Steele, Director of the Missouri Heritage Trust, spoke Hearing to the Council and suggested that a portion of the revenue sharing money be used to publish a cultural resource survey. Missouri Heritage Trust would be interested in matching dollar for dollar any money the city would make available for this project . Mayor Hartsfield requested that an outline or a written proposal be prepared by Mr. Steele and provided to the Council. A public hearing was held regarding the 7% gross receipts tax. No Public one from the public appeared, however, Councilmen Borgmeyer and Hearing j. REGULAR COUNCIL MEETING, August 2, 1982 Kliegel stated they felt the tax was too high and feel thought . should be given to lowering the tax to perhaps five percent (5%) . Mayor Hartsfield stated that this will be before the Council as part of the budget package and figures will be provided to show the impact of a reduction in this tax. • Public A public hearing was held regarding the city property tax rate. Hearing No one appeared to speak at this hearing. Mr. Porterfield, City Counselor , explained that his recommendation was based upon the difference in quality. The Roman.- Municippal Code Corporation version is much easier to use, more to icnlly arranged, more durable , more professional in appearance cation. and has a better index. The Sullivan version in a three ring notbbook type binder which binds the pages on the rings making 1 the pages more difficult to turn. Experience has shown that the rings in thin type of binder often weaken and separate . Mr. Porterfield also pointed out that some of the cost could be recovered by reselling copies of the code to local attorneys . All attorneys in the area have been polled and there has been interest shown in purchasing copies of the code. After further discussion, Councilwoman Lock moved that we accept the bid of Municipal Code Corporation. Motion was seconded I by Councilman Halsey and carried. Upon motion by Councilman Blume, seconded by Councilman 1 Borgmeyer , this bill was removed from the table . After Bill 82-4 was removed from the table, Councilman 1 Borgmeyer moved that the plan of intent be amended by inserting an amended land use plan. The amended land use plan would classify the property owned by Bruce Rice as PUD. This action was done pursuant to correspondence received previously from Mr. Rice. Tom Benton stated that staff has no objection to the amend- I ment. There was evidence presented which indicated that Mr. Rice had pursued various avenues of either commercial or nulti-family development there,prior to the city considering annexing this area. After further discussion, the motion was seconded by Council- man Blume and passed.
