Council Meeting was called to order at 7:30 P.M. with ',` Meeting Mayor George Hartsfield presiding. I Prayer i Prayer was offered by Reverend Joel Schmaltz, Pastor, Trinity I Lutheran Church. r.: Roll Call 1 The following Council Members were present: Present: Barnicle, Borgrreyer, Davis, Gordon, Haake, Halsey, Nelson, Veile, Viessman and Woodman .. Absent: None A quorum was declared present. 3 Property tax The first item of business was a presentation from the Gallery by • for Parks an , Jim Kolb, Chairman, of the Parks and Recreation Commission. Mr. Recreation j Kolb asked that the Council would reconsider their position on property tax as this was the only way the Parks would be guarnateed monies for their capital improvements . Mr. Kolb stated that while this Council was sympathetic to their needs, there was no guarantee that monies earmarked for Parks would be - appropriated as such by future Councils. Mr. Kolb was assured by several council members that any money designated for Parks and Recreation would be distributed to them for use in their capital ,k, improvement needs . ,< Public heari g `I'he next item of business was the Public Hearing on Chapter 353 on Hotel/ RSMo - Hotel/Convention Center. Project Tax Abatement . The first Conventi n person to speak in opposition to this tax abatement was Mr. Center Darrell Dunafon. Mr. Dunafon wanted it noted that ho was Project. ' speaking an a businessman , not specifically for the Downtown Tax Abate-- Merchant ' s Association. Mr. Dunafon' s quoted some figures to the _^, ment, concerning Counciconcerning the amount of the .loss of revenue over a 25 t year period of time as proposed in the tax abatement . Mr. . Dunafon questioned the wisdom of this abatement at a time when ; the city was considering raising the sales tax to help moot its ti revenue need:a . The next person to Speak in opposition to the tax abatement was , 1 Mr. . Vern Sche?ulen. Mr. Scheulen is a property owner in Jefferson City and was concerned at the way property taxes have increased ' in the past three years . He in concerned with giving one project an abatement of this size when so many other property owners are paying such high taxes. He feels that with such a prime location, another, developer could come in and develop the land without a tax abatement . Mr. Dunafon asked to be allowed to speak again. He had been on j the Agenda under Presentations From Gallery and wanted to speak 'fI also under Public Hearing. He was allowed to speak as long as ho ! was brief. Mr. Dunafon had some concerns with the wording of Bill 85-35. He thought that the location was a prime one, ho did ' I not consider it to be "blighted, etc. " {I Mr. Allen Pollock, Director of Housing Authority, spoke in favor: of the Tax Abatement . He stated that he had anticipated that the developer would be present, but that he wanted to make it clear that there would be some taxes paid. The property would be assessed and the taxes that 'would be paid would be based on this assessment before the improvements. At present, there are no taxes being paid as the lot is tax exempt property of the Housing Authority. : I ' Ill 1 . Rotary Ex- The next item of business was the introduction of Mr. Marcos 1 change progr : Orosco, from Mexico. Mr. Orosco had been in the city all day 432 32 REGULAR COUNCIL MEETING, MAY 5, 1986 with a Rotary exchange program. The next item of business was the Consent Agenda which included Consent Council Minutes of 4/21/86; the approval of Change Order #4 - Agenda Land Surveying Airport; and awarding of the following bids : 773 - T-Shirts, Police Dept. • 780 - Sale of Real Estate, P&C and Parks 783 - Hangtag & Decals, DOT and Parking 784 - Derooting Chemical, Public Works 785 - Uniforms ( Fire Dept . only) 787 - 1986 Curb & Gutter, Phase III, PW 788 - Signage Project, P&C Councilman Nelson moved approval of the Consent Agenda, motion seconded by Councilman Viessman and approved. Mayor Hartsfield stated that the following minutes have been Minutes received and are on file in the City Clerk's office : Commission Received on Environmental Quality 3/17/86; Transportation Commission 4/15/86; Police Personnel Board 4/29/86, 5/1/86 ; Park Board 3/25/86; and Board of Adjustment 4/8/86. The next item of business was the reappointment of Allen Garner Reappointment - as Actin g City Administrator throu g h June 9 , 1986 . Charter Wrkrs The next item of business was a discussion on the Sales Tax Sales Tax Issue. Councilman Gordon moved that since revenue sharing monies Issue were going to be cut off or drastically reduced, and the city was facing a need for revenue, an 10 increase in sales tax be placed on the November ballot. The motion was seconded by Councilman Haake. After much discussion about the other options available, e,g. property tax, hotel tax, etc. , it was determined this tax would bring in the most revenue and distribute the effects of the tax to the most number of people. The motion carried with Councilman Barnicle and Councilman Halsey casting dissenting votes. There being no further business Councilman Borgmeyer moved the Meeting meeting be adjourned, motion was seconded by Councilman Davis and Adjourned 4pproved.
