' Executive Councilman Prenger moved the Council adjourn into executive session.
Session Motion seconded by Councilman Hequembourg and passed.
Upon reconvening to regular session, the first item of business was
the Consent Agenda. This included approval of the Council Minutes

Cable TV Council approved payment of a bill to Jenel Corporation in the

Resolu- A Resolution was introduced authorizing a budget transfer of

!Mr. Robert Spence, of Peat , Marwick, Mitchell & Co. , appeared and
!gave a report concerning the recent audit of the City ' s books. He
Audit reported that internal controls over the revenues of both the
Report Parking and Transit Proprietary funds were inadequate and the
I )auditors were unable to get enough verification and documentation
��to satisfy them as to the results of the operations of those funds.
Another area where they were unable to satisfy themselves as to the
accuracy of the records was the record keeping on the fixed assets

and proprietary funds.
x_' There was documentation missing regarding Revenue Sharing
hearings and notices of those hearings being published.
He reported that the City is in good shape financially and
11;) almost debt free. Records show the City has almost enough money
pay off its long term debts.
Peggy McBride reported on the deficiencies set out in the Manage-
ment Letter. She stated, however, that some of the deficiencies
have been corrected.
She stated that portions of the Accounting Manuel have been
rewritten and updated from the manuel provided last year.
They feel the Council should develop a policy as to whether .
or not they will allow a department to overspend its budget .
Tighter security should be exercised over blank checks and
cigarette stamps . Also, bond money in the Municipal Court Office •
should be deposited with the regular banking account of the City I
or a separate bank account should be established with a ledger of Audit
each individual bond amount kept. Report .
She reported that four Park Board bank accounts were not
reported in the accounting records. They feel it is important that
all bank accounts be reported and a general ledger be maintained
by the Park Board that is reconciled with the bank accounts.
Another problem found was the collection of money. Money
:: collected should be turned over to the Finance Department on a

daily basis.
It is their suggestion that when the City is in the process
of investing its money, they should call or have written requests
for bids from other banks and savings and loans to insure that the
City is obtaining the highest rate of interest on its money.
Copies of grant awards , reimbursement requests, contracts and
.{ progress billings should be provided to the Finance Director.
They do not feel that a person issuing a parking ticket should
be able to void it , however, I. f they do void it , the ticket should I
state on it the reason for being voided.
Vacation and sick leave records should be tightened and
centralized in the personnel office.

Councilman Prenger brought forth a letter from Ted Herron, of the
Wear's Housing Authority, asking that the City formerly request the
Creek Housing Authority to prepare an alternative plan for the Wear's
Creek Project . A draft resolution has been prepared and will be
distributed to the Council members , as well as the Housing Authority,
for comments and will be taken up on the June 15th meeting.
Councilman Borgmeyer requested that the Finance Department send to
the Councilmen a comparison of the 1979 and 1980 utility taxes
(7% franchise fee) taken in.
