REGULAR COUNCIL MEETING, JULY 21, 1986
A Regular Council Meeting was called to order at 7 : 30 P.M. with ,..' tz
Mayor George Hartsfield presiding. .0`"
Prayer was offered by Councilman Vincent Borgmeyer.
The following Council Members were present:

Present: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Veile,

Absent : Davis , Nelson
A quorum was declared present.

The first item of business was a presentation from the gallery
from Debbie Roettgen regarding youth activities in Jefferson
City. Ms . Roettgen was representing a group of about twelve
= parents who are concerned with the lack of available activity for youth
�' youth. She was wanting to know if these parents nts could come up

with some prospective ideas for activities, if the council wouldActivities
` i consider them. Mayor Hartsfield informed Ms . Roettgen that the ,°A
Parks and Recreation Commission would probably be the most =<
.. appropriate place to begin investigating possibilities . Ms .
Roettgen stated she would plan to meet with this Commission.
A key to the city was presented to William Zumwalt for his iKey to City `F';

Councilman Viessman moved accept mice of the Consent. Agenda which
included Council minutes of 7/7/86 , the Monthly Financial
Statement. , the awarding of the following bids ; Consent
Aplanda
808 - Sign Materials , Public Works
809 - Tractor with Hydraulic Loader & Bucket, Public Works
810 - PVC Pipe, Public Works

. 811 -- Overhead Garage Doors , Public Works
and the rejection of Bid #792 . The motion was seconded by
Councilman Halsey and passed.
Mayor Hartsfield stated that the following minutes had been
received and were on file in the City Clerk's office: Planning & inutee
Zoning Commission 7/10/86; Board of Adjustment 7/8/86; Traffic Filed
Safety Commission 7/10/86; and City Administrator/Departmental
Reports .
Councilman Barnicle moved that the Council formally review and Item #2 vote on Item #2 of the Planning & Zoning Commission Minutes planning &
7/10/86; Councilman Viessman seconded and the motion was zoning Hie
approved.
Mayor Hartsfield stated his intention to appoint Gary Kempker as

Fire Chief Robert: Rnranick reviewed the copies of the final repor t.
- - that had been distributed to I he Council prior to the meeting. ' Fire Chief
There was Borne discussion as to the violations cited in the Robert Rennick
report and the recommendations of the report . There wa.a also review of final
some concerned expressed by the Council on the inspection report
• procedures . After much discussion, Councilman Borgmeyer
recommended approval of the report , motion was seconded by 1
Councilman Halsey and approved.

Councilman Halsey asked what had been done to enforce the smoke
detector ordinance. He requested that a written report be given i Smoke Dector
- on what we have done and what needs to be done to bring these Ordinance
buildings into compliance.
Councilman Veile reported on the activities of the Cable
Television Committee to date and advised the Council of future Cable Televisiol ,
events and meetings . committee

There being no further business, Councilman Gordon moved the
Council adjourn to Executive Session for the purpose of
discussiong personnel matters , motion was seconded by Councilman IAdjournment
Viessman and approved by the following vote: 4
