The ordinance regulates telecommu- nications towers and facilities within the city by estab- lishing them as conditional uses within the city's urban and rural commercial and industrial zones. The ordinance regulates the location, height, and setback of these facili- ties. The ordinance attempts to make towers as incon- spicuous as possible and tries to reduce the number of new towers by strongly encouraging co -location of two or more users on a single facility.
