SPECIAL COUNCIL MEETING, APRIL 19 , 1982
The City Council of the City of Jefferson , Missouri , met in
special session on April 19 , 1982 , at 8 : 30 o' clock P.M. in the
Council Chambers at the City Hall, 240 East High, in Jefferson
City, Missouri, the following officers being present : ;q
George Hartsfield, Mayor
Clarence Blume , Councilman
Vincent Borgmeyer, Councilman
Darrel Gordon, Councilman
Randy Halsey, Councilman
Edward Kliegel , Councilman
Michael Prenger, Councilman
Vernon Scheulen, Councilman
Sydney Wade , Councilman
Absent : Councilmen John Hequembourg and Thomas Brant .
The Mayor declared that a quorum was present and called the
meeting to order.

The Mayor announced that the Division of Commerce and Industrial!
Development of the State of Missouri had approved the Application
of the City for approval of the industrial development project
relating to Scholastic Inc. , a New York corporation , and for
permission to hold a bond election on the question of issuing
industrial revenue bonds of the City to finance said project .
This approval in in the form of a letter dated April 16 , 1982 ,
from said Division and addressed to the City of Jefferson.
Thereupon , Councilman Halsey presented for third reading Bill
No. 81-167 , being for. an Ordinance entitled:
AN ORDINANCE APPROVING AN INDUSTRIAL DEVELOPMENT PROJECT
FOR SCHOLASTIC INC. , A NEW YORK CORPORATION , AND CALLING
A SPECIAL ELECTION IN THE CITY OF JEFFERSON , MISSOURI , ON
THE QUESTION WHETHER TO ISSUE THE INDUS'T'RIAL REVENUE BONDS
OF THE CITY OF JEFFERSON , MISSOURI , IN THE AMOUNT OF
$7 ,000 ,000 FOR THE PURPOSE OF PROVIDING FUNDS '1'O PAY 'i'IIE
I COSTS OF PURCHASING AND CONSTRUCTING AN INDUSTRIAL DEVEL-
OPMENT PROJECT TO BE LEASED AND OTHERWISE DISPOSED OF TO
SCHOLASTIC INC. , A NEW YORK CORPORATION , INCLUDING REAL
ESTATE , BUILDINGS , IMPROVEMENTS , FIXTURES , MACHINERY AND
EQUIPMENT, THE PRINCIPAL OF AND INTEREST ON SAID REVENUE
BONDS TO BE PAYABLE SOLELY FROM THE REVENUES DERIVED FROM
SAID PROJECT AND NOT TO BE A GENERAL OBLIGATION OF THE
CITY; DESIGNATING THE TIME OF HOLDING SAID ELECTION ; AND
AUTHORIZING AND DIRECTING THE CITY CLERK GIVE NOTICE OF
SAID ELECTION.
The Bill was placed on its third reading and was placed upon
its final passage and was passed by the following vote :
Aye : Blume, Borgmeyer, Gordon, Halsey, Kliegel,
Prenger, Scheulen and Wade.
Nay: None.
The Mayor thereupon declared said Ordinance duly passed and
the Bill was then duly numbered Ordinance No. 9772 , and was
thereupon signed by the Mayor and attested by the City Clerk.
There being no other business to come before the City Council
at this time, on motion duly made, seconded, and carried, the
meeting thereupon adjourned.
