REGULAR COUNCIL MEETING May 18, 1981 t - ''' The Regular Council Meeting of May 18, 1981 , was called to-= order order at 7: 30 p.m, with Mayor Hartsfield presiding. N i Prayer offered by Rev. Nelson Duke, First Baptist Church. Roll Councilmen present : Borgmeyer, Brant , Gordon, Halsey, Call. Hequembourg, Kliegel, Prenger, Scheulen, and Wade. Councilmen absent : Blume. A quorum was declared present . Exec. Councilman Hequembourg moved the Council adjourn into Session Executive Session. Motion seconded by Councilman Prenger and passed. Consent The first item of business was the Consent Agenda. This ; included approval of the Council Minutes of Regular Meeting held Agenda. 1May 4, 1981 , Council Work Session held May 11 , 1981, Administrator' =,• ''`' ' Report and approval of awarding the following bids , which were previously opened: ' Bid #78: Communication Contract , to be rebid Bids. Bid #81 : Furniture Renovation, Fire /lliepartment , to Prison Industries ,' Bid #82 : Polygraph, chair & supplies, Police Department , ` held over. rf;` Chuck Phillips , of Phillips Service Company , appeared to speak to the Council regarding the rebidding of Bid #78 , the Com-- munication Contract . Ho requested Phillips Service Company be named as successful bidder an they were :low bidder for the com- I munication equipment by approximately 22%. He was informed the y: 1 reason for the rebidding process was the City ' s concern of no € budgetary coiling on the bid. Also , the City requested lettersr ,,, of reference from Phillips Service Company. Mr. Phillips felt 1 that before the rebidding procvs5 was begun , the City should negotiate with his company for a budget ceiling on the contract . I Councilman Gordon moved that the Consent Agenda, as amended, (( be approved. Motion seconded by Councilman Prenger and panned. Mayor Hartsfield recommended the appointment of Lucius Jones Appts to the Jefferson City Industrial Authority Board of Directors. to Councilman Borgmeyer moved the appointment be approved. Motion J.C. seconded by Councilman Wade and passed. Industrial Mayor also recommended the appointment of John McHenry to the Authority. Jefferson City Industrial Authority Board of Directors. Councilman Gordon moved the appointment be approved. Motion seconded by Councilman Borgmeyer and passed. Acting upon a petition previously submitted by residents of the City, Marty Brose, Director of Transportation , will institute bus transportation to the Capitol Mall on a three month trial basis . Bus This can be accomplished by rearranging schedules and using existin• Service personnel. The hours of operation will be from 9 :00 a.m. to 3 :00 i to p.m. Mr. Brose will report back to the Council , at the end of the Mall three month trial period, with a report of ridership. Upon a request to provide service to the mall from 7 :00 a.m. to 8:00 p.m. , it was felt this could not be accomplished at this time without adding additional personnel, however, Mr. Brose will report to the Council on June lst as to the cost for the additional service. Councilman Prenger moved that Sue Fletcher be awarded the title of Deputy City Clerk to act in the absence of the City Clerk. Motion seconded by Councilman Wade and passed. Bill No. 81-3, introduced by Councilman Wade, entitled: Bill 81-3 "An Ordinance of the City of Jefferson, Missouri , authorizing and Parking directing the Mayor and City Clerk of the City to execute a Supple- Facility mental Agreement on behalf of the City with Boyd, Brown , Stude & Camborn, Consulting Engineers, for the design of a proposed parking facility. " Councilman Scheulen inquired as to the total amount we will be paying. Mr. Hamburg stated we have previously paid them $5,000. 00 for the preliminary design and cost of a parking deck, which was turned down by the Council, and $14 ,000.00 would be for redesigning the lot. After further discussion , Bill No. 81-3 read third time by title and was defeated by the following vote: Councilmen voting Aye: Wade. Councilmen voting Nay : Borgmeyer, Brant , Gordon, Halsey , Hequembourg, Kliegel , Prenger & ScheulOn. Councilmen absent : Blume. i_ :R OU CIL ME I G 18 1981 Bill No. 81-4, introduced by Councilman Hequembourg, entitled: Bill "An Ordinance of the City of Jefferson, Missouri , adopting 81-4 Personnel Rules and Regulations for the municipal service of the I; Rules & City of Jefferson, Missouri. " Reg. Bill No. 81-4 read third time by title, placed on final pas- sage and was passed by the following vote as Ordinance No. 9626: Councilmen voting Aye: Brant , Gordon, Halsey, Hequembourg, Kliegel, Prenger, Scheulen and Wade. • Councilmen voting Nay: Borgmeyer. Councilmen absent : Blume. A street light petition received from residents on Rock Hill Road was referred to the Public Works Department. Councilman Halsey expressed concern over individuals remainins in Jefferson City after being released from prison. He asked if there was something that could be done to prevent them from stayin_ in the City. Chief Patton replied that to the best of his know- ledge, he was not aware of anything the City could do which would not violate that person 's rights. Councilman Halsey requested Chief Patton, Gary Hamburg and the City Attorney research the matter and report back to the Council. Councilman Halsey requested the City Attorney research all legal documents available to determine the disposition of the current City Hall building when the new City Hall is built . Mayor Hartsfield replied that this is on the list of things to do for the new City Counselor. Meeting adjourned. • 1
