Motion seconded by Councilman Scheulen and passed. Peter Palermo, Bob Girard, and Seth Evans , members of the Anncxatio Committee , were present. Peter Palermo , Chairman of the Committee , presented a presentation and written report regarding the Committee s recommendations and criteria on annexation. The annexation process Annexation would consist of three phases . First , is the written report settin (:on*nittee forth the criteria and considerations for annexation. Second , wool Report. be location of land that meets the criteria for annexation. Third, ' I is the actual annexation of land. l' Mr. Palermo stated that a vote of the majority of the people i1 living outside the City and a majority of the people living inside 1; the City, on two separate ballots voting simultaneously , has to pass before you can annex. Should that vote fail , but the election}1 nets 501 within the City, we then have another election within 120 Il days. If two-thirds of the total citizens , plus the newly annexed ;j area vote for it, then we can proceed with annexation. After an i° • area has been annexed into the City, services must be provided ! within 36 months . !1 The Annexation Committee recommends the following general types • l . Mayor Hartsfield requested that Tom Benton, Dick Preston, and thei staff review the annexation report between now and October of 1981 and come up with some areas that fit the policy guidelines printed `$ '' . in the report and to make known that the City welcomes voluntary - ,,-- «y i',':•-.:,, annexation, if there are any landowners adjacent who wish to i. :.- r petition, and then to review those with the Committee , work with r f : the Committee and then come before the Council . . :,£ ri Mr. Palermo stated the Committee was willing to continue to r.-; serve. Mayor Hartsfield replied that he would like not only the f 'r; Committee to stand by but he would also like to add a couple of members to the Committee. : ' r. • Public A Public Hearing was held regarding rezoning property located in .. McCarty , appeared before the Council , Right-of- 1 on behalf of herself and other residents in her neighborhood, Way i regarding the ordinance on right-of-way mowing. She stated that Ordinance. . some people in her neighborhood are not able to mow to the right- ` of-way and she feels the Council should change the ordinance. " .1im Thomas , of the Parking and Traffic Authority , appeared. He stated it is the recommendation of the Parking and Traffic Authority that we proceed. Mr. Brose stated the basic design cost would be $28 , 400. 00 . The plan would consist, of a ground floor and three levels above ground. The base bid for the project would be for the ground floor and the first level . Phase I will give a total cost estimate bused upon a preliminary design, which was done a few years ago. At that time the Council can determine how far they wish to proceed. III 1 ___ .__`______Rg.�1JLAR4 .__ _ JUNE _15 1981______._______..___, _ _�_ Bill 81- 14 , introduced by Councilman Hequembourg, entitled: , Bill 81-14 "AN ORDINANCE OF THE CITY OF JEFFERSON, AMENDING THE CODE OF THE Airport CITY OF JEFFERSON, MISSOURI , 1978 , BY REPEALING SECTIONS 4-1 , 4-2 , Commission; AND 4-3, RELATING TO THE AIRPORT COMMISSION, AND ENACTING NEW SECTIONS 4-1 THROUGH 4- 1. 5 AND SECTION 4. 2. " John Randolph, Chairman of the Airport Commission , appeared in opposition to Bills 81-14 , 81-15 , and 81-16 and read a written statement prepared by the Airport Commission. He requested the Council take no action on Bills 81-14 , 81-15 , and 81-16. He also requested the Mayor appoing a committee to meet with the Airport Commission to resolve the problems in establishing a new airport ordinance. Finally, he requested the Airport Commission' s draft ordinance be introduced and a public hearing be held before making a final judgment on either ordinance. John Hendren, of the Airport Commission, also appeared and stated he felt the City should consider having someone at the airport during the business hours to be responsible for the day to day operation of the airport . Mayor Hartsfield pointed out that Marty Brose, Director of Transportation, as well as his II secretary, are officed at the Airport. Another objection voiced by the Commission was the elimination of the position of Airport Manager. Councilman Hequembourg stated! _ that the position of Airport Manager was effectively eliminated by the budget last year and the responsibilities have been assumed by Marty Brose with the understanding that Marty would handle those responsibilities until such time as the need arose to have a fulltime manager. This ordinance would have one full time Council representa- tive and one alternate, who would be non-voting members . It would also have the Airport Commission involved in the budget prepara- tion. _ After discussion, Councilman Borgmeyer moved the ordinance be amended to have three Council members serve on the Commission and III be voting members. There being no second to the motion , the motion died. Facility Mayor Hartsfield informed the Council the Trash Committee will. meet on July 6, 1981 , at 6 : 30 p.m. before the Council Meeting. Councilman Halsey reported that the Committee formed to study the 31is bus station location has met a number of times and discussions Committee have been held with both bus companies . However, the Committee l has been unable to reach a compromise with the bus companies . Mayor Hartsfield stated that Mr. Utterback will be requested I to give the Council a legal opinion on this matter. Mayor Pro Tem Michael Prenger then took the chair in order to '} present bills for payment on the cable tv litigation. A bill from i Cable TV Harvey Tettlebaum was presented in the amount of $1 ,638 . 25 , $240 .0 ; Bills of which is new billing. A bill from Chris Graham in the amount o $407. 00 was also presented. Councilman Hequembourg moved the bill be paid. Motion seconded by Councilman Gordon and passed.
