REGULAR COUNCIL MEETING, AUGUST 1, 1983

Call to A Regular Meeting was called to order at 7:30 p.m. with Mayor
Order Hartsfield presiding.

Prayer Prayer was offered by Reverend Gerald Jeffries, Memorial Baptist Church.

Roll Call Council Members Present: I3orgmeyer, Gordon, Haake,
Hequembourg, Kliegel, Lock, Roark,
and Viessman.
Council Members Absent: Davis and Halsey.
A quorum was declared present.
Public The first item of the agenda was a public hearing regarding the
Hearing proposed use of revenue sharing funds. Mary Ann Ronan, representing
the Community Council in Action, presented the Council with a request •
Use of that funds be used to purchase equipment in the amount of $14,320.
Revenue •
Sharing Leila Reynolds appeared with a request from the Jefferson City Rape and
Funds Abuse Crisis Center that $10,000 be used to purchase equipment for the
shelter that is being proposed in Jefferson City. Ms. Reynolds told the ;.
r Council that 95% of all calls the Center had received were from within
the city limits of Jefferson City.
Lorna Wilson submitted a request that funds be considered for the Cole
County Dental and Eye Fund. She stated that the City had previously •
contributed to this fund, but has not done so for the past few years.
Ms. Wilson pointed out that the County and schools now pay part of the
cost and United Way makes up the difference. The Dental and Eye Fund ..
provides routine dental and vision care for school children.
Mayor Hartsfield explained that revenue sharing had not been extended
past September 30, 1983, as yet by the Congress, but the indication is
that the program will be renewed in some fashion. The amount of

funding is also unknown, but in past years the City has received about
$670,000 per year.
Public Hearing The next public hearing concerned the property tax levy. There were no
'tax Levy representatives wishing to speak on this Issue.

Public hearing The third public hearing was on the gross receipts utility tax levy.
f There were no representatives wishing to speak at this time, but
Gross Receipts Councilman tiorgrneyer indicated that he would like to speak on the
Tax subject. Mayor Hartsfield requested that he do so later in the meeting
under Unfinished Business.
Consent Agend The next item of business was the Consent Agenda, including minutes of
the Regular Council of July 18, 1983, and the awarding of the following
bid:
381 Security System Transit/Central Maintenance Facility, DOT
HELD OVER
359 Car Wash Detergent, DOT
372 Safety Solvent, Degreaser, Heavy Duty Cleaner, Public Works
373 Grease Control Additives, Public Works
Gouncilnsan Viessman moved that the Consent Agenda be approved as
presented. Councilman Roark seconded the motion and it was so approved.

Regular Council Meeting, August 1, 1983
Mayor Hartsfield announced that Tom Sodergren had given him a
letter of resignation from his Tom s elected position as City Attorney. Mr.
Sodergren indicated that he had taken a position with a firm that Announcements
would prohibit him from serving as City Attorney. Mayor Hartsfield
explained to the Council that the proper procedure to follow would be
for him to appoint a new attorney to serve until the next election for
City Attorney is held. Mayor Hartsfield recommended Attorney John
Kuebler for the position. Councilman Darrel Gordon made a motion to
approve the recommendation and Councilman Hequembourg seconded the
motion. Motion was approved by voice vote.
Mayor Hartsfield mentioned to the Council that many of the Council Announcements
committees were having difficulty having a quorum present at their
meetings. He requested that all Council members make an effort to
attend scheduled committee meetings and have them scheduled at times
most convenient for the majority of persons attending. Mayor
Hartsfield also mentioned that budget review meetings will be
scheduled as Special Council Meetings for Monday evenings when
regular Council meetings are not scheduled.

Councilman Roark requested that Bill 83-50 be taken off the Informal

Councilman Viessman asked for an explanation of what the bill involved.
Tom Benton gave a brief synopsis of the bill and answered questions
from the Council.

Lhfinished The next item of business on the agenda was Unfinished Business.
Business
Councilman Borgmeyer stated that he would still like to see the gross
Gross Receipts utility tax lowered. lie suggested the staff investigate the possiblity of
Tax lowering the gross receipts tax and raising the sewer tax. Mayor
liartsfteld said that this was something that is already being looked
into for the budget package.
Hogan Councilman Gordon presented the City Clerk with letters from eight
Drive property owners concerning improvements to Hogan Drive. lie asked Mike
Bates what the status was on that project , and Mr. Bates replied that
56% of the property owners had expressed interest in going ahead with

the project. It is being planned for the 1983--84 year.
Ned Business The next item on the agenda was New Business.
ReVe11110 Mayor Hartsfield announced that he felt most of the revenue sharing

Sharing funds should be used for storm water drainage projects. lie felt that in
Storm Water order to make the best use of the funds, three things needed to be
Drainage done. The first is an engineering study on each water shed. Mike Bates
is working on an RFP to be used for consultant selection. The second
item is the need for long-range funding. Mayor Hartsfield suggested that
50% of revenue sharing funds should go toward long-range funding for
storm water control and 50% should go toward sanitary sewer
construction. The third item Mayor Hartsfield mentioned was ordinance
control. He felt that development should be controlled in storm water
drainage areas and that controls should be stringent enough so that new
construction does not create new storm water drainage problems in the
future.
Councilman Iiequembourg asked Mike Bates how long a study would take. •
Mr. Bates replied that the study would probably cost between $130,000
and $150,000, and take a year or more to complete. lie also indicated
that it might be possible for some minor improvements to be made sooner.

Mayor Hartsfield told the Council that the parties interested in the City View
change of name of City View Drive to Robinson Drive had asked that Drive
it be continued until September 6.
There being no further business, Councilman Viessman moved that the Adjournment
meeting be adjourned to Executive Session to discuss litigation. The
motion was seconded by Councilman Gordon and approved by the
following vote:
