A quorum was declared present.
Public Hearing The first item on the agenda was a public hearing regarding the
Sewer Construe- appropriation of funds from the Unappropriated Fund Balance of Revenue
-: tion appropria- Sharing to Sewer Construction Fund in the amount of $229,300. No
`f' tion persons present wished to speak in favor or in opposition to the
l proposed reappropriation. Mayor Hartsfield declared the public hearing 1

concluded.
' Request for Councilman Borgmeyer stated that about a month ago he had requested ?.
Finance Comm. Councilman Halsey, as the Chairman of the Finance Committee, to call a ,§.
;' Meeting meeting of the Finance Committee to discuss problems of storm water
drainage. Councilman Halsey stated that he did not realize Mr.
,.; Borgmeyer had called for such a meeting, but that he would schedule j'
< one to be held before the next Council meeting.
Citizens on A group of citizens was present at the meeting to discuss the City's
minority hiring hiring policies concerning minorities, women and handicapped persons.
The following persons spoke on behalf of the attending group: Mr. Hill
Rice, Mr. John Key, Ms. Elaine Aber, Mr. Malcolm Griffin and Mr.
Charles Jackson. Each person stated his or her feelings regarding the
City's policy of hiring black, handicapped and women employees in
management positions. After these five persons had spoken, Mayor
Hartsfield stated that this matter would be further discussed later in
the meeting.
Consent The next item of business was the Consent Agenda, including minutes of

to use a twelve-foot wide milling machine which is too wide for the work
needed on our City streets; it would be more compatible with freeway Consent Agenda ;~
milling work. Councilman Borgmeyer asked two questions contained in the approved
Administrator's Monthly Report: a) Does John Key work for the City; and
b) how many employees presently work for the City? Mr. Hamburg
replied that Mr. Key does not work for the City, and that the City

• employs approximately 262 persons. Councilman Davis asked for a report
as to how much furniture has been and is being purchased for the new
• City Hall. Tom Benton stated that he would supply the report at the
next meeting. Councilman Hequembourg moved that the Consent Agenda,
excluding bid 375, be approved as presented, Councilman Viessman
seconded the motion and it was so approved.
Tom Benton presented information regarding bid 375, interior plantscape 375 - Plantscap•
for the new City Hall. He stated that at the time the bids were
requested, his department was not aware that a local firm would be
able to furnish and install the plants AND maintain them. He stated that
the local firm who was awarded the maintenance contract objected to the
Yjss City's awarding a contract for installation and furnishing the plants to
an out-of-town firm. The local firm felt that it would be difficult for a
local firm to guarantee maintenance results on plants that another firm
had furnished and installed. Mr. Benton agreed that it would be to the
City' s best interest to award both contracts to a local firm. Therefore,
he recommended that both bids be awarded to River City Florist of
Jefferson City, Councilman Hequembourg so moved, the motion was
• seconded by Council Member Lock, and approved.
Mayor ilartsficld stated that the Missouri Municipal League Annual. UHL Conference
Conference will be held in Springfield, Missouri September 11 through 14
and that the Council Members would be contacted to determine who
• wished to attend.

Councilman Borgmeyer asked if the price quoted in the contract was the
total price, and Mr. Hamburg stated that it was the maximum price
assuming that a Controller was hired by the first part of August.
Councilman Davis asked Bobby Cox to comment on the status of the
accounting operations at this point, to which Mr. Cox replied that there
was somewhat of a backlog, and that it would certainly be beneficial if
the backlog could be "caught up" before the new Controller assumed his
or her position.

informal The next item of business was the Informal Calendar.
Calendar
83-28 Councilman Haake requested that Bill 83-28 be removed from the Informal
Personnel Calendar and put on final passage for discussion and approval.
Rules & Rego. Councilman Hequembourg stated that he would like to propose an
amendment to Section 16.2(b) which would provide ninety days' severance
pay to a city adminsitrator or department head regardless of his length
of employment. The proposed amendment died for a lack of a second to
the motion. Councilman Viessman proposed an amendment to the same
Section which change the severance pay to thirty days and be paid
regardless how long the person was employed by the City. Councilman
Haake suggested and amendment to the proposed amendment which would
stipulate that the employee would have to have been employed for at
least one year with the City to receive the severance pay. A roll call
vote was taken on allowing thirty days' severance pay after being
employed by the City for one year with the following results. '
Aye: Borgmeyer, Haake, Kliegel, Lock and Viessman.
Nay: Davis, Gordon, Halsey and Hequembourg.

The next item on the agenda was New Business: New
Business "° r
Marty Brose stated that the United Methodist Church had requested that
the City sell them a parcel of property that abuts theirs so they can Sale of Proper-

• approximately five inches wide and fifty feet long. Councilman Church
Hequembourg moved that the City sell them the property for the sum of
. one dollar ($1.00), the motion was seconded by Councilman Halsey and
approved.
• Council Member Lock recommended that an Affirmative Action Committee be Affirmative
appointed to act as a "search" committee to provide recommendations for Action
hiring to City positions. it was also suggested that training programs Discussion
could also be included in the scope of the Committee.
Councilman Halsey called for a Finance Committee meeting to be held at Finance Comm.

Tom Benton requested that the City Council allow the introduction of Introduction
