REGULAR COUNCIL MEETING, APRIL 18, 1988
A Regular Council Meeting was called to order at 7:30 P.M. with
Mayor Louise Gardner presiding.
Prayer was offered by Councilman Barnicle.
The following Council Members were present:
Present: Barniole, Borgmeyer, Davis, Gordon, Haake, Halsey,
Mason, Scheulen, Veile, and Woodman.
Absent: None.
A quorum was declared present.
PRESENTATIONS FROM GALLERY:
Angie Allison, 1210 Linden Drive, Apartment 30, distributed copies
of the publication Silver Eclectic which contained an article she
had written regarding the Clarke Senior Center. Ms. Allison
invited the Mayor and Council out to the Center to dine with them
anytime they desired.
Councilman Halsey introduced Mrs. Judy Kiper who is a teacher at
Immaculate Conception School. Ms. Kiper introduced one of her
students, Megan Cadice who wished to address the Council. Miss
Cadice presented the Council with a list of names of other students
in her class who desired to see Jefferson City observe Thomas
Jefferson's birthday as a holiday. Ma. Cadice also presented the
Council with various ideas for celebrating this event.
Mayor Gardner recognized the Boy Scouts in Troop 2 from the
Presbyterian Church who were in attendance at the meeting.
CONSENT AGENDA:
The Consent Agenda consisted of the following items:
a) Council Minutes of 04/04/88
b) Monthly Financial Statement
c) Approval of expense report from Mayor Gardner
Councilman Mason moved approval of the Consent Agenda. Councilman
Scheulen seconded and it was approved.

INFORMAL CALENDAR:
Councilman Mason requested Bill 87-193 regarding the vacation of
a sewer easement in Schotthill Woods Subdivision remain on the
Informal Calendar.
Councilman Gordon requested Bill 87-200 regarding the proposed
lodging tax be placed on the August 2 ballot remain on the Informal
Calendar.

UNFINISHED BUSINESS:
City Administrator Dave Johnston requested clarification from the
Council on the posting of the penalty for illegally parking in
handicapped parking spaces on City property. Mr. Johnston stated
the decals would also be available for private lots to purchase if
they so desired. Councilman Gordon questioned if this would affect
the enforcement of this ordinance and was informed that it would
not effect the enforcement. Councilman Haake moved to approve the
application of decals to the handicapped parking signs in City
parking lots to advise the public of the costs incurred for
illegally parking in these spaces. Councilman Mason seconded and
it was approved.

Councilman Gordon presented Dave Johnston with a letter requesting
assistance with drainage problems on Huntleigh Place to be
forwarded to Public Works for their assistance.
APPROVAL OF EXECUTIVE SESSION MINUTES:
Councilman Gordon moved approval of the Executive Session Minutes.
Councilman Scheulen seconded and it was approved.
The being no further business, Councilman Baxnicle moved the
Council adjourn Sine Die. Councilman Gordon seconded and it was
approved. The Council adjourned Sine Die at approximately 8:00
p.m.
Mayor Gardner presented Councilman I3orgmeyor and Councilman
Barnicle with keys to the City for their time on the Council.
Associate Circuit Judge McCormick Wilson administered the Oath of
Office to Councilman Owens, Councilman Mason, Councilman Gordon,
Councilman Feldman, and Councilman Davis.
The Council Meeting of the now Council convened at 0: 15 p.m. with
the following Councilman present:
Present: Davis, Feldman, Gordon, Haake, Halsey, Mason, Owens,
Scheulen, Voile, and Woodman.
Absent: None.
A quorum was declared present.
Councilman Haake nominated Councilman Steve Voile for the position
of President Pro Tempore of the Council. Councilman Gordon
seconded. There were no other nominations and Councilman Veile was
approved by a unanimous vote.
Associate Circuit Judge McCormick Wilson administered the Oath of
Office to Councilman Voile.
Councilman Halsey nominated Councilman Scheulen as the Council
Representative to the Planning and Zoning Commission. Councilman
Mason seconded. There were no other nominations and Councilman
Scheulen was approved by a unanimous vote.
PUBLIC HEARING:
Mr. George Hartsfield, 131 Forest Hill Avenue, addressed the
Council in favor of the voluntary annexation of Lot No. 18 in the
Mall Ridge Addition. City Administrator Dave Johnston spoke to

the staff position on this annexation. There was no one to speak
in opposition to this annexation.
CONSENT AGENDA:

Councilman Scheulen moved to approve the Consent Agenda.
Councilman Mason seconded and it was approved.

RESOLUTIONS:
RS88-1 which supports the Jefferson City Area Chamber of Commerce
as economic development agent for the City. Councilman Scheulen
moved approval of RS88-1. Councilman Halsey seconded and it was
approved.

RS88-2 which supports a NAP application by Christian Prison
Ministry of Missouri. Councilman Haako moved approval of RS88-2.
Councilman Voile seconded and it was approved.
NEW BUSINESS:
Councilman Mason moved that City Administrator Dave Johnston direct
Staff to proceed with the feasibility study of annexing Lot No. 18
in the Mall Ridge Addition, to contact the residents in the Mall
Ridge Addition regarding possible annexation, and to rectify the
problem with Lot 16. Councilman Halsey seconded and it was
approved.

Councilman Gordon announced there would be a Long Range Planning
Subcommittee meeting on Monday, April 25, at 7:00 p.m. in the
Conference Room. This meeting will be with the Committee members
and the Department Directors.

Councilman Voile moved to approve the plan developed by the
Prosecuting Attorney to refer all alcohol related offenses by
minors to the Cole County Court. Councilman Woodman seconded and
it was approved.
The being no further business, Councilman Gordon moved the meeting
be adjourned. Councilman Haake seconded and it was approved. The
meeting adjourned at 9:00 p.m.
