Regular Council Meeting was called tq order at 7:30 P.M. with

RESENTATIONS FROM GALLERY:

ike Bates , Director of Public -'Wo'rks , introduced two
epresentatives from the CH,,M Hill Company, Mr. Walter Shifrin and
r. Rick, Fornelli. The CH�22M Hill Company had been contracted to
o a study of the Wastewater Treatment Facility. ' A copy of the
aster Plan was distributed to the Council and Mr. Shifrin
utlined the study areas and reviewed the Master Plan. Mr.
Fornelli discussed the findings of the study and outlined the
areas needing improvement and costs for recommended improvements.
ouncilman Voile asked Mr. Fornelli about a timetable for these
mprovemente and the most critical areas to begin. The
recommendation was the Treatment Plant was the most critical.
here were some corrections that needed to be made in the
III Collection System, but most of the critical work needs to be done
in the Treatment System.
Councilman Scheulen asked Mr. Bates what sources were available
for the funding of these projects. Mr. Bates stated there were a
number of areas that could be explored, some of them being low
interest loans from the government.
Mayor Gardner announced that a Citizens Committee would be
established to review those recommendations.

The next topic of discussion was the proposed changes in Levels G
and H and reserved parking in the parking garage. There was a
time limit set of ten minutes for this portion of the meeting.
Mr. Philip Lampert of 2416 Starling Drive addressed the Council
regarding the Administrative decision to eliminate reserved
parking from Levels G and H in the downtown parking garage. Mr.
Lampert stated he had learned of this plan vial the media and that
his Councilmen had told him they had not been informed of this
decision. Mr. Lampert works for the state and felt the City
should be more supportive of an employer with the work force and
payroll the size of the State of Missouri. Mr. Lampert felt the
Council should have a voice in determining whether or not the
reserved parking should be eliminated. He asked the Council
reconsider the elimination of these reserved parking spaces.
Ms. Christine Mueller of Route 4 belongs to a group called Dynamic
Directions, a Quality Circle with the Department of Natural
Resources, Division of Energy; but stated she represented all
State workers. Ms. Mueller stated they had come up with five
suggestions that could be utilized to assist in the interim period
while the State builds their parking garage.

1. Do away with 2-hour meters more than 1 block away from High
Street. Change these to 10-hour meters. Examples - area up from
Jefferson Building cafeteria, Adams Street, 400 block of High
Street and up, area on Madison in front of Governor's Mansion
(tourists can park in the garage), 300 block of East Capitol past
the Baptist Church, areas 2 blocks past High Street on Monroe,
Madison and Jefferson Streets. Wouldn't the 98 spaces on top of
the garage compensate for the 10-hour meters created on the
streets?
2. Enlarge bus routes to include more areas of Jefferson City.
We agree more people would take the bus to work if it was
available to them.
3. Set up a carpooling lot near the Jefferson Building so that
if a person had 4 or more people in his car, he could park for
free or a small fee. The Central Bank lot near the Workout
building would be an ideal place for this.
4. Create a day-care center near the downtown area with parking
available there. Working mothers could drop their children off
there and walk the rest of the way to work.
Ma. Mueller stated the Quality Circle would like to meet(with the
Council to discuss this problem further.

Mr. Bruce Martin of 111 Pierce Street stated he was also employed
with the Department of Natural Resources and that the group
Dynamic Directions did not represent all State employees. He
just wanted to thank the Council for offering to donate the land
to build the parking garage and felt that the responsibility for
providing parking to the State employees should be the General
Assembly's, not the City's.
Councilman Halsey informed Mr. Lampert that the Council had been
informed of the decision to eliminate these reserved spaces and
that he had personally boon asked his feelings and had concurred
with the decision of Administration. Mr. Halsey informed those
present that the monies for the proposed parking garage .had boon
eliminated from the Governor' s and Office of Administration
budget 'for this year and that perhaps they needed to be talking
to the General Assembly about the parking problems.
Councilman Barniclo also concurred the Council was made aware of
the decision to eliminate the parking spaces. He also stated
that reserved parking on Levels A and B should also be eliminated
and asked that the Transportation Commission consider taking this
action. Mr. Barnicle stated he felt the mistake was, made in
renting these spaces in the first space and now Administration
was trying to correct this mistake. Mr. Barnacle stated he and
the Council realized parking was a problem and he would be
willing to go to the budget hearings with the State employees to
help lobby for the funds for the parking garage.
ELECTION OF COUNCIL REPRESENTATIVE TO CABLE QUALITY COMMISSION:
Councilman Halsey nominated Councilman Voile as the Council
Representative to the Cable Quality Commission. Councilman Haake
seconded and it was approved. , ,

Mayor Gardner announced there were no appointments at this time,
but that the Cable Quality Commission would be appointed at the
next meeting. Councilman Tony Barnicle noted that the Council
Minutes of 5/1/87 listed him as being appointed to the Planning
and Zoning Commission. He stated this was incorrect as he was
elected by the Council and requested the minutes be corrected to
reflect thin.
Councilman Haako moved approval of the Consent Agenda. Councilman
Woodman seconded and it wan approved.

Councilman Barniole informed the Council the Transportation'
Commission minutes indicated his attendance record had been 2 out
of 10. 0 Councilman Barnicle stated he had actually attended 4 out
of 10 'and that he was an alternate and had not been required to
attend any of the meetings.
ANNOUNCEMENTS BY MAYOR:
Mayor Gardner informed the Council that Councilman Steve Nelson
had informed her he would be leaving Jefferson City on July 1 and
will be resigning as Councilman. This vacancy will be filled by
an election of the Council as per the Charter.
Mayor Gardner presented Police Chief Gary Kempker with certificate
naming him as Director of Emergency Management for Jefferson City.

Bill 87-26, sponsored by Councilman Halsey, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER
5 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY ENACTING A
NEW SECTION TO BE KNOWN AS SECTION 5-24 RELATING TO THE NUMBER OF
ANIMALS PERMITTED AT A RESIDENCE WITHIN THE CITY.
Councilman Halsey requested this bill be placed on the Informal
Calendar.
RESOLUTIONS:
RS87-13 Adopting the Five Year Capital Improvements Program.
Councilman Barnicle had some questions regarding the Seven Hills
Road project and the fact it was slated for 1989 instead of 1988.
He stated he felt the original plan had called for construction
in 1988 and wanted to know if this plan could be accelerated.
Councilman Scheulen stated he too felt the Seven Hills. Road

project should be accelerated to 1988. He moved to amend the
Resolution as follows:
"The Director of Public Works will henceforth give the Council a
report on the progress of the Seven Hills Road project. If there
is any possible way that the project can be done in 1988; the
Resolution state it must be done in 1988. " Councilman Barnicle
seconded the amendment. After much discussion regarding this
amendment' and whether or not it places too many restrictions on
the Public Works Department, the amendment was defeated by the
following roll call vote:

Nay: Borgmeyer, Davis, Nelson, Voile, Woodman
Councilman Voile moved adoption of the Resolution, Councilman
Nelson seconded and it was approved.

City Administrator Dave Johnston informed the Council that staff
would heed the desire of the Council and place a high priority on
the Seven Hills Road project. He did state that this project was
the most expensive and should they proceed before the scheduled
time, there would need to be a review of the other projects and
some re-adjusting of the same.

Councilman Halsey moved approval, Councilman Haake seconded and
it was approved.
UNFINISHED BUSINESS/NEW BUSINESS:
City Administrator Dave Johnston informed the Council there were
some conflicts with having the picture taken at the June 15
meeting and that it would be rescheduled for a later date.
Councilman Borgmoyor requested the Parka & Recreation Commission
review their policy for foss charged for the use of the Parks.
He stated he had received numerous complaints about the sales tax
• being approved and then the rates being raised. Ho stated he
felt the fees were becoming too high and the majority of people
and organizations could not afford to pay them and we could be
pricing ourselves out of the market.
Councilman Haake stated he had received several complaints also
and asked that the Parks & Recreation Commission rethink their
policy on the fee schedule.

Councilman Barniole proposed a motion to require the
Transportation Commission to develop a waiting list for vacated
parking spaces. The one who had been on the list the longest
would be offered the space. Councilman Halsey seconded the
motion . Mr . Marty Brose, Director of Department of
Transportation informed the Council there were a number of items
to be considered in constructing this list, such as how many time •
you tried to reach an individual before going to the next on the
list, etc. He asked that the Commission be allowed to establish
a set of guidelines and rules for such a list and submit this to
the Council. This was acceptable with Councilman Barniole and he
withdrew his motion and Councilman Halsey withdrew his second.
Councilman Barnicle also requested the City establish a policy to

•refer locally owned business in the bid process. Other cities
ave this type of policy and Councilman Barnicle requested Bobby •
ox, Director of Finance, to begin to research this policy.

service to help alleviate some of the parking problems, in the

signs on Country Club Drive be introduced at the next Council
eating.
