Senior Mayor Hartsfield nominated the following persons to the Senior
Citizens Citizens Advisory Committee: ( 1 year terms ) Dee Whitecotton,

appointments be approved, motion was seconded by Councilman
Nelson, and approved.
NLC Mayor Hartsfield stated that he attended the National League of
Cities Convention where most of the discussions pertained to
federal legislation and proposed cuts in funding.
President Mayor Hartsfield suggested that the Council consider the
°t= Pro Tent possibility of the President Pro Tem taking a more active role in
Council meetings ( i.e. presiding over Council meetings ) .
' pX/UE Gary Hamburg reported that the Public Service Commission had made
'' Rulin its ruling in the Union Electric rate case . It will affect the
g City by increasing its rates in a phased-in method over the next
two years . Mr. Hamburg also stated that he had attended a meeting
in Columbia regarding the Federal Standards Labor Act. He stated
that until now, certain legislation only pertained to the private
sector, but now will rewritten to include municipalities .

Councilman Borgmeyer moved to amend to Bill 84-230 that would
include retaining the emblems presently used by the Police and {
I Fire Departments on vehicles and uniforms . Allen Garner stated k
the bill title itself would need to be amended to add another I
section in the Code. Mayor Hartsfield recommended that the
Council ask Allen to draft another ordinance which would pertain
to the emblem to be introduced at the next meeting. Councilman r
Borgmeyer withdrew his motion to amend. Councilman Halsey 1
! suggested that the Council poll all city staff affected to get y
their opinions on the matter.

The next item of business was the Informal Calendar. Informal
Calendar
Councilman Viessman requested that Bill 84-203 be held over on
the Informal Calendar.
Gary Hamburg asked the Council for direction regarding the Capital
Capital Improvements questionnaire. He stated the staff needs to Improvemme
know how many voters to poll and what questions to auk. The Question-
- Council consensus was that the Staff will probably be able to nairo
handle tabulating, and that possibly the questionnaire could go
out as an insert in the newspaper. Mayor Iltart:sfield stated he
will send out some more information as it Is available in the
next few days .
Allen Garner referred the Council to a copy of a letter which Lawsuit
auks the City to join In a lawsuit: pertaining to eminent domain. Eminent
He stated there would be no cost to the City as he would do the Dwain
work himself. Councilman Haake moved that the City join the suit,
motion was seconded by Councilman Viessman, and approved.
Councilman Huffman asked the Council to consider discussing Longevity
longevity pay in the upcoming budget sessions . The Council Pay
directed Gary Hamburg to obtain a study on city salaries, and to
get figures from the Missouri Municipal League from other cities
with longevity pay and report back to the Council.
Councilman Davis took the chair at this point in the meeting for UTS
discussion of the United Telephone rate case. Rate Case
Allen Garner gave a report showing rates of residential uses of
both current and proposed rates. Councilman Hequembourg stated •
that UTS seems to be backing down on their undergrounding
agreement and should be asked to appear to explain this change of
plans. Gary Hamburg was instructed to contact United Telephone
and ask a representative to be present at a future meeting.
