Prayer was offered by Rev. Spencer Roberts , Second Baptist Church.
Councilmen Present: Blume, Borgmeyer, Davis , Gordon, Halsey, Lock
Roark and Scheulen. Roll
Councilmen Absent: Hequembourg and Kliegel. Call.
A Quorum was present .
The first item of business was a public hearing concerning a re-
zoning request by Scholastic Inc. to rezone land located at the Public
intersection of E. McCarty and Cityview Drive from RS-2 to M-1. HeIng
Ed Louden, General Manager of Scholastic, appeared and stated
that Scholastic currently has three centers and after completion
of a study to determine where they could establish one national
distribution center, the Jefferson City center was chosen. The
loads from the two centers will be transferred to Jefferson City.
This will create approximately 250 new jobs for the Jefferson City
area and will increase payroll by approximately two million dollar .
• Those appearing in opposition to the request were Tom Nolte ,
135 Cityview Drive, Pat Johnson, 201 Cityview Drive , Carl
Buersmeyer, 205 Cityview Drive, and Dee Markway, 207 Cityview Driv .
Mr. Nolte stated that some of their concerns were poor planning,
a landscape plan which would include a buffer area and blasting.
Mrs . Johnson stated that they were not trying to stop Scholastic,
they want the employment for the area. What she is concerned with
is pollution, trees being destroyed when blasting occurs , and
cracked foundations. and that the residents in that area are pro-
tected in the event of such an occurrence.
The next item of business was the Consent Agenda which included
Council Minutes of June 21 , 1982 and awarding the following bids : C.crosent

!! Mike Bates stated that upon review of the request by residents
;' of Nelson Drive, it was found that the 30 MPH speed limit was not

Councilman Scheulen stated that he was prepared to offer an
amendment eliminating the 1500 block of Elm Street . Upon motion

Marty Brose explained this is an amendment to the master lease
to authorize the construction of the airport landing system lights .
The FAA has advised us to go ahead with the lights . If we hold
off now there is a possible three to five year wait to get the
same lighting system.' This is 100% federally funded.

r Aanexatiaa Councilman Borgmeyer stated that July 15 , 1982 , 8 :00 p.m. is the
Hearing Date date scheduled for the annexation hearing on Area II. This will
be held at the Police Department Classroom.
Councilman Blume stated he has received complaints from residents
in the 300 block of Bolivar Street regarding the damaged vehicle
which is located behind the fire station. He asked if it would
be possible to move the operations to another fire station or
across the river. Captain Duncan of the Fire Department said they
would look into the matter.
A brief discussion was then held regarding increasing the fogging
operations as there have been complaints of mosquitos . After
discussion, Tom Benton was instructed to increase the fogging to
seven days a week.
