City Audit be distributed to members of the Council for their review ,--,!-„Fi5x. Ad Hoc Report Mike Prenger and Dick Crader, who are members of the Mayor's Ad ,•?r on Parka Hoc Committee on Parks and Recreation , were =`' 1 x•�;.r�� present to distribute f=,,,,,:-..' , copies of their report to the Council. The report was compiled by . citizens who served on various subcommittees; Mr. Prenger stated that �• : : the report was essentially in the same form as submitted to them by ---;-..--- these subcommittees without having been edited. , . Councilman Halsey moved that members of the Park Board and the -`'`_ Director of Parks and Recreation be present at the meeting on April 4 r: to answer questions regarding salary expenditures and expense allowances for the Director of Parks and Recreation. Bid No. 324 Pitching Machine Bid No. 325 Pesticide & Fertilizer Bid No. 328 Two Way Radio System Councilman Blume asked Mr. Bates (regarding Bid No. 319) if the low bidder could competently do the work for the amount bid and pointed out the large range between the low and high bids. Mike Bates stated that since the next two higher bidders were in the same range as the low bidder, they felt confident that the low bidder could do the job correctly for the amount he bid. Councilman Blume asked (regarding Bid No. 327) why Scruggs did not get the bid since their bid amount was lower than the others. Mike • Bates stated that the Scruggs bid was lower because they did not bid on all the items requested. 410 Councilman Borgmeyer noted ( regarding Bid No 326) that the y,X out-of-town bidder selected was within 3% of the local bidder and asked Mike Bates why the local firm was not selected. He felt a local sw supplier might save money in the "long run" in maintenance and service call expenses. Mike Bates stated that these factors had been _= taken into consideration in awarding the bid, but it was felt that the piece of equipment offered by the out-of-town bidder was far superior to that of the local bidder. There being no further discussion, Councilman Blume moved that the Consent Agenda be approved, the motion was seconded by Councilwoman Lock, and approved. The next item of business was the introduction of bills. Councilman Blume asked for an explanation of how the subscription I service will work. Gary Hamburg stated that it would be on a reserved basin twenty-four hours in advance. Nay: None. Councilman Davis abstained. Informal The next item of business was the Informal Calendar. The bill was 82_173 read by title as follows: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, Approval t: AMENDING AND MODIFYING THE ZONING RESTRICTIONS OF THE CITY OF of Amendment JEFFERSON, BY AMENDING CHAPTER 36, OF THE CODE OF THE CITY OF Rezoning ,- JEFFERSON, BY CHANGING THE RESTRICTIONS ON PROPERTY LOCATED AT 1310 SWIFTS HIGHWAY, FROM PUD (PLANNED UNIT DEVELOPMENT) WITH USES RESTRICTED TO RESTAURANT AND LOUNGE, TO PUD (PLANNED UNIT DEVELOPMENT) . Councilman Blume moved that the amendment to Bill 82-173 be approved, the motion was seconded by Councilman Roark, and approved. The amended bill will be placed on the agenda for Public Hearing and final passage at the next Council meeting. • The next item of business was Resolutions. Resolutions Resolution , RS82-41 , street light, was presented to the Council for RS82_41 approval. Councilman Blume moved that the Resolution be adopted, the Street Light motion was seconded by Councilman Davis, and approved. Councilman Davis stated that the Solid Waste Committee had no report to present at this time. • Councilwoman Lock introduced Mr. and Mrs. Bruce James, who she met TCI • while waiting in line to obtain her TCI converter at TCI ' s Capitol Mall location. Ms. Lock and the Jameses feel that the method of • distributing the converters should be handled in a better manner. Mayor llartsfield stated that he had "checked in" at the TCI facility in the Mall to see how the distribution of converters was progressing. He suggested that other members of the Council might want to go see for themselves how it is being handled and make any suggestions they feel are needed to help expedite the process. Councilman Gordon suggested that it would not take no long if the TCI representatives were not trying to sell additional programming. Councilwoman Lock suggested that programming information could be sent with the billing and let the people choose before picking up their converters.
