Minutes Darrell Wattenbarger, Finance Director, passed out statements regarding the finances of the City and thoroughly explained the Apresent condition of the City' s affairs, including money which has been appropriated and that which has not been , the funds which have not been appropriated and which are available for some of the items • jWhich have been discussed, and what we have in surpluses. He also answered questions. h There will have to be additional appropriations to the various Departments to take care of money which was spent in October of • 4979 and paid in November of 1979, out of the new budget. This should be taken care of with the new budget and the only additional appropriations should be to the Park Board and Transit Authority, they will have to be subsidized. Councilman Borgmeyer made the motion that $200,000 be appropri- ated to the credit of the Park Board to take care of their deficit . b which was occasioned by the change in the percentage allocation at • , . the beginning of this budget year. The motion on this request was made by Mr. Dudenhoeffer, not by Mr. Caplinger. After a second by Mr. Dudenhoeffer, the motion passed unanimously. 11 . ghe following items of business were then transacted : . 1 11. The first item of business was consideration of a final plat of yeplat of a part of Major's Boonville Acres, Section 2. Mr. Dudenhoeffer moved that the final plat be approved with the condi- . tions that ( 1) the zoning classification be shown on the plat , and (2) the owner be advised the plat would not be released from the City for recording until the vacation of the street is finklized andll ,• the easements shown in the vacated street be signed over to the City.1 !Following a second by Mrs. Noblin, the motion received unanimous lapproval. 11 0 r . p2. The second item of business was consideration of a final plat of Mall Ridge Addition , Section 3. Mr . Jackson moved that the li final plat be approved provided that the zoning classification be 0 : shown on the plat prior to the recording. Houser moved that the final plat be approved subject to the following conditions : a. The zoning classification of the lots be shown on the plat. fil b. The boundaries of the subdivision be re-checked to make certain they close. I c. The next business item was a report by the Commission's Zoning •rdinance Review Committee. Zoning Members of this Committee are Hr. Jackson, Chairman; Mr. Houser Commission and Mrs. Obi° Munzell. Mr. Jackson expressed his appreciation for Minutes the contributions made by Mrs. Munzell and commended the staff for their efforts. A page by page review of the proposed ordinance was then made by Chairman Jackson. Principal proposed changes are: A. Major Additions : 1. Regular Districts - two new districts have been added: 11 (a) RA-1 - a multiple family district with lower density requirements and more restricted uses than the existing RA district . (b) C-0 - an office district. 2. Planned Districts: (a) Planned Unit Development District - the "S" Special Development District and the Special Provisions for Large Scale Residential Development were consolidated into one district . (b) A Planned Industrial District was added. 1 . . 3. Site Plan Review - Site plan review provisions were added to the section on Administration. 1 . 4. Following the review of the proposed revisions it was generally ii agreed that the Revision Committee and City personnel need to 11 re-examine and finalize recommendations on the industrial districts ) and on the section pertaining to parking lot improvements. Mr. Jackson moved that tentative approval be given to the report of the Zoning Ordinance Review Committee with final approval to be given after work is completed on the industrial and parking lot sections. Following a second by Mr. Houser this motion received unanimous approval. ' Chairman Dominique asked that the Revision Committee and staff report back to the Commission in August. The Commissions public hearing on the proposed revisions was tentatively scheduled for September. B. The next item of business was election of Commission officers. ! Mr. Houser Commission nominated Mrs. Noblin as Vice-Chairman. Mr. Jackson seconded the II nomination, requested that nominations be closed and asked that Minutes Mrs. Noblin be elected by acclamation. The Commission then elected 'Mrs. Noblin by acclamation. Mr. Houser nominated Mr. Jackson for ,the position of Commission Secretary. On a motion by Burruss, seconded by Miller the financial statement I` for the month of June was approved unanimously. ! y Mr. Taylor informed the commission letters from William Asel, Airport t;f D/B/A Industrial Aviation and Central Missouri Realty exercising ?; Commission their options to renew their Lease and Agreement with the City on Minutes certain property at the airport had been received. Both leases have.: a five (5) year renewal option and both are for rental amounts of $. 15 per square foot per year for the hangar and $.06 per square foot 1. for the surrounding area ( this rate is in accordance with federal E, standards) . We have the right to re-negotiate terms and must update: the leases to include standard clauses as outlined by the FAA in regard to non-discrimination. This clause covers civil rights ' responsibilities of recipients of federal airport grants. Mr. Naylor noted he had not received confirming information from Mr. 1Boessen who farms the airport property. His lease is for three '' years and expires in November unless he exercises his option. On a motion made by Mr. Ferguson and seconded by Mr. Burruss the ,` commission unanimously approved the option renewal of the lease and 'agreements by and between the City of Jefferson and William Asel , 1D/B/A Industrial Aviation and Central Missouri Realty at the present, .r, rate of rental. The commission directed Mr. Taylor to contact Mr. ! Boessen to ascertain Mr. Boessen' s decision. A brief discussion was held on the airplane crash incident at the{, airport on June 24 , 1980. Pictures taken at the scene were shown ;f and it was explained that the officials investigating the accident were of the opinion that just before touchdown the engine stalled; ,; the left tank was empty, the right tank full--upon stalling the heavy wing dropped; the pilot tried to correct the situation , 4 however the effort failed and the plane cartwheeled into the field. Dr. Miller asked that the record show the accident was due to pilot ;; error. Mr. Taylor told the Commission the response time was 'excellent, with the National. Guard being first on the scene complc- imenting the fire department , police department and ambulance !response time. 1 An outline of the newly created City Department of Transportation liwas outlined. It is sot up as follows : Director (Erie A. Taylor) , Executive Secretary , Airport Maintenance Foreman , Tower Chief , Parking Enforcement Chief , Senior Transit Driver* . (Transit authority does not become effective until the first of the year. ) This Department will include taxi cab franchise coordination and !` any future activity regarding a port authority. Mr. Randolph stated his only worry was that in the new set-up the': airport fund would be disturbed. Mr. Taylor noted that by Federal Airport Law this could not be done and that at a previous meeting it had I Commission been indicated that the Airport Fund and Commission would remain asl Minutes it is now. Mr. Ferguson agreed that this had also boon his 1' impression. The new mailing address for all correspondence will be City Ilall 240 East High. The telephone numbers at the Parking Garage and I! Airport are as follows : Airport - 635-8686 and 635-9303, Parking i Garage - 636-6136. There will probably still have to be some 1 changes in communication and eventually the offices will all have to be consolidated to one office. J, Over the weekend after having sewer problems on Thursday and Friday the water softener was placed on bypass. At this time the 1 water pressure became much greater. It has been left on bypass andl the Culligan people are working on the problem to find out if the pressure problem (when the softener is activated) is in the manifolcij of thnachine. It could be that this has been part of our pressure problem all along. It was the commission's opinion that the City (! Council should wait until we find out the results of the test before awarding the contract for the new waterline. Mr. Brose noted the contract was to be awarded on the 21st. *(See enclosed letter) . 1 As a matter of information, Mr. Randolph told members that the airfare for the trip to AAAE Conference in Dallas had been $236. 000 Of the $236. 00, $110. 00 was for the round trip from Jefferson City to Kansas City on a Cessna 402. The trip from Kansas City to II Dallas for $126. 00 was on a DC-9. He also noted you can fly from Columbia on Ozark to Dallas round trip for $180. 00 stating they hax0 been on strike at the time of the trip. Mr. Randolph said he just 1 wanted to give this information to stress the advantages of j utilizing joint fares( interline agreements). Mr. Wehmeyer said he realized this had been done Obit he is now concerned with the Johnson grass that is taking over :` the surrounding fields, stating if something isn ' t done soon he is afraid the fields will become unusable. Mr. Taylor expressed the that spraying the entire field would sterilize them and we ;•could not farm them for a stipulated number of years. It was agreed that Mr. Ferguson and Mr. Taylor would accompany Mr. Wehmeyer to icheck out the problem and report back. The commission stated that upon re-negotiateion of the farm lease a clause could be included !; `pertaining to the Johnson Grass Control. III ,McCarty St . , and on both sides of Calrk Ave. for an additional 30 1 'feet from E. Miller St. Jennifer Durham, President of the Last Sidoi Betterment Association, went on record to say the Association now Irofusos to take any position at all on the parking issue but did favor the elimination of deliveries in front of I)ofroock' s store i! !+and favored one-hour parking in front of the business. They had previously endorsed the improvements. 2. On a motion by Whaley, seconded by Freeman , denied a request foul handicapped parking in front of the Broadway Building on 200 W. High St. duo to the fact that a handicapped person would be getting lout of their car into a line of traffic if approved. i3. The Authority directed Allen Pollock of the Housing Authority 4o return at the August meeting of the Parking and Traffic Authority '{with approximate cost figures for improving a lot west of Walnut ►1 St. that surrounds the Little Nell Cafe. No action was taken on setting a rate for this lot until the cost figures are presented to fthe Authority. Pollock also reported that the Housing Authority is1 Iterminating a lease wtih the state on a lot adjacent to a city f reserved lot in the Milibottom area so the City can assume the responsibility for parking on the lot. 4. The Authority moved to request an opinion from the City Attorney Minutes h•egarding the City' s options to gain access to a Housing Authority lot and a city lot on the old Igloo site in the southside. In order to gain access to the lots from the alley between Jefferson St. and Madison St. , an easement is required from Show-Me Electronics, 609 Jefferson St . , or Central. Dairy, The owner of the 609 Jefferson St. `property has said she will not grant an easement . The Authority has also received offers from Central Dairy to buy the property for j;their own private use. by y, seconded by Freeman 10. On a motion b Whale Freeman, recommend a rate ireduction at the City Parking Garage on a 90-day trial basis. The 'Authority approved a ten cent per hour rate for the first two hours of parking, and a fifteen cent hourly rate for each additional hour. • `The $2. 00 24-hour flat rate will remain the same. On a motion by Finch , seconded by Whaley , the Authority moved to have the signs • ,repainted in the parking garage upon council approval of the drecommendation . Hartly opposed the decrease at this time favoring ljto wait and see what effect the Truman Building construction has on usage. The City also will gain control of all parking around the TTruman site, presently the state does not charge for approximately ''400 spaces. The city will be able to control the usage of the '• Garage to a much greater degree. (Fiscal note attached) ill. On a motion by Whaley , seconded by Duncan, recommend restricting parking on a 90-day trial basis from 7-8 : 30 A. M. and 4-5: 30 P. M. on 1300 Jefferson St . south of High St . on the east side in the first two metered spaces below the bus stop. This will enable the Columbia-Jefferson City commuter bus to have a place to .Load and ;unload passengers. 12. Sharon Smith , wife of the owner of Smit•ty ' s Cafe, appeared , as well as Walter Schoppers , 314 Buchanan Street , Wendell Manchester of. 1130 East McCarty Street , Alfred Dawson of East Miller Street and Jennifer Durham, President of the Eastside Betterment Association , Gallery who stated they wished to go on record in opposition to the "no Prosenta- parking" and would return to the next Council meeting in further tions opposition. Also appearing was Ron Forck of Landwehr Hills and Evelyn Thoenen of 1109 East McCarty. Petitions had previously been filed with approximately thirteen hundred signatures, stating they were not pleased with the work or ' compromises suggested. The Mayor informed the parties that they really were a week early, in appearing in protest - the Council Members had not seen the Bills, and they would be discussed at the next meeting of the Council , on August 4th, and a vote taken at that time. A request was received from Central Missouri Professional Services, Inc. , for rezoning in the Landwehr Hills subdivision, together with ;' scheck in the amount of $50. 00. The matter was referred to the Planning and Zoning Commission. WHEREAS , the need for Nursing Home or, long term care facilities and (Congregate housing in Jefferson City has been documented and is apparent to this Council.
