A Special Council Meeting was held on June 22 , 1981 , at 7 : 30 p.m.
with Mayor Pro Tern Michael Prenger presiding.
Councilmen present: Blume , Borgmeyer, Brant, Gordon, Halsey,
Hequembourg, Prenger, Scheulen and Wade. s:
Councilmen absent : Kliegel .
A Quorum was present.
The first item for discussion was a request for an extension of
the liquor license for The Tap Room, 1401 West Main Street. Mr.
David Brydon, attorney for the owners of the business , appeared
to request the license be extended through September 30, 1981 , at
their present location. Although the owners of The Tap Room were
previously given until June 30 , 1981 , to find another location for
Tap Room their business , Mr. Brydon stated they have , to date , been unable ,
Liquor to find a suitable location.

1408 West Main appeared and spoke in opposition to the extension .
Councilman Prenger felt there were points to be made on both
sides and something needs to be done to alleviate some of the I.
problems . He suggested perhaps the Council could consider an
extension of the license, but only with terms and conditions .
After further discussion , Councilman Scheulen moved that the J '�A
liquor license of The Tap Room be extended at their present locatio
through August 31 , 1981 , with the understanding that there would
be no further extensions and with the stipulations that the
business close at 12 :00 a.m. and all patrons would leave and that
there be no live entertainment. Motion was seconded by Councilman
EHequembourg and passed with two opposing votes .
The next item on the agenda was the discussion of the Transit-

ICentral Maintenance Facility . The now facility would be located ,

across from the existing facility and would consist of a maintenanc
building and a bus storage building. A fueling station and bus
wash would be enclosed for use by all transit vehicles . The
existing facility wi l I be shared by the street and sanitary
Transit- divisions .

lity. called is that Mr. Brose has worked very hard on grant monies ,

! happroximately $800 ,000-900 ,000 , which the City would be eligible
to receive for this project. owever, there Is a deadline of
1August 1 , 1981 , in which to complete final plans and specifications
to insure that the City would be eligible for the grant money .
Mr. Brose handed out a preliminary set of drawings and cost
estimates which shows the preliminary estimate to be drawings
plus a ten percent contingency fee for any possible changes .
However, it was noted this was a high estimate. Mr. Hamburg pointed
out that we are looking for a majority of the funding to be pro-
tvided by revenue sharing. He further stated the total balance of •
revenue sharing, including the three year appropriation, will be '
approximately Two Million Dollars . Council has previously ap-
propriated 1. 2 Million Dollars for the City Hall leaving an approxi
mate balance of $900 ,000 . 00 remaining for other projects .
Upon inquiry regarding the cost of the site preparation and
! landscaping , Mr. Brose stated that this amount of money was not
Ilsolely for landscaping. This figure includes around fifty items ,
such as excavating , grading, fill material , acquiring and in-
stallation of fuel tanks , etc. The total cost of the project
will not be known until it is out on bids . As the Council goes
; through the final design on the site preparation , further cutbacks
can be made.
Councilman Halsey inquired if Public Hearings were held
IIIrelating to this plan. Mr. Brose replied that hearings were held
on this matter. Mike Bates further stated that the intended use
was taken through the Board of Adjustment. All property owners in
Viand around the area were notified of the hearing. One organization I i represented at the hearing and their primary concern was

parking. They were informed there were no planned changes to the
parking in the area. He stated that input at the hearing was the
lack of facility that we currently have. He felt the people were
behind the project.
Mr. Hamburg pointed out that if the Council would give
authorization to proceed with final plans and specifications , the
staff and consultants feel confident they can put in alternates
to reduce the total cost at least $100 ,000. 00 and that the exact
cost will not be known until such time as the bids come in.
After further discussion, Councilman Gordon moved that the
staff and consultant proceed with final plans and specifications
1 with alternates . Motion seconded by Councilman Borgmeyer and
carried.
