Prayer was offered by Mayor Gardner. The following Council Members were present: Present: Davis, Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen, and Woodman. Absent: Voile.* A quorum was declared present. *Councilman Voile arrived at the meeting at 7:45 p.m. PRESENTATIONS FROM GALLERY: Mr. Charles Smith, 610 Woodlander Lane addressed the Council regarding the lack of facilities for RV camping. Mr. Smith asked the Council to investigate the possibilities of the City establishing some type of campgrounds for recreational vehicles. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 04/18/88 b) Approval of the following bids: 1009 - Street Sweepers, Public Works 1012 - Telecommunications Systems Maintenance, All City 1013 - 1988 Cold Milling Project, Public Works 1014 - 1988 Asphalt Overlay Project, Public Works o) Approval of travel request for Mayor Gardner Councilman Mason moved to defer the travel request for Mayo Gardner to the Finance Committee. Councilman Gordon socondod the motion and after some discussion it was approved. Councilman Haek° moved to approve the Consent Agenda. Councilma Owens seconded and it was approved. MINUTES/REPORTS RECEIVED AND FILED: Mayor Gardner announced the following minutes/reports had bee received and wore on file in the office of the City Clerk: Housing Authority Board of Commissioners 3/24/88; Parke Recreation Commission 3/24/88; Police Personnel Board 4/7/88; Cabl = Quality Commission 4/11/88; Planning & Zoning Commission 4/14/88; Parks & Recreation Activities Committee Work Session 4/18/88; Transportation Commission 4/19/88 ANNOUNCEMENTS BY MAYOR: Mayor Gardner introduced Gary Plummer to the Council. Mr. Plumme is the Executive Director of the Jefferson City Area Chamber o Commerce. # # # Mayor Gardner announced her intent to make the following appointments as Council representatives to various Boards and Commissions: E20$ REGULAR COUNCIL MEETING, MAY 2, 1988 Judy Owens - Senior Citizen Advisory Commission James Haake - Traffic Safety Committee Representative Steve Veile - Cable Quality Commission Marvin Feldman - Transportation Commission, Alternate James Woodman - Transportation Commission Craig Davis - Traffic Safety Commission, Alternate; Cable Quality Commission, Alternate Councilman Woodman moved approval of the appointments. Councilman Haake seconded and it was approved. Mayor Gardner announced her intent to make the following appointments to the Parks and Recreation Commission in June: Robert G. Haake to replace R.G. Palmer who resigned. Term will expire 6/91. William H. Case (new appointment) . Term will expire 6/91. Reginald Turnball (reappointment) . Term will expire 6/91. The Mayor suggested the standing committee to review appointments should meet and review these appointments and make their recommendation to the Council as quickly as possible. After some discussion, it was determined that Councilman Scheulen would serve as acting chairman for the purpose of scheduling this meeting. BILLS INTRODUCED: Bill 88-7, sponsored by Councilman Mason, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH J.M. FAHEY CONSTRUCTION COMPANY FOR THE 1988 COLD MILLING PROJECT. Aye: Davis, Feldman, Gordon, Reeke, Halsey, Mason, Owens, Scheulen, Voile and Woodman. } 311 REGULAR COUNCIL MEETING, MAY 2, 1988 Nay: None. UNFINISHED BUSINESS: City Administrator Dave Johnston reviewed the reports on Planning and Code Enforcement that had been sent to the Council in their packets. Mr. Johnston reviewed the six recommendations that had been offered in the report. City Counselor Allen Garner reviewed his portion of the report and his suggestions for possible changes in the codes regarding Planning and Code Enforcement. After some discussion, Councilman Halsey moved to refer the reports on Planning and Code to the Public Works Committee for further review and study. Councilman Haake seconded the motion. After further discussion, Councilman Halsey amended his motion to read as follows: Refer the reports on Planning and Code Enforcement to the Long Range Planning Sub Committee of the Public Works Committee for further review and study. Councilman Haake seconded the amendment and it was approved. The motion was approved as amended. Councilman moved to approve Councilman Halsey as the Council Representative to the Chamber of Commerce Economic Development Committee for prospective industry, and that a letter be sent by the City Administrator to the Chamber advising them of this appointment. Councilman Mason seconded the motion. A voice vote proved inconclusive and the clerk was asked to take a roll call vote. Councilman Feldman moved to amend the motion by asking that the letter stipulate that this appointment does not change the position of the Mayor on this committee. Councilman Owens seconded the motion. Councilman Gordon stated his motion did not refer to the Mayor or her position. Councilman Voile called for a point of order, stating that as there was a motion on the floor awaiting a roll call vote, Councilman Feldman's motion was out of order. Mayor Gardner announced Councilman Voile was correct and called for the clerk to begin the roll call vote. The motion was approved by the following roll call vote: Aye: Davis, Gordon, Halsey, Mason, Owens, Scheulen. Nay: Feldman, Haake, Voile, Woodman. NEW BUSINESS: The City Clerk distributed the petition for voluntary annexation in the Mall Ridge Addition that had been received. Councilman Mason moved to proceed with the Public Hearing on this annexation at the next Council meeting. Councilman Gordon seconded the motion. After some discussion a voice vote proved inconclusive and the Clerk was asked to take a roll call vote. The motion was approved by the following vote: Aye: Feldman, Gordon, Halsey, Mason, Owens, Scheulen, Voile. Nay: Davis, Haake, Woodman. City Administrator Dave Johnston distributed the Council copies of the 1988-92 Capital Improvements Program. Councilman Mason requested a letter of appreciation be sent to Larry Bates and his crew for their diligent work in clearing the streets during the snows this past year. There being no further business, Councilman Halsey moved the meeting be adjourned. Councilman Mason seconded the motion and it was approved. The meeting adjourned at approximately 8:40 p.m.
