Councilman Mason stated his opposition to this bill and reviewed for the Council the history of this bill. Councilman Mason stated he felt this bill would accommodate a few individuals at the expense of the whole city. Councilman Mason stated he felt this was not warranted and encouraged the Council to vote against this bill. Councilman Scheulen asked Mike Bates, Director of Public Works, for the recommendation of staff on this issue. Mr. Bates stated he felt this was a compromise that was arrived at by the Traffic Safety Commission. Mr. Bates stated that staff does not like to recommend one-way streets as it inconveniences the public. Councilman Mason requested this bill be placed on the Informal Calendar and that a public hearing be scheduled to allow those effected by this ordinance an opportunity to comment. Councilman Mason stated this section needed to be reviewed again and compared with state law before it was approved by Council. Councilman Haake seconded the motion, stating that trapping was closely regulated by the Conservation Department and was monitored by the state. Councilman Feldman requested this bill be amended by adding a sentence to the section which dealt with euthanization of animals held twenty days. Councilman Feldman asked the Supervisor of the Animal Shelter, Jackie Johnson, what method was used at the present time. Ms. Johnson informed the Council a non-controlled barbiturate was presently being used, but this was going to be changed as the drug currently being used was being taken off the market. Councilman Feldman moved the section dealing with euthanizing of animals be amended to state the method to be used would conform with the recommendations of the National Human Society. Councilman Halsey seconded the motion. After further discussion, Councilman Feldman withdrew his motion and Councilman Halsey withdrew his second. Councilman Feldman requested this bill remain on the Informal Calendar. Councilman Feldman requested a five minute recess. The recess was granted and the Council meeting recessed at approximately 8 : 15 p. m. The Council meeting reconvened at approximately 8: 20 p.m. Councilman Feldman informed the Council that he was requesting an ordinance be introduced that would amend Chapter 5 of the Code of the City of Jefferson as it pertains to Animals to specify the method of ' euthanizing animals. RESOLUTIONS: Councilman Gordon moved approval of RS89-11 which approved the expenditure of funds for a study on air service for Jefferson City. Councilman Woodman seconded the motion and it wan approved. UNFINISHED BUSINESS; Councilman Owens questioned what was going to be put in the hall on the first floor of City !Hall to replace the statue and murals that were cant to the Clark center. Mayor Gardner stated she would welcome suggestions from the Council or anyone also as to what could be put in these spaces. Mayor Gardner stated that one suggestion might be to turn them into display cases, with historical information. Councilman Mason stated he had received a copy of a Animal Advisory Commission Minutes where the Commission had been critical of the Council 's lack of attendance at their meetings. Councilman Mason stated he would like to see the Commission schedule regular monthly meetings and then notify the Council of when these meetings were going to take place. Councilman Mason stated that in the past, he has not been notified of when the Commission is meeting. Councilman Mason informed the Council that as Chairman of the Public Works and Planning Committee he had appointed the Long Range Planning Sub Committee. The criteria used for determining who would be on this committee was the same as last year and is the Senior Council members from each ward. The sub-committee consists of Chairman Randy Halsey, Vice Chairman Jim Haake, Vern Scheulen, Darrel Gordon, and Jim Woodman. The Mayor stated she had not written the letter as she was not aware the Council had requested she do so, but she would write the Commission and ask them to become active again. Councilman Voile questioned the City Administrator as to where the City was in the process of revamping the lighting in the downtown area. Mr. Johnston informed the Council that there might need to be some changes in the policy for street lights and the Council will need to be making some decisions in the near future. The staff still needs to do some investigations as to possibility of assistance in block grants. Councilman Haake moved to accept the recommendation of the Law Department and return to the zoning approved through the Planning & Zoning Commission while proceeding with the consolidation of Cedar City and Jefferson City. Councilman Voile seconded the motion and it was approved. NEW BUSINESS: Councilman Gordon requested the Mayor send a letter to the Conservation Commission asking them to pursue some typo of boat launching facility on the north side of the river. Councilman Gordon requested the Parks & Recreation Commission study the area of Cedar City and see the feasibility of establishing some type of park facility for this area. Councilman Owens requested the rate structure for the public access channel be held for further study. Councilman Voile stated he would also like to have an opportunity to study this issue further. Councilman Feldman stated it would be appropriate to have Mr. Dan Diedriech and Mr. Bob Weber attend the meeting to clarify any questions the Council might have. City Counselor Allen Garner reminded the Council that they are only acting on the rate structure. As there was no further business to come before the Council, Councilman Gordon moved the Council go into Executive Session to discuss litigation and real estate as provided for in RSMo. 610. 025 (1) and personnel as provided for in RSMo. 610.025 (3) .
