HomeMy Public PortalAbout19860707 1Q REGULAR COUNCIL MEETING, JULY 7 , 1986 A Regular Council Meeting was called to order at 7 : 30 P.M. with Mayor George Hartsfield presiding. Prayer was offered by Reverend E. Christopher Jackson, Director; Baptist Student Center; Lincoln University. The following Council Members were present : Present : Barnicle, Borgmeyer, Davis , Haake, Halsey, Nelson, Roll Call Veile, Viessman and Woodman Absent: Gordon A quorum was declared present. The first item on the Agenda was the presentation of a key to the Key to City city to M . Richard Caplinger for sixteen years of service on the Richard Planning & Zoning Commission. Caplinger The next item was a presentation of a key to the city to Mr. Larry Bohannan for his time and hard work on the Central Larry ti Maintenance Review Committee . Bohannan Mr. Rudy Edwards and Mr. William Zumwalt, also from the Central Maintenance Review Committee were unable to be present and will receive their keys at the July 21, 1986, Council Meeting. Mr. Bob Anderson, President of AFSCME, was not present to address the Council. The next item was the Consent Agenda which included Council Consent Minutes of 6/16/86 and 6/23/86; and the awarding of the following Agenda bids : 785 - Uniforms , Dola . of Transportation 793 - Chemicals , Public Works 003 -- Liquid Ferric Chloride, Public: Works 8.12 Curb & Gutter Project , Phane V, Public Works Councilman Nelson moved acceptance et the Consent Agenda, motion seconded by Councilman Halsey and approved. Mayor Hartsfield stated that the following minutes had been Minutes received and were on file in the City Clerk's office : Parks & Filed Recreation Commission 5/20/86; Public Works & Planning Committee 6/23/86; Animal Rescue Advisory Commission 6/20/86; Planning & Zoning Commission 6/12/86; Board of Adjustment 6/10/86. The next item on the Agenda was the appointment of Mr. Charles Appt. of Jackson to fill the unexpired term of Mr. Lloyd Conley on the Charles Parks and Recreation Commission. Withdrawn • • The next item was Resolutions : Resolutions RS86-10 regarding the name change of Chestnut Street to Winston 86-10 Drive. Councilman Halsey moved that the Resolution be denied as Change Street only a small portion of the residents signed the petition. Warne Councilman Borgmeyer seconded and the Resolution was denied. RS86-11 regarding the recognition of Central Maintenance Review 86-11 Committee members. Motion for approval was made by Councilman CM Camnittee Viessman, seconded by Councilman Haake and passed. Recognition RS86-12 regarding the installation of street lights. Motion for 86-12 approval was made by Councilman Viessman, seconded by Councilman Street Lights Halsey and passed. RS86-13 regarding the recognition of Quarter Master Chief James 86-13 M. Riddle. Motion for approval was made by Councilman Barnicle, Recognition of seconded by Councilman Viessman and passed. Jams Riddle The next item of business was a report from the Parks and Skateboarding Recreation Department regarding the issue of Skateboards . Mr, William Lockwood, Director for Parks and Recreation reported that the Parks and Recreation Commission had studied the possibilities at length, but due to the problem with liability coverage it was their decision the City could not offer this type of recreation at this time. It was requested by the Council that the individuals who had specifically addressed the issue of skateboarding be notified of the Commission 's decision. The next item for discussion was the problem of disposing of Abandonrd abandoned cars . After much discussion Councilman Haake moved the Cars Council enter into a lease agreement with the owner of the building recommended by the Public Works Department to use it for the storage of abandoned cars on a temporary basis . Councilman Halsey seconded the motion. Councilman Barnicle moved to amend the motion that in the event this building proved unsatisfactory, staff would find another solution and present this to Council as an alternative. Councilman Halsey seconded the amendment which • was approved. The motion as amended carried. Mayor Hartsfield stated that this was a temporary solution and that the City would advertise for someone who could offer a permanent solution to this problem. The next item of business was a report from Fire Chief Robert ISIS Chamical Renick regarding the ISIS Chemical Company fire. Chief Renick Fire Report distributed a preliminary report to the Council and reviewed the information in this report . Councilman Barnicle and Councilman Viessman informed the Council that they were meeting with area residents on Tuesday, July 8, 1986, at Immaculate Conception Church for a discussion with persons from the Company regarding the fire and safety procedures for ISIS. Mayor Hartsfield stated • that members of the Task Force would also attend that meeting. The Task Force is to present a final report to the Council at the July 21, 1986, Council Meeting. Councilman Borgmeyer moved acceptance of the preliminary report, Councilman Davis seconded the motion and it was approved. 17 REGULAR COUNCIL MEETING, JULY 7, 1986 Cable Councilman Voile informed the Council that the Cable Television TV Tour committee was touring several other cable facilities to see what they had to offer. The committee will keep the Council informed of what they find.
