A quorum was declared present. s Consent The first item of business was the Consent Agenda, which included `` Agenda Council Minutes of June 20, 1983, and awarding of the following bids: '''.`1; Bid No. 345 - Furniture, Administration Offices HELD OVER Bid No. 359 - Car Wash Detergent, Transit Councilman Borgmeyer asked for clarification of the office furniture bid ;, amount and items requested on the bid. Tom Benton and Bob Beck explained the bid sheet for the furniture bid. Councilman Hequembourg moved that the Consent Agenda be approved as presented, the motion was seconded by Councilman Haake and approved. Merger 4 Mayor Hartsfieldi mentioned the pending merger request by Missouri Power Intervention & Light and Union Electric before the Public Service Commission. He �1 directed Mr. Benton to compile a report of expenditures, by Department, 1 for electricity. Lyn Porterfield stated that he had contacted the PSC General Counsel's office and was advised that the City's intervention in I the merger case would have more impact than to intervene in a regular ; rate case. Mr. Porterfield stated that he would not be able to 1 . personally devote the time required to properly handle such an !1 intervention, and suggested that the Council consider hiring outside legal assistance. Councilman Ilaake moved that Mr. Porterfield proceed with filing the actual petition for intervention, then report back to the Council what would be involved further as far as legal assistance and 1 expense, the motion was seconded by Councilman Roark and approved. Councilman Borgmeyer stated that he felt the City should issue a designation separate from that of the State's which would allow City Policemen to distinguish vehicles with handicapped passengers. The next -item of businss was Resolutions. Reselutions Resolution RS83-13, for street light: Councilman Roark moved to adopt RS83-13 the Resolution, the motion was seconded by Councilman Gordon and Street Light ;. approved. The next item of business was New Business. New Business Councilman Roark stated that, due to some recent problems with the volunteer diving team in Jefferson City, he had been working with them Div` Team to present a proposal to the Council. lle stated that the divers had been diving for the City and using their own equipment, and felt that the City should enter some kind of agreement with the divers to protect their equipment and offer them some compensatory benefits for their work. Mr. Roark was asked to draft a resolution for review by the Fire Department and Police Department, and present it at a future Council • _; meeting. 7. Councilman Halsey asked the status of the old City hall Building sale. City Hall Mr. Borgmeyer stated that Mr. Hamburg had corresponded with the Sale: interested parties, but no information was available at this time to report to the Council, lle will ask Mr. hamburg to report to the Council. Councilman Halsey stated that he felt a committee should be appointed to Hiring handle hiring for the City. He felt that the EEO policy was not being Conunittee • adhered to closely enough by the City in hiring minorities. Mayor . lartsfield stated that he felt the individual departments would prefer to retain their hiring authority since they were the ones who had to supervise the employees after hiring. • Councilman Halsey asked for an explanation as to how the Council Bills Council Bill were assigned a sponsor. Mayor Hartsfield stated that, as a rule, each sponsors Bill would be assigned to the Council Member most closely related to the subject covered in the 13111. For instance, a project involving the Airport would be assigned to the Council Member on the Airport Commission, etc. Mr. Halsey felt that he should have been assigned as • sponsor to Bill 83-51 regarding reclassification of the Finance Controller. Councilman Halsey asked Mayor Hartsfield to replace him on the Public Halsey re- Works & Planning Committee. He stated that his schedule did not permit signed from him to spend sufficient time working with the Committee. PW Committee Councilman Viessman asked questions regarding a building in the Dangerous . downtown area, mentioned in the memorandum in the Council packet, Building . which citizens felt was unsafe. Tom Benton stated that Planning & Zoning was presently working with the owner of the property to solve the problem, and there was a waiting period he had in which to comply with P&Z's requirements. • There being no further business, Councilman Uorgmeyer moved that the meeting be adjourned, the motion was seconded by Councilman Hequembourg, and approved.
