HomeMy Public PortalAbout05-02-13 agendaMAY 2 , 2013 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting May 16, 2013 was held on May 2, 2013, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio Randy Krum " Joseph W. Sitarz Noted Absent was Councilmember Naples. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Borough Attorney. The Clerk stated that on January 3, 2013 the 2013 Annual Notice was mailed to The Home News Tribune and The Star Ledger and posted on the Bulletin Board. It was published in the Home News Tribune and The Star Ledger on January 8, 2013. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. AGENDA MEETING 1-1 STATEMENT OF MEETING NOTICE Silent Prayer/ Pledge of Allegiance 1 MAY 2, 2013 2. Professional Services — Hatch Mott MacDonald, Re: Various Engineering Projects. 3. Authorizing the Rejection of Bids and Authorizing Re- biding for the Industrial Road Drainage Culvert Investigation. 4. Amendment to the 2013 Temporary Budget. 5. Professional Services — New Jersey Realty Advisory Group, LLC, Re: Appraisal Services. 6. Authorizing Bids for Carteret Waterfront Park Sewer Extension. Mayor Reiman then asked if there were any questions from the Council on the resolutions. There were no questions from the Council. Mayor Reiman then asked for a motion on the Consent Agenda. Upon MMS &C by Councilmembers Sitarz and Bellino: RESOLUTION #13 -84 "PROFESSIONAL SERVICES -HATCH MOTT MCDONALD, RE: VARIOUS ENGINEERING PROJECTS" RESOLUTION #13 -85 "AUTHORIZING THE REJECTION OF BIDS AND AUTHORIZING RE- BIDDING FOR THE INDUSTRIAL ROAD DRAINAGE CULVERT INVESTIGATION" RESOLUTION #13 -86 "AMENDMENT TO THE 2013 TEMPORARY BUDGET" RESOLUTIONS Cont: Mayor Reiman CONSENT AGENDA RESOLUJ'ICN #13-85 Rn-jection & &-Bid InlBtrial Road Drainage Qilvert Investigation MAY 2, 2013 BUSINESS TO BE ADDED: Councilmember Bellino reported that Carteret Pond is void of fish, possibly because of the storm Sandy but they will not know for sure until the weather gets warmer and if the fish are in the bottom of the pond they will float. Mayor Reiman said they also believe that a significant amount were washed out during the storm because during the storm the salt water completely inundated the storm water system and there is an overflow valve near the pond with gates that allow us to empty the pond into the storm water system and out through the channel and he explained the channel water came in filled it up and filled and overflowed the pond, so the reports from the water testing showed over 20% salinity in the water, so no fresh water survived. Councilmember Bellino said the water will have to be tested again before emptying the pond. Councilmember Krum asked if both fountains in the pond were working. Mayor Reiman said no. Councilmember Bellino said the one fountain closest to the Hot House is working. Mayor Reiman said they have had divers in there trying to fix the fountain and explained when they empty the pond they will replace the line that controls it. Councilmember Diaz asked what he wanted done with the island. Mayor Reiman said at this point in time it is an opportunity to take it out but he would like to leave it and maybe plant a tree on Re: Carteret Ford 5 M 2, 2Q13 Councilmember DiMascio asked the Mayor if he saw the cracked seal that Councilmember Krum was talking about and it gets worse once you get water in it. Mayor Reiman said Essex Street is scheduled to be re -paved as part of this 2013 project from 2012. Mayor Reiman said they are in discussion with HUD and the Housing Authority in regard to the twenty six (26) units of public housing that were destroyed as part of the Hurricane Sandy and he believes that we are close to an agreement where those units will be demolished,and not re- built. He said we may acquire that property for a storm water retention basin and then we would allow the Housing Authority to construct senior units. Council President Sitarz asked about the Waterfront Park. Mayor Reiman said that is delayed and we hope to be open the end of May or early June and they will probably be in litigation with the contractor who has not done a good job on site. He said our intent is to send them a Notice of Termination and then hire an outside company to finish it within the contract scope or to have their bond company come in and finish it. Mayor Reiman said that 200 Milik Street should be completed in the spring or early summer and it looks like FEDEX is going to take the entire 260,000 square foot site. He said the old Ball Glass is going to be demolished and the Planning Board gave their approval for a 500 square foot facility to be constructed in West Carteret_ which will provide hundreds of construction jobs and longterm warehouse jobs. Councilmember Krum asked what happened to the Insurance Company over there and he referenced cars. Crnuril President Sitarz Re: Warterfnxnt Park Caunc-iJrmT Pr Knm 7 MAY 2, 2013 Mayor Reiman said on lower Roosevelt the parking structure is nearly complete and they already started pouring the footings and foundations for the retail component with residential above. Councilmember Krum asked if there was going to be security in the parking deck. Mayor Reiman said had heard many things about that. He said to remember it is a private parking deck with two (2) entrances and explained the entrance to the left would be for shopping at the retail and the entrance to the right will only be accessible for anyone who lives or works in the complex. He said there will be cameras and lights for security and reported they will be starting a duplicate parking structure across the street, probably in the fall or winter of this year. After no further discussion, upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present the meeting was Adjourned at approximately 6:18 P.M.
