REGULAR COUNCIL MEETING, July 2, 1984
A Regular Council Meeting was called to order at 7: 30 P.M. with Call to
President Pro Tem Craig Davis presiding. Orckw
Prayer was offered by Councilman Nelson Prayer
The following Council Members were present: Roll Call
Present: Borgmeyer, Davis, Halsey, Hequembourg, Huffman,
Kliegel, Nelson and Viessman.
Absent: Gordon and Haake
A quorum was declared present: •
The first item of business was a public hearing on voluntary Public
annexation of southerly parts of Lots 12 and 13 of Iven's Hearing -
Subdivision. Mr. Tom Benton, Director of Planning & Code Voluntary
Enforcement, was present to explain the location of the property Annexation
in question. Mr. & Mrs . Ulman and Mr. & Mrs . Prenger were also
present to explain their reasons for requesting the annexation,
i.e. the added services of fire and police protection by the
City. No one present wished to speak in opposition to the
annexation. Mr. Davis declared that the public hearing was
concluded.
The next item of business was presentations from the gallery: Park Board
Mike Riley was present to explain the Park Board's proposed Presentation
improvements to Hough Park, which included showing an
illustration of the proposed improvements .
The next item of busincau was the Consent Agenda, which included Gonscnt
Council Minutes of 6-4-04 , the Administrator's Report, and Agenda
awarding of the following bids :

Street Light RS84-11, Street Light Removals : Councilman Halsey moved that it 4
be approved, motion was seconded by Councilman Nelson, and
approved.
Street Light RS84-I2, Street Light Installations on Renn & Myrtle: Councilman
Halsey moved that it be approved, motion . was seconded by
Councilman Hequembourg, and approved.
DOT Grant RS84-13, DOT Grant Application: Councilman Viessman moved that it
be approved, motion was seconded by Councilman Halsey, and
approved.
Firefighters RS84-14 , Recognition of Firefighters : .Cppncillman Hequembourg
moved that it be approved, motion was seconded by Councilman .

Camaendation Councilman Viessman stated that two young men who recently
assisted the Police Department in apprehending an prison escapee
be commended by a resolution at the next Council meeting.

Revenue Bond Councilman Halsey moved that the Council consider a $20 million
Issue capital improvement bond issue in the next few months to cover
expenses of several items that the City has needed for quite some
time. Mr. Halsey stated that he wished the Staff to prepare a
study to determine how much the City would need for a one-time
capital improvements project, then put a bond issue before a vote
I of the people in November. Councilman Huffman seconded the {
motion. Councilman }Jorgmeyer suggested that the City wait until
Black & Veatch has presented its report. Councilman Halsey
amended his motion to include the report from Black & Veatch and
remove the November time frame . Councilman Hequembourg asked that
the Staff include the debt service information for 5, 10, and 15
years at, the uamt3 t:line the budget is being ,preppred. Councilman
Huffman seconded the amended motion, and it was approved by voice
vote.
