REGULAR COUNCIL MEETING, JUNE 2, 1986
A Regular Council Meeting was called to order at 7: 30 P.M. with
Mayor George Hartsfield presiding.
Prayer was offered by Father Patrick Short from St. Joseph's
Cathedral.
The following Council Members were present :
Present: Barnicle, Borgmeyer, Davis, Haake, Halsey, Veils,
Viessman and Woodman
Absent : Gordon, Nelson
A quorum was declared present.
The first item on the agenda was a presentation by Mayor
Hartsfield of a key to the City to Bill Byrd. Mr. Byrd is
retiring after working for the City in Parks and Recreation for
25 years .
Next on the Agenda was the Consent Agenda which included Council
Minutes of 5/19/86 and the awarding of the following bids :
797 - Curb & Gutter, Phase I
791 - PVC Pipe & Fittings
792 - Used Tandem Truck
Councilman Borgmeyer requested that bid 792 be hold over for
further study. Councilman Viessman moved approval of the Consent
Agenda with this change, motion seconded by Councilman Halsey and
approved.
Mayor Hartsfield stated that the following minutes have been
received and are on file in the City Clerk's office: Planning &
Zoning Commission 5/13/861 Thomas Jefferson Library Board Meeting
5/20/861 Parks and Recreation Commission 4/24/86= Animal Roucuo

Informal Calendar. Due to the absence of Councilman Nelson, Bill
86-24 remained on the Informal Calendar . Councilman Borgmeyer
requested that Bill 86-31 remain on the Informal Calendar;
Councilman Halsey requested Bill 86-34 remain on the Informal
Calendar.
Resolution RS86-6 regarding the installing of street lights at
several locations was taken up. Councilman Borgmeyer moved
approval of this resolution, motion seconded by Councilman
Viessman and approved.

`.,,. : ` After much discussion, Councilman Halsey moved that the Capital
_ Projects Priority Lint be approved, motion seconded by Councilman 1.
Haake and approved. ✓'C;,
The next item was the bus station site. After some discussion, .
Councilman Halsey moved that the staff proceed to design, build
and own a building to be used for the purposes of a bus station.
It is understood that all of the documentation will be signed and
ready on record before the building will be built so that the
City is not left with an empty building. Motion was seconded by
Councilman Davis and approved.
Councilman Voile requested that Mike Bates contact the railroad
to see what is happening with the relocation of the railway on
West McCarty. It was noted by both Councilman Veile and
Councilman Haake that this is a rather dangerous intersection and
the City may need to make some changes at this location. This
cannot be done until the railroad completes there work. Mr. ,,
Bates has been in frequent contact with the railroad, but will .'°
contact them and report back to Councilman Veile.
There was some discussion regarding the handling of cars
abandoned on city streets . After some discussion, Mayor
Hartsfield requested representatives from Public Works , Planning
and Code Enforcement, Police Department, Housing Authority and
Law Department meet in mid-June to draft procedures for disposing
of these cars .
Councilman Halsey moved approval of the Executive Minutes, motion
seconded by Councilman Borgmeyor and approved.
Councilman Voile asked the representative of the Parks and
1 Recreation Department if there had been any decision made
regarding the building of the skateboard ramps . Councilman Voile
was informed that the Commission is waiting for some necessary
information► regarding livability tend cost: factors , Councilman

in very interested in this issue and wish to be kept informed of
any decision made .
There being no further business, Councilman Halsey moved the
Council adjourn to Executive Session, motion seconded by
Councilman Voile and approved by the following vote:
Ayer Barnicle, Borgmeyer, Davis, Haake, Halsey, Voile,
Viessman and Woodman.
Nay: None.
III Councilman Davis had left the meeting prior to this vote, but
returned before Executive Session.
