M. in�_T the Council Chamborn with Mayor Ilartnfield prosiding. Roll Councilmen present ; Borgmeyer, Halsey , lequembourg, Kliegel , 5I Call Prengor, Scheulen and Wade x,= Councilmen absent : Blume, Brant and Gordon. `, Tom^, A quorum was present . Hubie Noutzlor, City Assessor, presented a film showing the tax assessment process and services which our taxes provide. Mr. City- Neutzler stated that under the assessment system, tax dollars in County 1984 could not be greater than 1983. A proposed City-County r Assess- Assessment Contract was presented which would be in effect June 1 , x- j; ment 1981. The term of the contract , after the first partial year Contract would be from September l through August 31 each year the contract is in force. The contract can be terminated by written notice x` from either party . The consideration to be paid to the County for preparation of City assessment lists would be the sum of $30,000. 00 per year payable to the Cole County Court . Howard Gaffke, the current County Assessor, would be the City-County Assessor and Hubio Noutzlor would be subject to appointment as the Deputy City-County Assessor. After discussion , Councilman Halsey moved that the contract be approved. Motion seconded by Council- man Schoulon and passed . ,f> = 'Y3 Joseph Loothen, Chairman of the Jefferson City Industrial Authority , spoke to the Council regarding the proposed policy `: guidelines used by the Authority for approving or disapproving applications for industrial bonds. He stated that the Industrial J.C. Authority encourages industrial projects while cammcrc:tzr.l. projects i Indus- must be considered each on its own merit. He stated there are two vacancies on the board and he hopes to have two names s to t".i I I the vacancies to you prior to the mooting on the 18th. The Annual Audit Report , listed on the agenda for discussion , Audit . was not available , however , the report should be ready Friday and will be distributed to the Council at that time. f The next item for discussion was the Personnel Rules and , Regulations. These will govern all City Employees , including the Person- Park Board. There was a question regarding Section 13-2 on page nel ! 35 regarding sick pay. E' Councilman Borgmeyer inquired if the new positions for the fire department could be placed under the LAGERS and social security system or if they must be placed under the pension plan. Mr. {, Hamburg replied that the ordinance states that persons in the fire 1 department must be under the pension plan. If the Council wants the ordinance changed, this must be put before the public for a III 11 ;{ vote as the plan was originally adopted by a vote of the public. t siY 1 1 120 Some interest was expressed in a Long Term Disability Insurance program. At such time as this is pursued further, the ninety (90) day accrual paragraph, found on page 35, Section 13.3 will be discussed for change. Mr. Hamburg stated that a copy of the Personnel Rules and Regulations will be given to each employee and a class will be given with each department to make sure they understand the rules and regulations and each individual will be required to sign a statement stating they understand the rules and regulations and they have had their questions answered. There being no further business, the meeting adjourned.
