HomeMy Public PortalAbout19860331 • 413 SPECIAL COUNCIL MEETING, MARCH 31, 1986 Special A Special Council Meeting was called to order at. 7 : 30 P.M. with Council Mayor George Hari.sfield presiding. Meeting Prayer Prayer was offered by Mayor Hartsfield. Roll Call The following Council Members were present: Present : Borgmeyer, Davis, Haake, Halsey, Huffman, Gordon, Veile, Viessman and Woodman Absent: Nelson A quorum was declared present . Prevailing The first: item of business was a discussion regarding the Wage Issue Prevailing Wage issue and the impact it is having on municipalities . Mayor Hart.sfield asked City Counselor, Allen Garner to discuss the problems dealing with Prevailing Wage determinations. He reviewed t.h,? time tables for filing objections and obtaining a ruling from the State. City Counselor Garner recommended that we place a clause in the contract that states should a different prevailing wage be set forth at a later time, that the Cit:y will pay the higher rate. Motion for approval of this recommendation was made by Councilman Halsey and seconded by Councilman Viessman, and passed. Cable T.V. The next item discussed was the Cable T.V. franchise. Again, the : Franchise Mayor asked City Counselor Garner to explain the time frame that the City has to proceed with the franchise. He reviewed with the Council a memo that hod been sent to them in February, 1986, and st.at ed that he had been receiving literature from organizations willing to assist, in the eat ablishing of the franchises . Doug Nix from 'TCI Cabievision woe present at the meeting and answered some of the questions the councilmen had concerning selection and t ime frames for hookup. Mayor hart sf.i.eld appoint ed a committee consisting of Councilman Davis, Councilman Gordon, Councilman ttaluey and Councilman Voile to work with City Counselor Garner and the Director of Planning and Code Enforcement , Tom I3ent.on to begin a cable television franchise renewal process . Councilman Gordon moved that the Council adjourn and go into Executive Session, motion was seconded by Councilman Viessman and approved by: Aye: Aorgmeyer, Gordon, Haake, Halsey, Huffman, Veil°, Viessman and Woodman Nay: None Ill
