"` 'Prayer offered by Mayor Hartsfield. �� :; Councilmen present : Borgmeyer, Crader, Kliegel , Prenger, Rackers, rv;. _ Wade and Whitecotton. 4 Councilmen absent : Brant , Gordon, Hequembourg, absent with leave. A quorum was declared present . Litter Mayor Hartsfield referred to the new Litter Ordinance, No. 9422, Ordinance and stated that proper warning period would be allowed before we began taking any action on the matter. Mayor Hartsfield referred to the new Utility Ordinance, No. 9421, , Utility and stated he had not yet signed the same because he wanted it to Ordinance become effective on a date convenient to the Utility Companies. After some discussion, Councilman Rackers made the motion that ;'the Utility Companies be instructed to start collection of this tax with their first full monthly cycle (or billing) after the effective ;date of this Ordinance. Motion seconded by Councilman Whitecotton and passed. Mayor Hartsfield referred to members of the Planning and Zoning Planning Commission whose terms had expired and asked for concurrence in the ; and reappointment of Charles Dudenhoeffer, the appointment of Mike Zoning Toalson replacing Seth Evans, and Bob Scrivner replacing Mrs. Obie Commission Munzell . Appointments Councilman Whitecotton moved the approval of Charles Dudenhoeffer as reappointment to the Planning and Zoning Commission. Motion seconded by Councilman Rackers and passed. Councilman Prenger moved the approval of the appointment of , Mike Toalson as a member of the Planning and Zoning Commission. Motion seconded by Councilman Crader and passed. _ Councilman Crader moved the approval of the appointment of Bob 'j Scrivner as a member of the Planning and Zoning Commission. Motion seconded by Councilman Prenger and passed. III Mayor Hartsfield then referred to the Report of the Advisory Commission and inquired about matters and recommendations to be City discussed. There was no suggestion -- he mentioned the elective Collector offices of Assessor and Collector, ho thought they could be elimi-- Position nated - but the office of City Treasurer cannot be eliminated, Abolished according to State Law. With regard to Assessor he had asked the Municipal League about several questions and also had asked Tom Rose to prepare a Brief on the matter. z tj With regard to the office of City Collector, Mayor stated a three-year contract would probably be signed with the County for collection of taxes and that left very little work in the 'j Collector' s Office. The License Inspector is a job of its own and !' ; she is kept busy with that work. The Collector and the Deputy do ''not have enough work to keep them busy at all times. The salary i! iof the collector is $15 ,600. 00 and he receives four per cent of ally( (`.delinquent taxes collected. There would be the question of 'collection of taxes from Callaway County, the few taxpayers who are ;residents of Jefferson City in that County, and that is a question to be resolved. Mr. Stone began working with the City in 1955 and became Collector in April of 1977. . Councilman Whitecotton made the motion that the position of {'City Collector be eliminated at the end of this term - in April of ° 1981. Motion seconded by Councilman Prenger and passed with I Councilman Borgmeyer voting "no" . !l {, , Advisoryi�On the Advisory Report under "Report of Committee on Policy and I Report Legislation" Councilman Rackers said he felt that this whole ' ;section could be handled by the City Administrator; however, in fi Paragraph 4, line 3, the figure of $5,000 was discussed and he moves (that this amount be changed to $2,000 and the words "revenues or j : expenditures" be included. Motion seconded by Councilman Prenger. After discussion Councilman Crader made the motion that the .1 III motion be amended to use the figure $3,000 instead of $2,000. This ;; !;motion seconded by Councilman Prenger and passed. Mayor Hartsfield ` then placed the amended motion - that the figure be changed from H$ , 000 to $3,000 and the words "revenues or expenditures" be added. f �iMotion passed.
