A �'z`6' Prayer was offered by the Rev. Spencer Roberts, Pastor of the Second t € Baptist Church in Jefferson City. 4 ;.,-'1': Roll Call Councilmen Present: Blume, Davis, Halsey, Hequembourg, Kliegel, Lock, Roark and Scheulen. Councilmen Absent: Borgmeyer and Gordon. �'{ A quorum was present. '' Public Hearing The first item of business was a public hearing on rezoning. Rezoning, Mr. Dale Doerhoff was present to speak on behalf of Mr. & Mrs. Redel ;, whose property is before the Council for rezoning. Mr, Doerhoff stated 4;° Redel property P P Y g• -. that at the first public hearing no one spoke in opposition to the rezoning and that the City was legally obligated to go ahead and grant the rezoning request as no one spoke in opposition to the request at the initial public hearing, and the request was structured in such a way as not to require a second public hearing. Mr. Doerhoff requested that the rezoning request be voted on later in the meeting. No further discussion was held on the Redel request for rezoning. Continuation The public hearing on rezoning property located west of Tanner - -,. of Rezoning Bridge Road will be held over until the Council meeting on May 2. Public Hearing `' , ,' The. next item of business was the Consent Agenda , which included ,� h.�: Consent 8 ;. . Agenda the Council Minutes of March 21 , 1983, and awarding of the following bids: Bid No. 303 -. Tel all City Departments i' . F; Councilman Blume moved that the Council Minutes be approved, motion 1,4 was seconded by Councilman Kliegel , and approved. Telephone Mayor Pro Tern Halsey took the podium to preside during discussion of Bid the telecommunication:; bid. Councilman lllurne stated that two local `'S. bids had been eliminated because one would not be able to serve over two hundred units, and the other was on a lease only basis. Councilman Scheulen asked why a request from United Telephone to • correct errors and deletions on their bid was denied. Mr. Hartley stated that it was denied because (a) the bids had already been opened and their request was 'r►fter the fact' , and (b) their corrections would cause their bid to be higher rather than lower. Councilman Hequembourg asked what was the expected completion date by the low bidder, to which Mark Towner replied that they were projecting a June 1 (or earlier) completion date. Councilman • Hequembourg moved that Bid No. 303 be approved, motion was seconded by Councilman Blume, and approved. S em Councilman Scheulen moved that the rules be suspended, motion was seconded by Councilman Roark and approved. 414 33 Bill 82-201 was read second and third time by title by Mayor Pro Tem Halsey, placed on final passage, and passed by the following vote as Ordinance No. 9956: Aye: Blume, Davis, Halsey, Hequembourg, Kliegel, Lock, Roark 3: and Scheulen. Nay: None. Mayor Hartsfield resumed the position of Presiding Officer. Mayor Hartsfield stated that the City would be receiving applications Finance until April 25, 1983 for the position of Director of Finance. He stated Director that Mr. Bob Beck, Controller, would be the logical choice to serve in the capacity of Acting Director, and that Mr. Beck had agreed to do so if asked. Mayor Hartsfield stated that during this time it would be better to pay Mr. Beck an additional stipend for this added responsibility rather than change his salary. After discussion with Mr. Beck a figure of $400 per month additional pay was agreed upon, and the Council was asked to consider that additional pay. Councilman Roark moved that the additional pay to Bob Beck as Acting Director be approved, motion was seconded by Councilman Hequembourg, and approved. The next item of business was the introduction of bills. Nay: None. Informal The next item of business was the Informal Calendar. Calendar I82-173 Councilman Blume requested that Bill 82-173 amended be taken off the Rezoning Informal Calendar and placed on third reading for final passage. Redel Property • Bill 82-173 Amended, sponsored by Councilman Blume, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON , MISSOURI, CHANGING, AMENDING AND MODIFYING THE ZONING RESTRICTIONS OF THE CITY OF JEFFERSON, BY AMENDING CHAPTER 36, OF THE CODE OF THE CITY OF JEFFERSON, BY CHANGING THE RESTRICTIONS ON PROPERTY LOCATED AT 1310 SWIFTS HIGHWAY, FROM PUD (PLANNED UNIT DEVELOPMENT) WITH USES RESTRICTED TO RESTAURANT AND LOUNGE, TO PUD (PLANNED UNIT DEVELOPMENT) . Nay: None. **Resolutions ( see below) Resolutions The next item of business was the Audit Report. Mr. Elmer Evers was Audit Report present to highlight the audit and answer questions. Discussion of the audit included a $30,000 checking account which is in the Exchange National Bank without the City's name on it. Councilman Blume directed questions to Mayor Hartsfield regarding this account. * Mr. Hartsfield stated that the Council had decided to share its investments between the two major banks in Jefferson City. Councilman Hequembourg stated that it was a decision by the Council to diversify the banking and that the account was opened at the direction of the Mayor only after the Council had made that decision. • The next item of business was a report on DWI arrests. Chief Patton DWI Report was present to ask the Council for direction on arrests of DWI violators in the Callaway County portion of Jefferson City. After discussion, Councilman Hequembourg moved that ALL DWI violations, regardless of whether in Cole County or the Callaway County portion of Jefferson City, be referred to the County Court for prosecution. It was suggested , however, that a quarterly report could be made as to the expenses incurred of dealing with the Callaway County Court. The motion was seconded by Councilman Roark and approved. • The next item of discussion was that of a temporary position being Temporary filled in order to complete an inventory of the City's fixed assets. Personnel for The consensus of the Council was that a person should be hired as Inventory soon as possible so that the inventory could be completed. There being no further business, Councilman Blume moved that the Adjournment meeting be adjourned, motion was seconded by Councilwoman Lock, and approved. *See minutes of April 19, 1983, First Meeting, Page 417 **Resolutions RS82-42, Curb & Gutter on Forest Drive; RS82-43, Curb & RS82-42 Gutter on Karen Drive; and RS82-44, Curb & Gutter on Gipfert Lane.
