HomeMy Public PortalAbout19870615 146 : c AR COUN ..e . • : A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Steve Voile. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Nelson, Scheulen, Voile and Woodman. Absent: Halsey. A quorum was declared present. PUBLIC HEARING: There was a public hearing on Bill 87-36 regarding a proposed noise ordinance for the City of Jefferson. There was no one present to speak either in favor of the proposed ordinance or in opposition to the proposed ordinance. PRESENTATIONS FROM GALLERY: Mr. Dick Naumann of 2205 W. Edgewood, Jefferson City, Missouri, wished to address the Council concerning the proposed ordinance establishing a curfew for minors in the City of Jefferson. Mr. Naumann is the Chairman of the Juvenile Affairs Committee which had been established by former Mayor Hartsfield for the purpose of studying the problems relating to the Juveniles in our city. Mr. Naumann asked the Council if they had any questions regarding thin ordinance. Councilman Voile asked if this ordinance wan a direct result of the problems on Missouri Boulevard. Mr. Naumann stated that the problems on Missouri Boulevard did have a small part in this proposal, but that was not where the Committee had placed their main focus. Mr. Naumann informed the Council that there wore many other pedestrian activities in other parts of the city besides Missouri Boulevard. Mr. Naumann informed the Council that we did not currently have a curfew and that the Committee had seen several examples of curfews before drafting this one. # # # Mr. Bob Robinson of 209 Tomahawk, Jefferson City, Missouri, had asked to address the Council regarding downtown parkin Mr. Robinson informed the Council that he had not been able to obtain all of the necessary information and he would work with his Councilmen and put his comments in a formal letter. Councilman Scheulen felt that there could be a possible problem if the Board of Adjustment had to make decisions on requests for property that Mr. Jordan's Company had made appraisals on. Mr. Tom Benton, Director of Planning & Code Enforcement, informed the S Council that the Agenda for the meetings was always prepared enough in advance that if there were the potential for a conflict of interest, the alternate could be contacted and asked to attend the meeting. He further stated he did not feel it would pose major problems for Mr. Jordan to be appointed to the Board. Councilman Borgmeyer moved approval of the Consent Agenda, Councilman Gordon seconded and it was approved. Councilman Haake requested information as to how this ordinance would effect the auctioneers who use public address systems. {j Mayor Gardner informed the Council that City Counselor Alien Garner would answer these questions in a memo to the Council. RESOLUTIONS: R587-15 Request MHTD to signalize Veith Drive/Highway q intersection. Councilman Haake moved approval of this resolution. Councilman Gordon seconded and it was approved. RS87-16 Approval to improve Scott Station Road, from North Mile! to City limits. Councilman Borgmeyer moved approval of this resolution. Councilman Veile seconded and it was approved. } OLD BUSINESS/NEW BUSINESS: Councilman Gordon informed the Council he had been at Washington'; Park this past weekend and had been asked by those using the facilities to tour the park. Councilman Gordon stated the park`! was in very poor condition. Councilman Gordon tated he felt this was a very poor example of our City and asked irector of Parks and Recreation, Bill Lockwood to investigate hese facilities. ayor Gardner stated she had been called early on Sunday morning nd had toured Washington Park also. She informed the Council she ad met with Mr. Lockwood and asked him to respond to the Council. r. Lockwood stated he had spent most of the day at Washington ark and thought the Council would notice a definite improvement. e informed the Council that he had met with the crews responsible or maintenance and had made some adjustments in personnel and chedules and was taking steps to see this did not happen again. r. Lockwood informed the Council that there was no excuse for the ncleanness of the Park, but there would also need to be some ajor capital improvements before Washington Park could be a facility Jefferson City could be proud of. These improvements are in the schedule for the Parks and Recreation Department and will be made over the next five year period. # # # ouncilman Steve Nelson wished to address the Council as this was is last meeting. He stated he had enjoyed his tenure with the Council and would miss it greatly. Councilman Nelson indicated he had two major areas of concern for. Jefferson City. One of those was the continuing problems at Lincoln University. Councilman Nelson stated he had been a part of an organization that utilized the facilities at Lincoln University and was quite concerned at the statements that these facilities wore not going to be available any more. Councilman Nelson felt there was real potential for Lincoln University to become a major University and an integral part of the City and would like to see the City continue to work with the University to accomplish this goal. Councilman Nelson also stated he had major concerns regarding the 1 downtown parking situation. Councilman Nelson said he felt the =ntire Council wee concerned over this situation and wanted to do everything possible to pee this problem solved. Councilman Nelson •id state, however, that he felt the City had done all it could feasibly and economically do and that now the responsibility of s•roviding parking for the State employees rested with the legislature. Councilman Nelson expressed his concern of threatened boycotts of downtown businesses and stated he did not fool this was a solution to the problem. He expressed his 1 •leasuro at having the State offices here in Jefferson City and 1 he many people employed by the State that reside in our City, but ► eiterated his comments that the responsibility now rests with the tate to provide their employees with parking. The City has •onated the land for the garage and feels the legislature now seeds to proceed with approving its financing and construction. ounoilman Nelson wished the Council well and said he would be back from time to time.
