Prayer offered by Mayor Hartsfield. :< Councilmen present : Borgmeyer, Brant , Crader, Hequembourg, Kliegel , and Whitecotton. Councilmen absent Gordon , Prenger, Rackers and Robinson A quorum was declared present . Mayor Hartsfield appointed a Special Committee on Capital Improve-- ments and Federal Revenue Sharing , and issued their Charges as follows: Special Committee Mike Prenger, Chairman John Hequembourg on Capital Dick Crader Dr. Thomas Brant Improvements Vince Borgmeyer Ed Rackers and Federal SPECIAL COMMITTEE ON CAPITAL IMPROVEMENTS AND FEDERAL Revenue REVENUE SHARING Sharing "1. Establish the city' s priorities for major capital projects for the next five years to be funded from federal revenue sharing. 2. Assume that federal revenue sharing will be renewed at 90% for five years. With the $280, 000 uncommitted from 1980, this should amount to about $3, 300,000 for the five-year entitlement period. 3. Avoid including projects for which standard federal assistance already exists (e. g. , FAA, EPA, FAU, etc. ) 4 . Review all city properties with the thought toward improvements in appearance and operating efficiency ( e.g. , central maintenance garage, animal shelter, vehicle storage area, public safety training area, screening for the Public Works Complex , acquisition of homes in the 900 block of East Miller, etc. ) 5. In receiving the options for City Hall , be certain that all alternatives are considered and rough cost estimates are developed on each. 6. Avoid subsidizing "self standing" enterprise funds such as the Parking Authority , Sewer Trust Fund, Airport Fund or "independent" agencies. 7. Review the street , road and fire hydrant needs which exist . above and beyond those that can he met by FAU Funds and local sales tax capital improvements funds. 8. List these projects In priori t:y order. 9. If appropriate, suggest the sale or transfer of surplus city-- owned real estate (e. g. Bald 11i11 site, lots , inlotu, easements, etc) 10. Prepare and present your report to the Mayor and Council within no more than six months. The Mayor requested Mr. Wattenbarger to pass out job description for the Comptroller, explaining duties and setting up salary range Job of $18, 000 to $20, 000 annually. Some discussion had about the ;, Description salary range and it was changed to $16,000 to $21 , 000 annually. Comptroller Councilman Kliegel moved that the suggested job description and the salary range of $16, 000 to $21 ,000 be approved. Motion seconded by Councilman Crader and passed. Councilman Brant stated he was again requesting the City Attorney, Ordinance or whoever drew up the Ordinances, mark the changes. Changes be Designated The Mayor stated that Mike Bates was requesting that at the Special Meeting set up April 21st , we conduct a Public Hearing for the purpose of considering a project for which financial assistance is ` Public being sought from the Missouri Department of Highways and Transpor- Hearing Cation, for the fiscal year 1978-79, for the Transit System, which April 21st. provides general public mass transportation within the City. This was agreeable. The Mayor advised that tfie-Housing-Autfioriiy-had asked the Council Communit to formally approve a $4 ,000. 00 Grant to Community Park Village, a Park low-income rental apartment complex. The Housing Authority has the ' Village funds with which to make the payment . Motion made by Councilman Whitecotton that we approve this pay- pent of $4,000. 00 to be made by the Housing Authority. Condemnation The Housing Authority also asked the City Council to give its Proceed- concurrence - they state they do not need an Ordinance - for ings condemnation proceedings against three parcels of land in the Capitol West Project for which they cannot negotiate acquisition. I These are Cady's Machine Shop, Conoco Service Station owned by I Temple Stephens, and Norman Auto Supply. Councilman Brant moved the Council 's concurrence in the proceed , ings. Motion seconded by Councilman Kliegel and passed. The Mayor then stated the City Attorney wanted him to make the City Council aware the he has $10,000 in his budget for outside legal Attorney assistance. As yet he has not used any of it but intends to use it in different ways. He would like to hire a practicing attorney to file suit regarding the top deck of the Parking Garage, He is also considering hiring a third-year law student for the summer to bring the Ordinance book up to date. And also, on a going basis, work (1 up a retainer for a practicing attorney when the City Attorney is tnot available or is over-loaded, we can go to for legal opinions, Ordinance work, and miscellaneous. wire Councilman Borgmeyer made the motion that the Council ask the Fire Departmen , Chief to submit names of the Firemen that went to Kansas City in behalf of the Firemen' s Union strike and that this list of names be kept on file in the office of the city Clerk. (He thought there were twelve of them. ) Motion seconded by Councilman Whitecotton and passed. Adjournment The regular meeting then adjourned to go into Executive Session for Executive the exit Conference with the State Auditors. Session r . ti
