SPECIAL COUNCIL MEETING, JUNE 23, 1986
A Special Council Meeting was called to order at 7 :00 P.M. with
Mayor George Hartsfield presiding.
Prayer was offered by Mayor Hartsfield.
The following Council Members were present:

Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Roll Call
Nelson, Veile, and Woodman
Absent : Viessman
A quorum was declared present .
The first item of business was the Informal Calendar. Informal
Calendar
Bill 86-48, sponsored by Councilman Halsey, entitled: 86-48
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING Personnel
ORDINANCE NO. 9626 AND ALL AMENDMENTS THERETO PERTAINING TO Rules &
PERSONNEL RULES AND REGULATIONS BY DELETING CERTAIN SECTIONS AND Regulations
ENACTING NEW SECTIONS .
Bill 86-48 was read third time by title, placed on final passage,
and passed by the following vote as Ordinance No. 10673.
Aye: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey,
Nelson, Voile, and Woodman.
Nay: None .
Bill 86-49 , sponsored by Councilman Halsey, entitled: 86-49
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING Salary
ORDINANCE NO. 1051.8 WHICH ADOPTED THE BUDGET AND PERSONNEL and
AUTHORIZATION FOR FISCAL YEAR 1985-86, BY 'PILE. RECLASSIFICATION Or Reclassificatii.
CERTAIN POSITIONS IN THE CITY AND THE CHANGING OF SALARY RANGES.
Bill 86-49 wan read third time by title, placed on fi.nal passage,
and passed by the following vole au Ordinance No. 10674 .
Aye : Barnicle, Borgmeyer, Davis , Gordon, l(aako, Halsey,
Nelson, Voile, and Woodman .
Nay: None.
Mayor Haartsf iold reported to the Council regarding the Insurance Insurance Cam.
Committee that had met . The Committee is doing some checking into
the various options available to them, such as raising
deductibles, self-insuring, etc. There will be more information
forthcoming.
Councilman Voile asked Mr. Lockwood to respond to a statement Skateboard
made by a citizen that the city could not afford the insurance Ramp
for skateboarding. Mr. Lockwood stated that he had not received
a final decision from our insurance carrier, but that the
preliminary information he had received did not look favorable.
He will let the Council know of the decision made by the
insurance carrier.
Mayor Hartsfield informed the Council that he had distributed Police C
copies of the applications and resumes of the three final
candidates for Police Chief. The references for these candidates
may be obtained from the City Clerk. He will try to schedule
interviews with the candidates for Monday, June 30, or Tuesday,
July 1. The Council will be notified of the final arrangements .

Cent. Mint. Councilman Haake requested the three citizens who devoted an
Commission extensive amount of time to the Central Maintenance Review
Commission be recognized with a Resolution and/or a key to the
city.
Richard The Mayor informed the Council that Richard Caplinger would be
Caplinger presented a key to the city at the next meeting for his twelve
years of service on the Planning and Zoning Commission.
. Adjournment There being no further business Councilman Gordon moved the
meeting be adjourned. Councilman Nelson seconded the motion and
it was approved.
