Prayer Prayer was offered by Councilman Halsey. ;4 Roll Call The following Council Members were present : Present : Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, and Nelson Absent: Huffman, Kliegel and Viessman. A quorum was declared present. Consent The first item cf business was the Consent Agenda, which included Agenda Council Minutes of 3-4-85 and 3-11-85, the Administrator's Report, Finance Report, and awarding of the following bids : 595 - Litter Receptacles, Public Works 592 - Logging Recorder, Police Dept. 616 - Liquor Ferric Chloride/Hydrogen Peroxide, Public Works 617 - BOD Incubator & Supplies, Public Works 4r 622 - 4X4 Vehicle, Fire Dept . 623 - Automotive Parts, Transportation - Central Maintenance HELD OVER 593 - Breath Testing Equipment, Police Dept . t; 614 - Sludge Applicator, Public Works 615 - Sludo Applicator, Public Works, WPC 618 - Grass Seed, Weed Killer, Fertilizer, Public Works 621 - Uniforms , Transportation, Planning & Code 625 - Room Addition, Animal Rescue/Planning & Code 626 - Shoulder Patches, All City Councilman Halsey requested that the minutes of March 11 , 1985 be amended to reflect his statement regarding Truman Boulevard. Councilman Halsey stated that he would vote in favor of Bill 84- 204 which changes a portion of N. Ten Mile Drive to Truman Boulevard, but that he would not vote in favor of extensions two and three which would change the name of McCarty Street to Truman Boulevard. Councilmen Haake and tiequombourg stated they did not feel Bid 622 ( 4X4 vehicle for Chief Ronnick) should be awarded as it was excessive. They asked that staff be directed to rebid the vehicle without several of the options . Councilman Borgmeyer moved to delete Bid 622 from the Consent Agenda, motion was seconded by Councilman Halsey, and approved. Bid 622 was removed from the Consent Agenda and sent back to staff. Councilman Hequembourg moved that the Consent Agenda be approved as amended, motion was seconded by Councilman Gordon, and approved. Minutes Rec'd Mayor Hartsfield stated that the following minutes have been received and are on file in the City Clerk's office: Parking & • Traffic Commission, 3-7-85; Library Board, 2-19-85; Liquor Control, 2-22-85; Electrical Board, 2-27-85; Park Board, 1-22-85 and 2-6-85; Police Personnel Board, 3-15-85 . IAppoint- Mayor Hartsfield presented the name of Dr. Arnold Parks for ments reappointment to the Police Personnel Board. Councilman Haake moved that the appointment be approved, motion was seconded by Councilman Davis, and approved. Mayor Hartsfield submitted these five names to the Council for nomination of appointment . Nay: None. Work Session Mayor Hartsfield announced that a work session will be held Monday, March 25 to discuss capital improvements projects . United Mayor Hartsfield asked Craig Davis to take the chair for the next Telephone item of business . Intervention The next item of business was the discussion of United Telephone rate case intervention. Allen Garner informed the Council of deadlines and explained the options of filing with or without I outside counsel. He stated that if he files an intervention at this time the Council would still have time to decide to hire outside counsel and determine the costs without obligating itself to any specific action after the filing. Councilman Borgmeyer moved that Mr. Garner, proceed with filing an intervention at this time and come back to the Council later with cost information of legal expanses , motion was seconded by Councilman Halsey, and approved. Adjournment Mayor Hartsfield resumed the chair. There being no further business , Councilman Hequembourg moved that the meeting adjourn Executive into Executive Session for the purpose of discussing litigation Session and real estate, motion was seconded by Councilman Gordon, and approved by the following votes Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, and Nelson.
