HomeMy Public PortalAbout19850506 REGULAR COUNCIL MEETING, May 6, 1985 :711 A Regular Council Meeting was called to order at 7 : 30 P.M. with President Pro Tem Craig Davis presiding. Prayer was offered by Councilman Borgmeyer. •• The following Council Members were present: Present: Borgmeyer, Davis, Gordon, Haake, Huffman, Nelson, Veile, Viessman and Woodman. Absent : Halsey. A quorum was declared present. • The first item of business was the election of a City Clerk. Councilman Borgmeyer moved that Phyllis Powell be reelected, the motion was seconded by Councilman Haake, and approved unanimously. The next item of business was public hearings : a) Amend the Zoning Ordinance ( 9598 ) by adding new Section • 8.E. ( 13 ) which grants Director of Planning power to prohibit parking on areas where the paving and landscape improvements do not meet the minimum improvement requirements which were in effect at the time the improvements were installed. Tom Benton explained the provisions of this section. After no one present spoke in favor or in opposition to the request for amendment, Mr. • Davis declared that the public hearing on this matter was concluded. b) Rezoning of 12 acres of land described in a petition for voluntary annexation submitted by Mary Julia Smith and Marjorie L. Dix from RS--1 (Single Family) to RA-2 (Multiple Family) . Since no one present spoke in favor or opposition to the request for rezoning, Mr. Davis declared that the public hearing on this matter was concluded. The next item of business was Presentations from the Gallery. Mr. John Stovall of Black & Veatch was present, with his associates, to outline the progress made on the stormwator drainage project which they are doing for the City. The next item of business was the Consent Agenda, which included Council Minutes of 4-16-85, and awarding of the following bids : Bid 629 - T-Shirts , Police Dept. Bid 634 - Roof Top Heating and Air Conditioning, Animal Resq e, Planning & Code Enforcement Bid 635 - Grease Solvent, Public Works Bid 636 - Manhole Sections, Concrete, Public Works Bid 637 - Painting of Vehicles, Police Department Bid 638 - PVC Sewer Pipe, Public Works Bid 640 - Sale of Scrap Iron, Steel & Inoperable Truck Equipme t, Public Works & Transportation Bid .641 - Sale of Used Tires, Transportation, Central Mainten4 ce Bid 643 - Manhole Odor Control Units , Public Works Mr. Hartley asked if Bid 632, Window Conversion Units, could be included for vote as it did not appear on the agenda. The Council consented to inclusion of this bid. Councilman Haake questioned Mr. Hartley on Bid 637, painting of vehicles . Resolution RS85-3 - Street Lights; Councilman Viessman moved that it be approved, motion seconded by Councilman Nelson, and approved. Resolution RS85-4 - FAA Authority for Taxiway Extention; Councilman Viessman moved that it be approved, motion seconded by Councilman Haake, and approved. The next item of business was Unfinished Business . Councilman Gordon and Gary Hamburg explained the capital improvements project questionnaire, and stated that they would like it to go out within the next two weeks . Councilman Veile stated that he felt the questionnaire could be improved by changing location of the definition section and also be rewording some of the questions in order to insure the best response. Councilman Borgmeyer moved that the questionnaire be approved as presented, motion seconded by Councilman Viessman, and approved. VA r 288 r.. . .. t • ._ - .
