President Pro Tem Halsey reported that Trailways Bus Company has moved to their new location at 414 Adams Street. He has received Bus a couple of complaints regarding the upkeep of the bus facility OmY located on Jaycee Drive. He went by and spoke with the manage- ment regarding this and was informed that they have hired someone to clean up the interior and exterior of the building . Councilman Blume volunteered to visit with Continental Bus Company located in Moberly, Missouri , regarding their moving from the Jaycee Drive location to the Adams Street location. President Pro Tem Halsey stated that he is serving on a committee ,7OB5 promoting JOBS NOW. JOBS NOW is Amendment One which will come before the voters on June 8 , 1982 . This will bring revenue to j II 1 I I 277 REGULAR COUNCIL MEETING, May 3, 1982 the State of Missouri totaling 713 million dollars for capital improvements in the State of Missouri and will bring in roughly 57,000 jobs . Nay: None. The next item of discussion was awarding the bid on the parking Parking facility at the Riley Lot . Mr. Brose stated that when the bids Garage were opened they were reviewed as to the aspect of the pier price Riley per linear foot, which is an add on or deduct cost if the plan elevations are wrong. Although there is quite a difference bet- ween H & 0' s quote of $21.00 and Prost Builders 's quote of $70 .00 , they did not feel that the elevation shown on the plans was going to be very far off the actual elevations , in fact they could be in our favor. Mr . Brose stated he had reviewed the elevations on the plans with the geotechnical report that D. E. Klockow & Associates had prepared. They took twelve borings on the lot and six cores to determine the type of rock that was there . They did not find that it was pocketed and they stated in this report that it was not like the Jefferson Lot. Councilman Gordon stated that even though he voted previously to award the bid to Prost Builders, he did not feel right about it as he feels H & 0 bid in earnest and would spend money in the Jefferson City area and he would be in favor of reconsidering the bid award. Councilman Scheulen stated that the main question is the principle of the bidding process . He can forsee local people as well as out of town people bidding on a job with the bid being awarded to the local people. In time the out of towners will stop bidding and the bids would start to go up. He further stated he thinks a mistake was made in awarding the bid to Prost and he would be willing to sponsor a bill to repeal the previous bid away and to award the bid to H & O. Councilman Hequembourg stated that the amount of money which will stay in the community will be greater with Prost than with H & 0. H & 0 will have more purchasing done out of town and primarily the profit will go to St . Louis , whereas with Profit the profit will stay in Jefferson City. Our bid documents (rive the City the right to award the bid and to reject any and all bids . Mr. Broad then mentioned the MBE program. Both contractors were told the City was looking for a 2/. goal of MBE' s . H & 0 had 0% while Prost Builders had 2%, that 27., consisting of Art's Masonary out of Columbia, Missouri ; Quinn Insulation out of St . Louis, and the biggest MBE for Prost was a leasing company that is owned 51% by his wife, who has been in that business for 20 years . Mr. John Osiecki , one-half owner of H & 0 spoke to the Counci to clarify that the difference Mr. Brose was speaking of was in dirt not rock. The rock price was $600.00 a yard vs. $650.00 by Prost. He stated that their company attempted to contact one of the minority businesses listed by Prost, Quinn Insulation, however, they are not listed in the phone book. At this point , Bill 82-17, introduced by Councilman Scheulen, was introduced entitled: "AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING ORDI- NANCE NUMBER 9775, WHICH AUTHORIZED AND DIRECTED THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH PROST BUILDERS, INC. TO CONSTRUCT A NEW PARKING FACILITY ON THE RILEY LOT LOCATED ADJACENT TO THE MAIN PARKING GARAGE, ALSO KNOWN AS LOT #2 , LOCATED IN THE TWO HUNDRED BLOCK OF CAPITOL AVENUE IN THE CITY OF JEFFERSON, MISSOURI. " Councilman Scheulen requested that the rules be suspended and the bill be placed on final passage. Councilman Borgmeyer objecte4 to suspension of the rules . At this time, Councilman Scheulen j withdrew the bill. 281 REGULAR COUNCIL MEETING, May 3, 1982 The next item of discussion was the Senior Citizen Bus Pass . It was discovered that some senior citizens had obtained bus passes ,,, last year even though they were not sixty five years old. Council Bus Pass has recently passed an ordinance requiring the person to be 65 years old. • After discussion, it was decided that the ordinance recently passed would be followed with no exceptions .
