HomeMy Public PortalAbout19870420 NEW COUNCIL 114 REGULAR COUNCIL MEETING, APRIL 20_ 1987 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor George Hartsfield presiding. Prayer was offered by Mayor George Hartsfield The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Scheulen, Veile and Woodman. Absent: Nelson. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mr. Bob Anderson of the Jefferson City Chamber of Commerce introduced Mr. Matt Jarrett, the Economic Development Director for the Chamber. CONSENT AGENDA: The Consent Agenda consisted of the Council Minutes of 4/6/87; the Monthly Financial Statement; the awarding of the following bids: 857 - Silo, PW 898 - 1987 Stormwater Drainage Project, Phase 1; PW 900 - Additional Rooms, Animal Shelter, P&CE 901 - Fire Alarm Systems, Christy Bldg. , Public Bidge. 902 - Flowmeter, PW the renewal of bid 756, car wash & hand soap for the Department of Transportation and the renewal of the following contracts: ' Index Chemical, Screws, Nuts & Bolts; All City Tharp Lumber Home Center, Hardware Supplios, All City Councilman Gordon moved approval of the Consent Agenda, Councilman Halsey seconded and it was approved. Held Over: 905 - Inter City Bus Terminal, DOT Director of Transportation, Marty Brose, informed the Council that even with the changes made in the plans, the required amount exceeds the budgeted amount. Councilman Halsey moved the Council take the $24,000 necessary to construct the facility from the unappropriated funds to supplement the budgeted amount and approve the bid of RAJAC. Council seconded and it was approved. Mayor George Hartsfield announced the following minutes had been received and were on file in the City Clerk's office. Councilman Halsey moved Bill 86-208 be amended by adding the following section: Section 3. Nothing in Section 2 shall be construed so as to permit the improvement of portions of Peach Tree Drive from Tann©rbridge Road to Ellis Boulevard eliminating access to Peach Tree Drive from either Tann©rbridge Road or Ellis Boulevard. Councilman Barnicle seconded the motion. After some discussion, the amendment was defeated 5 to 4. Councilman Borgmeyer requested Bill 86-208 be placed on the Informal Calendar. Approval of Executive Session Minutes: Councilman Haake moved approval of the Executive Session Minutes of April 6, 1987. Councilman Voile seconded and it was approved. There being for further business for the Council to consider at this time, Councilman Gordon moved to adjourn Sine Die, Councilman Davis seconded and it was approved. The meeting adjourned at 7:45 p.m. Circuit Court Judge James F. McHenry administered the Oath of Office to Mayor-Elect Louise Gardner. Circuit Court Judge James F. The Council Meeting of the new Council convened at 8:00 p.m. with Mayor Louise Gardner presiding. The first item of business was the presentation of a placque to Mayor George Hartsfield for his years of service to the City of Jefferson, both in the capacity as Mayor and as Councilman. Councilman Vince Borgmeyer moved Councilman Haake be elected President Pro Tem. Councilman Halsey seconded and it was approved. Councilman Vern Scheulen moved Councilman Barnicle be elected as the Council Representative to the Planning S Zoning Commission. Councilman Halsey seconded and it was approved. Announcements by the Mayor: Mayor Gardner informed the Council she had planned to make an ! appointment to the Police Personnel Board, but would not be ! making that appointment at this time. 1 1 I . f 1 148 REGULAR COUNCIL MEETING, APRIL 20, 1987 Mayor Gardner informed the Council that due to their hard work and the effort that had been expended by them, she wished to re- appoint the Cable Television Committee. This Committee consists of Councilman Veile, Chairman; Councilman Davis, Councilman • Gordon and Councilman Halsey. Councilman Borgmeyer moved approval, Councilman Haake seconded and it was approved. Councilman Borgmeyer moved approval, Councilman Haake seconded and it was approved. ' RS87-2 regarding the paving of a portion of Tanner Bridge Road. , ; Councilman Halsey moved approval, Councilman Borgmeyer seconded and it was approved. . RS87-3 regarding the honoring of Ed Cole for his years of service to the City of Jefferson. Councilman Gordon moved approval, Councilman Halsey seconded and it was approved. Councilman Voile moved the Council congratulate Mayor Louise Gardner on her election and pledge to support her in every possible way. Councilman Barnicle seconded and it was approved. Councilman Voila requested that all the Councilmen carefully review the Hill 87-7 regarding the Cable Television Franchise and report back to one of the members of the Committee before their next meeting. Councilman Gordon requested that City Counselor Allen Garner review the possibility of mandating the capability of broadcasting in stereo. There being no further business Councilman Borgmeyer moved the Council Meeting be adjourned. Councilman Halsey seconded and it was approved.
