HomeMy Public PortalAbout19880516 3 1 REGULAR COUNCIL MEETING, MAY 16, 1988 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Voile. The following Council Members were present: Present: Davis, Feldman, Haake, Halsey, Mason, Owens, Scheulen, Voile, and Woodman. Absent: Gordon. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mayor Gardner introduced Director of Transportation Marty Brose who informed the Council that May 18 was designated as "Hats Off to Bus Drivers" day. Mr. Tom Hood, the Transit Supervisor distributed hats to the Council in honor of this event. Mr. Roy Geiger, 492 Karen Drive, Nolte Summit, addressed the Council concerning Bill 88-15 dealing with the storage and display of new and used tires. Mr. Geiger stated he was in support of this ordinance. Mr. Geiger is working with a company from Nebraska to build a recycling center for old tires. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 05/02/88 b) Monthly Financial Statement c) Approval of the following bids: 1018 - Edgowood Drive, Public Works d) Approval of travel request for Mayor Gardner e) Appointment to Jefferson City Police Department Connie Atkins - Data Processing & Communications Supervisor f) Appointments to Jefferson City Parka & Recreation Commission Robert G. Haake to replace R.G. Palmer who resigned. Term will expire 6/91. William H. Case (new appointment) . Term will expire 6/91. Reginald Turnball (reappointment) . Term will expire 6/91. Councilman Scheulen announced the Review Committee for Appointments to Board and Commissions recommended the approval of the appointments to the Parka & Recreation Commission. Councilman Haake moved approval of the Consent Agenda. Councilman Mason seconded and it was approved. These names will be referred to the Review Committee for Appointments to Boards and Commissions. Nay: None. # # # Bill 88-15, sponsored by Councilman Mason, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROHIBITING THE OUTDOOR DISPLAY AND STORAGE OF TIRES. Mr. Tom Kolb, 2427D Beasley Court, Jefferson City, Missouri, a representative from Jefferson City Tire Company addressed the Council regarding his concern over the inclusion of new tires in this ordinance. Mr. Charles Lansford, Supervisor of Community Sanitation, addressed the Council regarding the reason for this proposed bill. After further discussion, Councilman Mason requested this bill be placed on the Informal Calendar and that staff study this further and report back to the Council at the next meeting. Councilman Scheulen requested the City Administrator and/or the City Counselor to prepare an amendment which would allow for the legitimate display of new and usable tires during normal business hours, with either a protective covering or the placing the tires inside the building in the evening. 316 REGULAR COUNCIL MEETING, MAY 16, 1988 RESOLUTIONS: RS88-3 concerning the adoption of the five year Capita Improvements Program. Councilman Halsey moved to approve RS88-3, Councilman Owens seconded and it was approved. NEW BUSINESS: Mayor Gardner announced the City Clerk had received petitions fro property owners in the Mall Ridge Addition for volunta annexation. City Counselor Allen Garner informed the Council that some of the petitions had not been submitted on the correct form! Mr. Garner stated he would be reviewing the petitions, and woul determine how many were in proper form with correct signatures. Mayor Gardner announced the City Clerk had received a petition foo voluntary annexation from property owners adjacent to the Mal: Ridge Addition. This petition had been copied and distributed to the Council in their packets. Councilman Halsey moved to direct the staff to hold a Public Hearing regarding this annexation at th: `r next Council meeting. Councilman Mason seconded the motion and i was approved. Councilman Voile nominated Councilman Feldman as the Council Representative to the Cable Quality Commission. Councilman Owen seconded the nomination. There was a question raised as to whethe1 or not this position was appointed by the Mayor or elected by thy Council. The Mayor called for a five minute racess to allow till: City Counselor time to research this question. The Counci recessed at approximately 8:25 p.m. The Council meeting reconvened at 8:30 p.m. with City Counsel° Allen Garner stating that according to Ordinance 10833, the Counci Representative to the Cable Quality Commission in elected by th Council. Councilman Voile again nominated Councilman Feldman a the Council Representative to the Cable Quality Commission1 Councilman Owen° seconded the nomination. Councilman Haake nominated Councilman Davis an the Counci Representative to the Cable Quality Commission. Councilman Raise seconded the nomination. As there were no other nominations, Councilman Henke moved to close nominations. Councilman Halsey seconded the motion and it wa approved. 1 Councilman Feldman was elected as the Council Representative t{p the Cable Quality Commission by the following voice vote: Davis: Davis, Haake, Halsey and Woodman. Feldman: Feldman, Mason, Owens, Scheulen and Voile. Councilman Haake moved to direct staff to draft an amendment t the ordinance to allow for the position of Alternat Representative. Councilman Mason seconded the motion and it wa approved. Councilman Halsey distributed a letter to the Council that had bee sent to Bill Lockwood, Director of Parks and Recreation Commissio regarding property in the Hough Park area. There being no further business, Councilman Woodman moved to g into Executive Session to discuss litigation as provided for i RSMo. 610. (1) and to discuss real estate as provided for in RSMo 610.021 (2) .
