Skateboarding Ms . Ann Blair Clark asked the Council to provide some public s skateboard ramps for the young people in our city. Ms . Clark 1 had some information on the size and cost for these ramps that I; she had given to Councilman Halsey. Ms . Clark was concerned 1 about the apparent lack of activities for the young people 1 between the ages of 12 and 21. She felt that these ramps would i► provide an area for their up-to-date activities which includes 11 skateboarding. IThe next person to address this issue was Judge R. R. Nacy, Jr. ' His son had built one of these ramps in his yard and so many of 1 the young people had used this ramp that they had to stop I allowing others to use it because of the congestion it created in the neighborhood. He did state that the young people were very 1 careful and safety conscious and policed themselves . 1 11 Ms . Karen Keeney who showed the Council pictures of the type of Ilramp that was being requested. She also supported the building of these ramps . r` >! • 438 • REGULAR COUNCIL MEETING, MAY 19, 1986 The next person to speak was Rosalyn Racial, one of the owners of Skateboard;;-:: Super Hair. Ms . Redel addressed the issue of how many possible skateboarders were actually involved. She indicated that she has contact every week with 150 to 200 young people per week, ranging from ages 6 to 22, and approximately 80% of those young people own or ride skateboards. She asked the Council to strongly • consider providing a place for this activity. Councilman Voile asked Mr. Lockwood if the Parks and Recreation Department had ever considered providing a place for this activity in their parks . Mr. Lockwood stated that the Parks and Recreation Commission had not studied this issue. Mayor Hartsfield requested that Mr. Lockwood meet with the Commission and discuss the possibility of building these ramps . Mr. Lockwood should have these findings by the June 2 Council meeting. The next issue to be addressed was regarding the extension of the Extension of • Gross Receipt Tax on electrical, gas and telephone bills . Mr. Gross Receipts Frank Pursley asked that the Council defeat Bill 86-34 . He Tax • requested that the Council reduce this tax, rather than extend it . The next item of business was a Public Hearing concerning the Public Hearing Economic Development Block Grant Application. Tom Benton, Director of Planning & Code Enforcement, and Joe DeLong from Economic Dev. DeLong Steel explained the application to the Council. A Block Grant retaining wall will be built on city property to keep Industrial Drive from slipping into DeLong's property. This expansion will also mean employment for approximately an additional 150 people. • I, This will cost the city nothing. There was no one present to speak in opposition to this Grant • Application. The next item of business was the Consent Agenda which included Consent. Agenda Council Minutes of 5/5/86; the Administrator' s Report ; the Monthly Financial Statement ; the appointment of Jeannette Hnglert as Communications Operator at the Jefferson City Police Department; approval of a Conditional Use of Right of Way; and the awarding of the following bids : 779 - Elevator Maintenance, All City 790 - Lowboy/Trailers, Public Works 795 - Overlay Project, Public Works 796 - 1986 Roto-Milling Project , Public Works Councilman Voile asked for clarification of the minutes from the May 5, 1986, Council Meeting. The minutes reflected Councilman Viessman was present , but cast no votes . The minutes will be ' corrected. Councilman Voile also had some questions for Mr. Cox regarding the Monthly Financial Statement which Mr. Cox answered. - Councilman Nelson moved approval of the Consent Agenda with the corrections to the minutes , motion seconded by Councilman Woodman and approved. Mayor Hartsfield stated the following minutes have been received `Minutes Filed and are on file in the City Clerk' s office: Traffic Safety Committee 5/7/86 ; Public Works Committee 5/12/86; Senior Citizen 's Advisory Commission 4/22/86 .
