HomeMy Public PortalAbout19840521 150 • tr:t REGULAR COUNCIL MEETING, MAY 21, 1984 • A Regular Council Meeting was called to order at 7 :30 P.M. with Call to Mayor Hartsfield presiding. Order Prayer was offered by Councilman Halsey. Prayer The following Council Members were present: Roll Call Present: Borgmeyer, Davis, Gordon, Haake, Halsey, • Hequembourg, Huffman, Kliegel, Nelson and Viessman Absent: None A quorum was declared present. • The first item of business was the Consent Agenda, which included Consent Council Minutes of 5-7-84 and 5-14-84 , the Administrator's Agenda Report, Finance Report, and awarding of the following bids : • 492 - Overhead Door Maintenance - All City • HELD OVER • 482 - Car Wash & Hand Soap, DOT, Central Maintenance 490 - Waterproofing Animal Shelter, Planning & Code CANCELLED 483 - Braided Packing, Water Pollution Control CONTRACT RENEWAL Uniform Cleaning, Paris Cleaners , Jefferson City, MO Councilman Borgmeyer requested t.hrat he be furnished a report showing the difference of ceuh on hand and surplus cash. Bob Cox was directed to prepare the report before the next meeting. Councilman Nelson moved that the Consent Agenda be approved as presented, the motion was seconded by Councilman Viessman, and approved by voice vote . Mayor Hartsfield stated that the Airport Commission and Parking & Airport Traffic Committee Council representative status need to be Commission updated. At the present time, there is not a provision for a & Parking Council representative on the P&T Committee, and the member on & Traffic the Airport Commission is designated as an ex-officio nonvoting Corrrnittee member only. Mr. Haake stated that when there is not a quorum at the meetings, it would help if he were allowed to be a voting member; up to this time he has never voted on any of the P&T issues. The Mayor asked the Council to consider making the members voting members, and discuss it at the next meeting. Mayor Hartsfield suggested that the Council consider, during Summer June, July and August, meeting once per month with the exception Meeting of special items that would need to be taken up at a special Schedule meeting. The special meeting could be called for a time right after office hours, at around 5: 15 P.M. , to take care of the special items. Councilman Haake moved that the Council approve the summer meeting schedule as presented, the motion was seconded by Councilman Viessman. Councilman Halsey offered an amendment to the motion which would provide that the Council reach an informal agreement concerning suspension of the rules on items at the once-per-month regular meetings to avoid delaying final action on the bills. Councilman Hequembourg stated he would not feel comfortable agreeing to a "blanket suspension of the rules" . NAME OF A PORTION OF EAST McCARTY STREET TO ROBINSON ROAD. ~> McCarty Bill 84-34 was road first and second time by title and ordered ;'. to Robinson Road distributed to members of the Council. 84-35 Bill 84-35, sponsored by Councilman Viessman, entitled: Weight AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER Limit on 18 BY ENACTING ONE NEW SECTION PERTAINING TO WEIGHT LIMITS OF 7 Hills Rd. VEHICLES ON SEVEN HILLS ROAD. Councilman Borgmeyer asked if the laws had been changed to allow cities to regulate weight limits on streets . Mike Bates stated that the laws have evidently been changed. Mr. Borgmeyer stated that he would like to see other street regulated also. Councilman Haake stated that the only reason this bill was being considered was the narrowness and poor condition of Seven Hills Road due to ; some construction there. He stated that it is creating hazardous 1, conditions to traffic and the Parking & Traffic Committee felt it } necessary to introduce this bill. Calendar Bill 84-14 , sponsored by Councilman Viessman, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTIONS 16-204 AND 16-205 OF THE CITY CODE BY REDUCING THE 156 REGULAR COUNCIL MEF J. 4 LICENSE TAX LEVIED ON GROSS RECEIPTS FROM THE SALE OF NATURAL II 84-14 GAS, MANUFACTURED GAS, STEAM AND ELECTRICITY. GRiiT Councilman Viessman requested that Bill 84-14 be removed from the Informal Calendar and placed on final passage. Councilman Viessman moved that the Bill 84-14 be amended by changing subsection 16-204(a) to read "6.25%" instead of "6.35%". Councilman Nelson seconded the motion. The motion failed by a vote of 5 to 4. Councilman Borgmeyer moved that the bill be amended by using the figures necessary to show a reduction which would YIELD 5%, the motion was seconded by Councilman Haake, and failed by a vote of 5 to 5 with Mayor Hartsfield voting "No". Councilman Davis moved that the bill be amended by reducing the tax to 5.65% which would become effective on November 1 instead of June 1, the motion was seconded by Councilman Borgmeyer, and approved. Nay: None. Councilman Viessman requested that Bill 84-15 be held over on the 184-15 Informal Calendar. Mayor Hartsfield stated that at the next Charter meeting there should be a panel of persons with expertise in Commission charter home rule. The next item of busainoija was rotuolutions. The next item of businoss was a discussion of Park Hoard Projects. Mike Bates distributed a memo pertaining to the proposed improvements. Councilman Hequembourg moved that the Council approve an overlay of 4/10 of one mile of the Binder Lake Road and the multi-purpose courts as separate line items in the overlay program, and after the bidet come in determine whether to authorize the supplemental appropriationsl the motion was seconded by Councilman Nelson, and approved by voice vote. Mr. Hall of Columbia Electronics was present to discuss and answer questions pertaining to the upgrading and/or moving the communication system at tine Police Station. Mr. Hall stated that the suggested additions and repairs to the City's entire communications system would serve the City for about twenty years. There will be further discussion on this item at the next meeting.
