Special Council Meeting (Bel-Air School) April 21 , 1980

Councilmen present : Brant, Crader, Gordon, Hequembourg, Kliegel ,
Prenger, Rackers, Wade and Whitecotton.
Councilman absent : Borgmeyer, absent with leave. !i
A quorum was declared present . I! .
Representatives from the auditing firm of Peat , Marwick, Mitchell 10 ..
Company gave a short report on their work and the status of the ;Audit
audit at the present time. Mr. Robert Spence presented a bill, in *port ..
the amount of $4,609. 82, and he was asked to itemize the amount of Peat , .•
• $739. 82, which was "out-of-pocket expenses" , and he stated it would ;Marwick,
• be available with their next report. Also, with their next report ',Mitchell ,
they will hope to present their final reports on the Sewer Fund and & Co.
Firemen's Pension. Mr. Spence also stated, hopefully, the audit

•.'. A notice of Public Hearing had been advertised for a Proposed ,
Operating Assistance Project for the City of Jefferson, from the Public ..
Missouri Department of Highways and Transportation , and if anyone Hearing _
:!. was interested they should request to give oral or written evidence ,;
three days prior to this date. No such requests have been received.
• The hearing was dispensed with.
The next item of business was discussion on the Old, Jail , and the
• Mayor turned the meeting over to Dave Brydon, President of the
Historical Society. ..
Mr. ' Brydon introduced Ms. "Toto" Sauriders, representative of ,
the Missouri Heritage Trust , who discussed the importance of retaini
• ing the old building.
Lieutenant Biel() of the Missouri State Highway Patrol told !Old
about the Museum at the Highway Patrol Building; he stated it was dJail
!! .
. just small , only one room but it is expanding and it was a very
good thing for school children and visitors at the Patrol Building.
There is no money in their budget for the upkeep and the only
expense is the use of that room, but it is a very good place to
!., display interesting antiques which are available and which deal !.
with law enforcement . ,
Mr. Dryden then stated further - the building has been there
for 139 yearn and it is in excellent condition. It could be used
for a City Office, a Police Museum or Information Center. The Cole •
County Historical Society would help to restore it because they

think it is right for the City. A fund drive will be made if that ..
would be necessary, and we may need fifty thousand dollars, but
nothing can be done until we know that it will be retained. On
account of it being on the National Register of Historic Sites, we
can negotiate for fifty per cent assistance. It could be manned by
volunteer workers, Green Thumb members, or such. 1!
Mr. B.H. Rucker, Assistant Director of State Parks and Recrea-

tion, stated this was one of the oldest known jails in the State

Missouri, is on the National Register, and if Federal money is Vail
received it would be allocated on a fifty-fifty basis. If the 1
building is moved, there is a possibility it would be removed from
the National Register.
Dan Smith stated that if the Historical Society wanted the OW
Jail retained, they should pay for the cost of moving the building-
it should be moved - our tax money can be spent for better purposes.1
Mayor Hartsfield then stated the discussion would be concludedl
• at the meeting of May 5th and he would expect the Council to make a '
decision at that time. i

City Attorney Graham discussed the matter of pay for City employees ational
• attending National Guard Camp. They are entitled to fifteen work- Guard
ing days for this , they cannot be forced to take vacation time. i
Their regular salary should continue, if they receive pay from the
National Guard, it should be deducted from their City pay, so that
their regular rate of pay continues during this time, from one
source or another.

Mayor Hartefiold stated the matter of additional help in the Police ! . .
Court Court had been worked out - the Airport and the City Collector' s
Clerks office were furnishing one girl for half-day each day, so that the t
Court had full time extra help each day. ?�
He further stated that the appointment of Clerks in the Police `
Court were his responsibility - the Judge and City Attorney were l
elected by the people - but he would accept responsiblity for the I
administrative help. He was going to ask the City Administrator to
take over this administrative responsibility when he comes in on
May let. He was asking if any member of the Council disapproved of
this arrangement -- there was no comment. ,

`The Mayor then referred to Bill No. 1 , the Gross Receipts Tax, and i
Bill 1 asked the sponsors, Councilmen Brant and Backers, if they wished its

,Edison spoke against the Bill . II
Councilman Brant then requested the Bill be returned to the 1
Informal Calendar until the meeting of May 5th. This was agreeable.
Bill 2Referring to Bill No. 2 , the Litter Ordinance, Councilman Whitectton;�
Litter asked that it be considered by the Committee-of-the Whole sometime
Ordinance before the meeting of May 5th. I�
Special Councilman Kliegel made the motion that all future special meetings ';
Council be held in the Council Chambers. Motion seconded by Councilman 1
Meetings Brant and passed. 1,
It was decided that the Committee-of-the-Whole and the Finance
Meeting Committee could meet on May 5th at 7: 00 P.M. , and the regular
May 5th Council Meeting would convene at 8:00 P.M. ,
The Fire Chief can meet with the Finance Department about 1
petition received from the Union.

Final Associates - final payment in the amount of $11 , 323. 00 - as

Rackeru withdrew his motion and the bill was not approved. It was Ii
determined there must be something in writing about the problems
now existing in the building.
Adjournment Councilman Kliogol made the motion to adjourn. Motion seconded by
Councilman Backers and passed.
